Electoral Area G Comprehensive Land Use Bylaw Community Backgrounder The Plan area includes that portion of Electoral Area G referred to as the Salmo River Valley which stretches along Highway 6 between the Village of Salmo and the City of Nelson as far north as the Nelson Nordic Ski Club. The linear Plan area includes the unincorporated communities of Rural Salmo, Ymir, Porto Rico, Hall Siding and Apex. The Salmo River Valley follows the Salmo River and is nestled between the Selkirk and Bonnington mountain ranges flowing south from Nelson to south of the Village of Salmo where it joins the Pend d’Orielle River drainage shared by British Columbia, Idaho and Washington. The Salmo River valley was originally referred to as the Salmon River and was used extensively by First Nations from both the Ktunaxa Nation and Okanagan Nation as a trading and seasonal fishing and hunting area. Initial settlement in the Salmo River Valley began in earnest in the late 1800’s following placer gold exploration in and around the Pend d’Orielle River and the movement of miners north along the then aptly named Salmon River. In 1885 a few cabins were constructed at Ymir at the confluence of Quartz Creek. It was following the development of the Fort Shepard and Nelson Railroad that the original settlement of Quartz Creek was renamed Ymir. By 1893 the first mining claims were made in the area at Porcupine Creek and two years later mines were being established at Ymir, Porto Rico, Dundee, Blackcock, Howard Hunter, Yankee Girl and others throughout the valley. Sawmills were also established at the mouth of Porto Rico Creek, Ymir and Porcupine Creek to supply the burgeoning mining industry and associated settlements 1. 0F 1 Murray, George (2004). A Brief History of Mining in Ymir ‐ obtained March 11th, 2014 from http://www.ymirbc.com/history/murray.php Area G Community BACKGROUNDER 2014 Page 1 of 37 By 1897, Ymir had an estimated population of well over 800 persons, with another 400 settlers in the surrounding area. A town‐site was surveyed creating 700 small holdings and several larger acreages in the surrounding area. Hotels, banks, a post office, schoolhouse, jails, general stores and pubs were established to service settlers and the area experienced rapid growth based directly, and in support of, the mining industry. However, by 1905, most ore bodies in the area had depleted and the falling market for metals resulted in a down turn to the economy that has been slow to recover. A second boom in metals occurred shortly before World War Two, but a lack of access to skilled men and supplies led to additional mine closures 2. Following World War Two, the economics of the Salmo River Valley continue to be dominated by the mining and forestry industries; however, manufacturing, heavy equipment, cottage industry and commercial tourism have provided some diversification. Regional Context The economic conditions within the Regional District continue to be strongly tied to the natural resource sector, although there is a renewed emphasis on health care, tourism and the service industry in the region. The forestry and mining sector; in which Area G is heavily dependent, has the highest levels of unemployment in the region, in addition to the accommodation sector. These sectors are also vulnerable to external market forces, such as commodity prices and markets elsewhere. Income levels in rural communities continue to be significantly lower than the rest of British Columbia (the average income in British Columbia is $39, 415 per year, while in rural Salmo the average is only $24,860 for males and $15,282 for females). In addition, the labor force is volatile, with skilled workers leaving the area for employment elsewhere. This has led to the fragmentation of families through‐out the region. Housing continues to be dominated by single family homes, with low rental vacancy, which indicates that younger and lower income households may not be accommodated in some communities. 1F 2 Murray, George (2004). There are high dependency rates in Area G, specifically for youth, which indicates young families as the general determinant of dependency rates in the area. Elsewhere in the RDCK, senior dependency is more common. Over 21% of households in the RDCK region indicated that they felt household needs were not being met. It is suspected that high market value housing and low household income in Area G may indicate a similar trend 3. There is a shift in seasonal norms which has resulted in increased warmer days (shorter, warmer winters) and more frequent severe rain events (earlier spring and rain on snow events). The Salmo River has experienced several highs during freshet over the last ten years that has resulted in localized flooding and property damage. In addition, severe rain events have resulted in drainage and land slip in some areas and localized issues with water quality and waste water disposal. Longer warmer summers may also result in interface community wildfires during periods of prolonged drought or if lower winter snow pack has not provided sufficient soil moisture. Agricultural productivity may also be impacted with longer growing seasons but potential risk of drought or increased issues with invasive species and pests. The