Request for Proposals ~ Paving

The Town of Winhall is seeking proposals for the paving of sections of Winhall Hollow Road and Upper Taylor Hill Road
within the Town of Winhall.
This Request for Proposals addresses the following for the 2017 paving year:
Winhall Hollow Road:
Reclaim approximately six-tenths (.6) of a mile of road
Regrade and roll upon approval by Road Foreman
Dust control as needed
Paving will be 2.5 inches compacted of type 2 (3/4”) base mix with staggered joint
The top will be 1.5 inches compacted of type 3 (1/2”) top mix with staggered joint
Placement of tack on surface
The road will be 23 feet wide
All driveways will have 8-foot aprons
Spring Hill apron will be 23 feet wide and 60 feet long
South Road apron will be 23 feet wide and 200 feet long
At start of project and end of project, include a step joint for the top of 10 feet in length (cold planing)
Town will supply gravel from stockpile at Town Garage
Contractor will provide trucking and shoulder machine; shoulders to be compacted
Shoulders will be completed not more than 2 weeks after paving is completed
Traffic control will be provided by the contractor
Virgin mix must be used; no reclaimed or recycled asphalt
Upper Taylor Hill Road:
Reclaim approximately nine-tenths (.9) of a mile of road, starting 40 feet from Stratton Access Road
Top will start at Stratton Access Road from cold plane edge.
The road will be 24 feet wide
Regrade and roll upon approval by Road Foreman
Dust control as needed
Paving will be 2.5 inches compacted of type 2 (3/4”) base mix with staggered joint
The top will be 1.5 inches compacted of type 3 (1/2”) top mix with staggered joint
Placement of tack on surface
All driveways will have 8-foot aprons; there is one blacktop driveway to be blended
Sugar Bush apron will be 23 feet wide and 50 feet long
Piper Ridge apron will be 20 feet long, cold plane to old
Mountain Haunts apron will be 10 feet
Benson Fuller apron will be 25 feet, cold plane to old
Hollow View Road apron will be 23 feet wide and 20 feet long
At start of project and end of project, include a step joint for the top of 10 feet in length (cold planing)

Potential bidders must meet with the Road Foreman prior to submitting a proposal; e-mail [email protected] .
Responses to this Request for Proposals should consist of:
1) A letter expressing interest in working with the Town of Winhall on this project.
2) A description of the approach to be taken to carry out the proposal (specific to above-mentioned list).
3) Documentation of relevant experience, qualifications, and licenses.
4) Proposed fee structure, including total project cost.
5) Traffic Control Plan(s) and Signage Plan(s) for each road.
Period of Performance
Work shall commence upon the date that said contracts are fully executed; estimated start date to be August 1, 2017 and
work shall be completed no later than October 15, 2017.
Submissions
Proposals from interested parties must be received by the Winhall Town Administrator no later than 1:00PM on Friday,
June 2, 2017. Submissions must be emailed to: [email protected]. Proposals will be evaluated based upon
the contractor’s experience, background, and ability to perform the requested services at an affordable price. Cost will
not be the sole determining factor in the award of this contract. The Town of Winhall reserves the right to reject any
proposal that does not meet the criteria specified in this RFP, is received after the deadline, or is not complete. The
Town of Winhall also reserves the right to seek clarification from any contractor that submits a proposal.
