On 03/01/14 I was dispatched to 609 W 24th Street in reference to a male named Ruben
Guerrero who called the Communication Center and advised he had warrants. I went to the
address and made contact with Guerrero and identified him by his Colorado ID card. I
placed Guerrero in handcuffs, searched him, and secured him in my patrol vehicle and
transported him to Scotts Bluff County Detention Center where he was turned over to staff.

On the above date I began to follow a black car on the highway that was occupied by three
subjects. The car made an attempt to speed away. The occupants came to an abrupt stop
on Addison Lane and began running on foot. Further investigation resulted in all three
subjects being located. Junie Conde was arrested for M.I.P and Obstruction. Trey Blanco
was arrested for minor in possession. The third subject was released without incident.

Omaha Project Harmony INTAKE #531129. ALLEGATIONS: 6 year old with bruises on his back at

On the above date, I observed a white Honda driving on Hwy. 26 near Avenue I. The Honda
was bearing NE 21-Z183. A record check through dispatch showed the license plate not to
be on file. I conducted a traffic stop and contacted the driver, the driver showed me
valid plates for the vehicle in the car. I later asked for consent to search vehicle and
gained it. Inside the vehicle, I found a small quantity of marijuana. I contacted the
passenger, Kenneth Weller and completed a search of his person. I located more than 1oz.
of marijuana on Weller. Weller was subsequently cited for Possession of marijuana over 1
oz. and poss. of drug paraphernalia.

I was dispatched to 906 E. Overland in reference to vehicles that had windows shot with
BB guns. On arrival, I contacted a family member, Eduardo Bello. Bello showed me four
vehicles that had been shot. Each vehicle had been shot in the windshield causing the
windshields to crack. Bello advised that this incident occurred sometime during the last
week and no suspects were known. Damages for four windshields was estimated at $1200.

Brenda said she left the house at 3:30pm and the back window was not broken. Brenda said
she returned home with her sons at 8:24pm and noticed the broken window. Brenda said no
one was home when the incident occurred. I observed the north east window broken out by a
ball, which belonged to the family. I noticed the ball broke the storm window, too.
Brenda said the balls are kept in the large container and no one is allowed to play ball
in the backyard. Brenda and her family could not name any suspects at this time.

On the above date, I observed a blue car speeding westbound on 27th Street near Broadway.
The blue car turned into the parking lot east of FTC Express and proceeded to speed
through the parking lot. I estimated that the car accelerated to a speed of 45 m.ph. ,
passing between several occupied parked cars while traveling through the lot. I
subsequently contacted the car and its driver after it parked in the lot. A juvenile
driver was identified. Further investigation resulted in the driver being arrested for
D.U.I, Ref. of PBT, Ref. of Chem. test, M.I.P., and assault on an officer. The juvenile
was later placed in the juvenile detention center.

I was dispatched to the ring down phone reference Matthew Fowlkes wanting to visit with
an officer. I made contact with Matthew, who said he wanted to make sure there weren't
any warrants for his arrest. I ran Matthew's name and confirmed an active warrant #CR13505 for unpaid fines. I placed Matthew under arrest. I handcuffed, checked for proper fit, and double locked
the handcuffs. I transported Matthew to jail, where he was booked in on the warrant.

While on patrol I observed a vehicle not come to a complete stop at the intersection of
7th Avenue and East 15th Street, the vehicle was traveling north on 7th Avenue. I
conducted a stop on the vehicle and after checking through the Communications Center for
current insurance I was advised that the vehicle did not have current insurance. I
advised the driver Timothy Flores, who was the owner of the vehicle, of this and he
advised that he knew. I issued Timothy Flores citation #A2356372 for No Proof of
Insurance. I explained the citation to Timothy who advised he understood the citation
and signed the citation.

I was dispatched to the YMCA reference Cody Olbricht at the location, where he had three
active warrants for his arrest. I made contact with Cody in the parking lot, where I
placed Cody under arrest on active warrant CR12-754 for failure to pay fines, warrant
CR12-662 for failure to pay fines, and warrant CR08-2293 for failure to pay fines. I
transported Cody to the county jail, where he was booked in on the warrants.

Erika said the bike wasn't missing on this night at 6:00pm. Erika said the bike was
unlocked and in the front yard. Erika said they left for dinner and returned at 8:20pm at
which time the bike was noticed missing. Erika said the bike is a dark blue BMX frame
type bike. Erika said they are looking for the detailed information, because they took
the Wal-Mart insurance out on the bike. Erika said they haven't located the detailed
information yet and will let me know when its located. I documented incident with report

On 03/21/2014, while performing a stand by, Carlos Frias came to pick up the female. As
Carlos arrived he was checked for local warrants and it was discovered he has a local