forestry industry may see impacts to winter logging activity and a shift in the distribution of commercial species. Highway routes may also be vulnerable to severe weather events or wildfire events, which may cause closures 4. Local Context Electoral Area G has a total population of 1,597 persons based on the 2011 census; slightly lower than the 2006 census figure of 1,605. Single detached housing is the most prevalent housing type in the community, followed by modular homes 5. The area has 794 dwellings, 723 of which are considered occupied on a full‐time basis. Single person and two person households are dominate family types in the Plan area. Age demographics show a significant portion of the population is between the ages of 30 and 65 (60%); the age demographic associated with an active labor force. Seniors, or those over the age of 65, make up only a small margin (12%) of the population. In 1983, the Regional District of Central Kootenay undertook a rural community profile of the Salmo River Valley and identified that community issues in Rural Salmo were generally directed toward agricultural lands, fire protection services, flood hazards, and highway improvements. Community issues specific to the unincorporated community of Ymir were the desire for community growth, protection of heritage values, water quality and waste water disposal. It was observed that most homes occupied two to three town‐site lots to allow for adequate on‐site servicing. The first community plan for the area, North Area G Rural Land Use Bylaw No. 1266, was adopted in 1998, following several years of community and stakeholder consultation and engagement. This initial plan was repealed and placed with the current Area G Rural Land Use Bylaw No. 1335, in 1999. Land development in the area is also subject to RDCK Floodplain Management Bylaw No. 2080 which governs development within lands subject to flooding and natural hazards and RDCK Subdivision Bylaw No. 2159 which establishment minimum servicing standards for subdivision. Development Context Development in the area has been relatively slow and steady. The primary intent of most amendments to the regulations has been focused on text amendments to address emerging issues throughout the RDCK. There have been only nine site‐specific land use amendments since the current bylaw was adopted, in addition to a block amendment in 2002 to address removal of several properties from the Agricultural Land Reserve (ALR). Development variances to setback regulations have been limited to the community of Ymir where lot sizes have resulted in restrictive building envelopes. Subdivision activity over the years has resulted in an average of 14 new lots being created each year over the last ten years. Most of these have been the result of small scale one to two lot subdivision proposals. Detailed building statistics are limited for the years prior to 2008, however more recent years seem to imply that building permit activity has been primarily focused on additions and renovations to existing residential structures, as opposed to new builds or expansion of commercial and industrial buildings. The intent of the survey was to give residents and property owners the opportunity to provide the Regional District feedback on how they would like to see their communities evolve over time and to identify common goals and objectives for the Plan area to work toward. 830 surveys were mailed out to primary property owners within the Plan area. As of November 26th, 2014, a total of 148 surveys were returned for an 18% response rate. It is expected that over time, additional surveys will be received. A summary of preliminary results to date are as follows: Household and Residential: Figure 1: Full‐time Residency in Electoral Area G Most survey respondents indicated long term residency or ownership within the Plan area although twenty percent of respondents were non‐resident property owners not residing in the area full‐time. Of these non‐resident property owners, the majority of properties were vacant or being used actively as rental property. This indicates a choice of housing types in the Plan area. The majority of housing types was single family (84%), Area G Community BACKGROUNDER 2014 Page 6 of 37 with a smaller (11%) percentage indicating modular homes or multi‐home properties (5%), whereas more than one dwelling exists on a property. The age of dwellings or construction in general tended toward a dominance of construction during the 1970’s to 1980’s. Although construction activity seems to have variation based on community specific responses. Appropriate lot sizes varied by community, with the majority of rural communities indicating a preference for lots being over 1 ha (2.5 acres) and those in Ymir Townsite and Erie‐Ross Spur indicating a preference for smaller lots reflective of the circumstances of each community. In areas, where community water or waste water treatment options are not available, site area requirements for subdivision tend toward a 1 hectare (2.47 acre) minimum due to the requirements for on‐site waste water disposal and reserve areas. This is due to the associated lifespan of waste water disposal systems and the requirement of a thirty (30) metre setback from sources of domestic