Having examined the Report of the Director General on ISESCO’s efforts in the field of
higher education, scientific research and technology between the fourth and fifth sessions
of the Conference as contained in Document (ICMHESR-5/2010/ 2.1),

Having heard the presentation made by the Director General in this regard,

Considering the deliberations which have taken place,
Decides the following:

Adopts the Report of the Director General on ISESCO’s efforts in the field of higher
education, scientific research and technology between the fourth and fifth sessions of the
Conference, taking into account the observations made by the members of the conference.

Proposes to continue to accord high priority to encouraging researchers and enhancing
research and innovation capacities; in such a way as to satisfy the aspirations of the
Member States and meet the needs of small and medium enterprises (SMEs); and
encourage their participation in projects for commercialization of technological
innovation.

Appreciates the progress achieved by the Islamic Citation Centre, and recommends to
further strengthen cooperation with the Institute for Scientific Information (ISI), toward
global recognition for local scientific and academic input.

Invites the Director General to present a report on ISESCO’s efforts in the field of higher

pursue their action to meet priority needs through general policies and available
resources.

Decides the following:

Reaffirms the mandate entrusted to ISESCO to prepare the statutes and implementation
mechanisms of the “Islamic Network of Women Scientists” project and present them to
the competent authorities in the Member States in order to provide ISESCO with
proposals thereon, before submitting the project to the Conference’s sixth session for
decision.

Having considered the document pertaining to “Recent Trends in Emerging Technologies
and Current Commitments in the Islamic World”,

Considering the deliberations which have taken place,
Decides the following:

Adopts the document pertaining to the “Recent Trends in Emerging Technologies and
Current Commitments in the Islamic World”.
-
Invites ISESCO to continue cooperating with the Member States’ governments on raising
awareness about the importance of boosting capabilities in new and emerging technologies
and their role in addressing challenges and achieving sustainable development.
-
Urges the Member States to intensify their efforts in the adoption of new and emerging
technology, design practical plans for each technology, introduce mega projects for
capacity building in the adoption, diffusion, promotion, utilization and commercialization
of technologies to obtain social, economic and agricultural benefits.
-
Proposes to devote special attention to the youth by providing enough opportunities in the
fields of engineering and new technologies, and develop their scientific careers through
scholarships and quality training to promote human resources and keep abreast of the
challenges in new and emerging technological fields.

Recommends bridging the gap between academia and industry, commercializing the
indigenous researches and encouraging reliance on knowledge-based economy through the
establishment of science and technology parks and business incubators, and creating more

Having heard the presentation made by the OIC General Secretariat on the document,

Having considered the document pertaining to “Ranking of the Universities of the Islamic
World”,

Taking note of the results of the Technical Experts Meeting on University Ranking of the
OIC Universities held in Riyadh, Kingdom of Saudi Arabia, on 24-25 April 2010;
-
Considering the deliberations which have taken place, and upon request by the Member
States,
Decides the following:
-
Requests the OIC General Secretariat and ISESCO to prepare a draft document on “Key
Performance Indicators for the Universities in the Islamic World”, and present it to the
Extraordinary Islamic Conference of the Ministers of Higher Education and Scientific
Research, which will be hosted by the Kingdom of Saudi Arabia in 2011.

Invites the OIC Secretary General, in collaboration with ISESCO Director General, to
present a report on the document of “Key Performance Indicators for the Universities in
the Islamic World” to the next session of the Conference.

the Draft Strategy for Promotion of
Nanotechnology in the Islamic World
The Fifth Islamic Conference of Ministers of Higher Education and Scientific Research"Enculturation of Quality in Academia, Research and Innovation Towards Prosperity of
Ummah", held in Kuala Lumpur, Malaysia, on 10-11 Zul Qi’da 1431 A.H., corresponding to
19-20 October 2010,

Having considered the document pertaining to the Draft Strategy for Promotion of
Nanotechnology in the Islamic World,
-
Considering the deliberations which have taken place,
Decides the following:
-
Adopts the Strategy for Promotion of Nanotechnology in the Islamic World, and invites
ISESCO to prepare executive programmes and field projects in light of the Strategy, and
undertake joint projects with the relative international, Islamic and regional organizations
as well as banks and financial institutions, so as to build the capacities of the Member
States in nanoscience and nanotechnologies.

Calls on the Member States to design, adopt and implement their national plans, strategies
and legislation for the comprehensive development of nanosciences and nanotechnologies
by integrating them into other sustainable development plans.
-
Invites governments to allocate appropriate and necessary resources and funds for the
special tools, machinery and expenses incurred by intellectual property, as well as develop
policy framework and offer incentives for the private sector to set up projects, in order to
develop firm foundation for research and development and indigenous capability building
in nanotechnology.

Calls for supporting the “Nanotechnology Expert Group” to establish networks, promote
collaboration among the Islamic countries, meet periodically to take stock of the progress
made in nanotechnology, suggest and provide advice about new projects of significant
economic importance and play a proactive role through taking decisions that will best
promote nano-sciences and nanotechnology.

