Minutes of the Annual General Meeting

Thursday 11th September 2014
1. Chair’s Welcome – Linda Malloy.
Linda extended a warm welcome to all, in particular to our honoured guests and introduced the Council
members on the Top Table, Dr Ingrid Roscoe County President, Mark Stageman County Commissioner,
Sue Heald County Secretary and John Greenwood County Treasurer. Linda went on to introduce Sam
Corley, County Chaplain to lead the evenings reflection

Keighley and Shipley, The Chief Executives of Bradford and Kirklees Councils, Several County Commissioners from the North East Region, A number of Guide Commissioners, Various members of West Yorkshire Scouts
4. Minutes of the Annual General Meeting held on Monday 8th September 2013.

5. The Annual Report and Accounts for the year ended 31st March 2014.
Copies of the Annual Report were available for all present, with additional copies provided to each DC to
distribute throughout the County. The County Treasurer, John Greenwood gave an overview of the accounts; The support of scouting in the County created a surplus of £4,872 (2013: surplus of 37,571) after
recognising a donation from WYSTrading Ltd of £7,521 (2013: £281). This amount was added to the unrestricted reserves. Reserves are being held to ensure that the level of activity can be maintained for a
lest one year, without income through a policy to hold between 75% and 100% of one years gross expenditure. The trustees are of the opinion that the funds are sufficient to continue activities throughout the ensuing year. For further details see the separate consolidated account document. The breakdown of spend
on charitable activities shows a vast majority for last year being on activities and Himalayan Adventures.
John emphasised how the county had grown over the last twelve months with over 9,500 members now in
West Yorkshire. There were no questions on the night, John offered to respond to any additional questions if they arose later.
6. The County Commissioner’s nomination for County Chair.
Mark Stageman, County Commissioner nominated Linda Malloy as the County Chair for 2014/2015.

8. Elected members of Council to the County Executive Committee.
Linda Malloy thanked all members of Council for their Nominations for the Elected Members to the
County Exec. As there were only four nominations there was no requirement for a ballot this year.

9. The County Commissioners nominations to the County Executive Committee.
The County Commissioner’s nominations are:
Carolyn Driver, Elaine Cough, Gareth Pierce and John Reynolds.
Mark confirmed that additionally the County Scout Network Commissioner, Matt Turner, is an ex officio
member; the Regional Commissioner for the North East of England, Vicki Pearson, has the right of attendance and the remainder of the Executive is made up of co-opted and invited members as required.
Mark thanked all members of the Executive Committee for the sterling work they have undertaken over
the past twelve months.
10. County Members to the Council of the Scout Association.
Linda confirmed that as part of our constitution we nominate both an Adult and Youth Member of Council
to serve as a member to TSA Council for three years. The current nominated representatives, Katie
Travas , Adult Rep, and Vicky Caine, Youth Rep, were nominated in 2013 and therefore there was no
requirement for re-election again this year.
11. The County Commissioner – Mark Stageman.
Mark introduced the 2013/2014 Summary of the Year video, Mark then went on and summed up the year
and was pleased to announce that over 9500 people are involved in scouting in the County which is the
highest number for the last 10 years.
Mark went on to Introduce Vicky Caine, County Representative to the National Scout Council and Assistant Beaver Leader in Spen Valley to talk about her recent visit to the World Scout Conference and
Youth Forum in Slovenia
Mark concluded by presenting various service awards to members present, including the Chief Scout
Commendation for Good Service, Awards of Merit and Long Service Awards.
12. Receiving and Dedication of the County Flag.
Linda Malloy explained the history of the County Flag and the requirement for a new one. Both the old
and new County Flags were paraded into the hall and received by Dr Ingrid Roscoe. Sam Corley, County
Chaplain blessed the new County Flag and the old County Flag was decommissioned and passed to
Keith Moss for the County archives.
The new County Flag was presented to Liz Cubberley, West Yorkshires World Scout Jamboree Unit
Leader for 2015 along with two of the Unit participants.
13. The meeting closed and everyone retired for refreshments in the bar.