water. There was not equivalent support for multi‐family type housing; with the exception of select areas of Ymir, Erie‐ Ross Spur, Porto Rico and Airport Road/Burnt Flat. Mixed housing is an effective means of increasing housing supply in rural areas, allowing for the creation of rental units and enabling flexible living arrangements. Sixty‐five percent of respondents agreed that higher density residential development should be oriented to areas with existing higher density development such as Ymir or adjacent to the Village of Salmo. Only 51% of respondents supported that accessory buildings be permitted to be larger than principal dwellings. This has been an issue in other areas of the Regional District where either heavy equipment operators or truck drivers require larger accessory buildings for vehicle and equipment storage or in areas where such buildings are used for storage of recreational vehicles and storage 7. 6F Commercial Services: Where community members tend to do their purchasing has implications for the local economy as well as for employment and entrepreneurship opportunities. It appears that for non‐local purchasing, the majority of shopping occurs regionally, which is a good indicator of economic health. The majority of purchases made outside of Salmo and area where within the City of Nelson, City of Trail and City of Castlegar. With regard to where respondents felt commercial services could be expanded or enhanced, most respondents indicated Ymir Town‐site as an appropriate location, and lesser so indicated Rural Salmo and Airport Road/Burnt Flat as communities that could support commercial services. Similarly, with regard to light and medium industrial development, respondents indicated greater support for Airport Road/Burnt Flat, Rural Salmo and Ymir Town‐site. This is reflective of areas where such services and industry have already been established. For those services that are desired locally, most respondents supported enhanced internet service, eating establishments, grocery stores and personal care establishments. It was identified that services not available are provided for in adjacent communities to complement those available locally. Seventy‐seven (77%) of respondents supported enhanced opportunity for Area G Community BACKGROUNDER 2014 Page 19 of 37 storage, processing and associated retail of on‐farm product to be expended to include product from other properties within the local community to allow for cooperative storage, processing and associated retail. In addition, it was felt by the same number of respondents that breweries, distilleries and meaderies should be permitted within the Agricultural Land Reserve (ALR) land on the same or similar terms as wineries and cideries. When asked if temporary leases of portions of a property for the purposes of agriculture within the ALR be allowed without an application to the Provincial Agricultural Land Commission (ALC) for both inter‐generational transfer of an active farm or ranch operation and to encourage the use of otherwise un‐farmed land by existing or new farmers, similarly over 75% of respondents supported such options. With regard to appropriate lot sizes for agricultural land, the majority of respondents supported a mix of small and large lot agriculture, followed by a minimum parcel size of five acres to ten acres. This may be reflective of the type of agriculture common to the area, being generally based on smaller hobby farms, animal husbandry and hay production. It is also reflective of the already established agricultural lots within the Plan area. Services: The majority of respondents within the area are provided domestic water through private groundwater wells (63%), with a lesser extent of individuals being provided domestic water from surface water licenses (20%). When asked if they were in favor of pursuing a locally controlled community forest license in Electoral Area G, 50% of respondents expressed support for such an initiative, while 28% were undecided, and an additional 22% were unsupportive. Energy and Transportation: Since 2007, the Province has moved forward with a number of legislated and policy actions to encourage energy efficiency and reduce emissions of greenhouse gases (GHGs). The RDCK has committed to reduce GHGs in rural areas by 15% by 2020 and 25% by 2030. With regard to the encouragement of personal vehicle use and trips, the majority of respondents supported expanded public transportation (84%), enhancing pedestrain and cycling corridors (63%) and encouraging home based businesses (54%). To encourage the development of energy efficient buildings and communities, there was support for promotion of local food production (80%), encouraging energy efficient retro‐fits (72%) and promoting local purchasing (66%). Investigation into the development of renewable energy supply options was most supported for solar energy (84%) and ground source heat pumps (76%). There was less expressed support for investigating other options, such as micro‐hydro, biomass energy production, wind or thermal energy or district energy. Social and Cultural: There was equal response as to if there was adequate services and facilities available to children and youth under the age of 18 in the community.