Calls for devoting special attention to developing nanotechnology education programmes,
especially in the curricula destined for graduate and undergraduate students and short-term
training courses, in such a way as to assess special needs and better qualify
multidisciplinary skilled human resources imbued with nanoscience and nanotechnology.
-
Stresses the importance of promoting integrated, safe and responsible Nanosciences and
Nanotechnologies researches, conducted for the benefit of society as a whole, following
closely ethical implications and the code of conduct, in such a way as to ensure the adherence
of research funders, researchers, all individuals, stakeholders, and civil society to the ethical
code in this regard.

Having heard the presentation made by the OIC General Secretariat on the
implementation of the "Atlas of Science and Innovation in the Islamic World"
project,

Having considered the progress report on the project’s implementation,
-
Considering the deliberations which have taken place,
Decides the following:
-
Adopts the report on the Project "Atlas of Science and Innovation in the Islamic
World".
-
Lauds the cooperation existing among the member organizations of the Joint
Management Team in preparing member state studies which map the key trends and
trajectories in science and technology-based innovation, highly beneficial for policy
and decision makers and planners in the concerned countries.
-
Requests the relevant parties in the Member States to coordinate with the Joint
Management Team and the project managers to accelerate completion and
publication of the country studies.

Supporting students in the occupied Syrian Arab Golan
and denouncing the Israeli occupation’s practices

In line with ISESCO Charter among whose objectives is to contribute to the achievement
of world peace and security through various means, particularly through education,
science and culture; and in accordance with the OIC Charter which calls for respect for
basic human rights;
-
Considering Israel’s continuous occupation of the Syrian Arab Golan and its implications
on the educational institutions and the educational situation of the Syrian Arab people in
the occupied Golan;
-
Based on the proposal submitted by the Syrian Arab Republic concerning the conditions
of students in the occupied Syrian Arab Golan due to the Israeli occupation,
-
Considering the deliberations which have taken place,
Decides the following:
-
Denounces Israel’s continuous occupation of the Syrian Arab Golan and its defiance of
the resolutions of the UN General Assembly and Security Council and international
legality calling for an immediate withdrawal of Israel to the line of June 4, 1967.
-
Confirms the Syrian Arab Republic’s right to reinstate its sovereignty over the occupied
Golan, together with all ensuing legitimate rights of the Syrian citizens in the Golan.
-
Calls for an immediate withdrawal of the Israeli occupation authorities from the occupied
Syrian Arab Golan; and for an end to all illegal practices preventing people in the
occupied Golan from pursuing their studies in the Syrian universities.

Resolution on
Supporting students, teachers and researchers
at educational and university institutions in Palestine
The Fifth Islamic Conference of Ministers of Higher Education and Scientific
Research-"Enculturation of Quality in Academia, Research and Innovation Towards
Prosperity of Ummah", held in Kuala Lumpur, Malaysia, on 10-11 Zul Qi’da
1431 A.H., corresponding to 19-20 October 2010,

In line with ISESCO Charter which seeks among other things to contribute
to the achievement of world peace and security through various means,
particularly through education, science and culture; and in accordance with
the OIC Charter which calls for respect for basic human rights;
-
Considering the difficult situation of educational and university institutions
in Palestine, as well as the suffering inflicted on Palestinian students,
teachers and researchers by the criminal aggression and the arbitrary siege
and closure policies practiced by the Israeli occupation authorities in the
occupied Palestinian territories;
-
Based on the proposal submitted by the State of Palestine concerning the
conditions of students, teachers and researchers at educational and
university institutions in Palestine, due to the Israeli occupation;
Decides the following:
-
Condemns both the judaization and racial segregation policy followed by
the Israeli occupation authorities in Al-Quds Al-Sharif and the Palestinian
territories, and the siege and closure policies imposed by the Israeli
occupation authorities on the Palestinian people, the racist Separation Wall
and the ensuing difficulties which students, teachers and researchers at
educational and university institutions in Palestine continue to face, and
which impede the upgrading of academic level and the efforts to improve
the educational, scientific and cultural situation in Palestine.

Calls upon the international community to assume its responsibilities, in
line with the international instruments and covenants, including the
Universal Declaration of Human Rights, in order to provide students,
teachers and researchers at education and university institutions in Palestine
with an appropriate environment that allows them to exercise their right to
pursue their studies and academic research, through serious action aiming to
end the oppressive siege and closure policies imposed by the Israeli
occupation authorities on the Palestinian people.

Invites the Member States to extend further support to the educational and
university institutions as well as to institutions of scientific research in
Palestine, in such a way as to help them address the adverse implications of
Israel’s unjust closure and siege policies.
-
Lauds the efforts being made by ISESCO under its annual programme
aimed at supporting educational, scientific and cultural institutions in AlQuds Al-Sharif and Palestine, and invites it to dedicate more activities to
university and scientific research institutions in Palestine.

Following the kind invitation made by the Republic of the Sudan to host the sixth session
of the Conference;
Decides the following:
-
Convenes the sixth session of the Islamic Conference of Higher Education and Scientific
Research Ministers in Khartoum, Republic of the Sudan, in November 2012.
-
Entrusts ISESCO to take the necessary measures and establish contact with the relevant
parties in the Republic of the Sudan to hold the Conference, in coordination with the
Conference’s Chair and the OIC General Secretariat.
