Procedures & Guidelines
Session Scanners
In order to better serve your continuing education needs, scanning devices will be used to
track attendance for sessions. Please review the guidelines below.

Your name badge has a unique barcode that will help us track your attendance and award
continuing education credit. Be sure to bring your name badge with you to all sessions.

Scan in to each session when entering a room, and scan out of each session when exiting the
room, even during breaks. A monitor with a scanning device will be located outside of the
entrance of each room.

you must attend at least 90% of the session in order to receive full credit for the session. If
you leave the room during the session, limit your break to 6 minutes or less in order to
receive full credit.

If you attend less than 90% of a session, you will receive credit for the total number of
minutes attended. The total minutes will count towards the overall number of credits you
receive.

In the case of repeat sessions, you will only receive credit for attending one of the sessions.


convention, please visit the registration table in the lobby.

Holly Palmer Beeson, SC Department of Labor Licensing & Regulation
Holly Palmer Beeson holds a Bachelor's Degree in Music from the University of
South Carolina with Honors from the South Carolina Honors College, and a law
degree from the University of South Carolina School of Law. Following a judicial
clerkship with the Honorable C. Tolbert Goolsby, Jr., of the South Carolina Court of
Appeals, she practiced law at Baker, Ravenel & Bender, L.L.P. for ten years. Her
areas of practice included civil defense litigation, media and Freedom of Information law, and family law. Upon
leaving private practice in 2010, Holly served as an Assistant City Attorney with the City of Columbia, devoting
her practice there to civil defense litigation and Freedom of Information law. In 2012, Holly joined the South
Carolina Department of Labor, Licensing and Regulation and serves as Counsel to the Office of
Communications and Government Affairs.

Joseph D. Thompson, III uses his extensive trial experience and problem solving skills to
provide clients in the long term care setting with the guidance and analysis necessary to
navigate litigation which is often complicated by statutory and regulatory hazards and
voluminous document production. While few long-term care cases see a court room,
attorneys suing Trey's clients know that if the case is not resolved, there is a more than
capable trial lawyer on the other side who will offer a formidable defense before a jury.
Employing a team approach, Trey works closely with his long-term care team to develop
and present the most favorable defense in cases involving allegations of falls, ulcers, abuse and neglect, and
failure to thrive in both assisted living and skilled nursing facilities.
Ashley Heslop has represented long-term care providers, including skilled nursing,
assisted living, and home health agencies in all types of cases for her entire career. Her
years of experience in this specific area of law gives her in depth knowledge of the
Plaintiff's attorneys who handle these cases and allows her to tailor each defense
accordingly to provide the most effective and positive result to her clients when in
litigation. She has built trusting relationships with her clients and their staff members over
the years which is crucial to obtain an in-depth understanding of the issues when
evaluating a claim or advising on risk management matters.
Spencer Craig’s practice is primarily devoted to defending against claims of professional
malpractice, negligence and residents rights violations arising out of the operation and
management of assisted living communities, skilled nursing facilities and hospice entities.
Spencer has defended facilities in cases involving allegations of understaffing, inadequate
training/supervision, neglect and abuse, decubitus ulcers, transfer injuries, and falls. Her
thorough familiarity with the regulatory requirements applicable to assisted living
communities, nursing homes and hospice providers enables her to develop an effective

defense strategy for her clients.

This session will review the status of the recommendations developed by a
statewide taskforce on long-term care in South Carolina. Those
recommendations, released in 2015, were issued on a 5-year horizon and
address the full spectrum of long-term services and supports. Implementation
efforts are currently underway in many areas, engaging public and privatesector partners. The collective efforts to create policy, systems and
environmental changes are focused on ensuring that the long-term care
system in our state is well positioned to meet current and future demand.

The purpose of this workshop is to provide an overview of how to respond to an inspection. Details will be
shared on what to do from the time a state inspection ends until after the Plan of Correction is accepted, and
every step in between. Attendees can expect to learn how to analyze citations, when/how to begin correcting
deficiencies, how to effectively write a Plan of Correction, and how to develop an appropriate quality
improvement plan.
About the Speaker
Dr. Stefanie Corbett is the President and Chief Executive Officer of Corbett Healthcare Solutions, LLC. Prior to
founding Corbett Healthcare Solutions in 2014, Dr. Corbett served as the Deputy Director of Health Regulation
for the South Carolina Department of Health. As Deputy Director, she was responsible for overseeing
operations to ensure health regulatory compliance was maintained at all 6,000+ licensed facilities and
services across the state, and by 20,000+ licensees/registrants. In addition to working in the public sector,
she has served in various leadership roles in private post-acute care organizations and academic institutions.
She is best known for her success in rapid financial and regulatory compliance turnarounds, as well as
spearheading the development and execution of innovative business strategies. Under her leadership in
post-acute care administration, she rapidly transitioned a healthcare organization from a 1-star to a 5-star
overall quality rating, landing a ranking in the top 10% of all facilities in the nation by the Centers for Medicare
and Medicaid Services (CMS). Dr. Corbett is currently an Assistant Professor at Limestone College in the
Healthcare Administration program. She completed a Doctor of Health Administration degree from the
Medical University of South Carolina and conducts ongoing research on the correlation between quality and
operational/financial performance.

About the Speaker
Dr. Lee Pearson has worked in public health in South Carolina for the past 20 years focusing on an
array of public health issues. His interests span from chronic disease prevention to aging services.
He holds a doctorate in public health from the University of South Carolina’s Arnold School of Public
Health, where he serves as associate dean for operations and accreditation and co-director of the
Office for the Study of Aging. Dr. Pearson is the former director of operations for the SC Institute of
Medicine and Public Health—a neutral, nonpartisan organization focused on informing policy to
improve health and health care. On behalf of the Institute, he convened a statewide taskforce
seeking ways to improve the long-term care system in South Carolina. That taskforce completed its
work in 2015 releasing 30 recommendations for needed improvements across the spectrum of long
-term care.

Session Description
For the first time in history, the healthcare workforce includes three
different generations of employees. Each generation has unique
differences that every healthcare leader should know. This workshop
will identify each of the different generational groups and share strategies for recruiting, managing
and retaining healthcare staff in each. Turnover in healthcare is a looming dilemma. Healthcare
leaders are challenged with developing innovative strategies to recruit and retain staff, amongst
increasing competition within our markets. This workshop will review healthcare research and data
on turnover rates and reasons for turnover. Would you be surprised to learn that retention is not
always due to higher wages offered at a competitor’s facility? Well, this workshop may also surprise
you with research and data on what different generations say makes them stay at a company and
not hop around. In addition to strategies for recruitment, members can expect to learn the key
drivers for retention. This includes learning how to manage staff of all generational groups. What are
their needs? How do they learn? How do they prefer to communicate? What motivates them? What
makes them feel valuable and appreciated? This workshop will offer strategies for ways to change
the culture of facilities as a retention strategy. An action plan will be provided to members for them
to use as a starting point to address multi-generational differences amongst the staff at their
facilities. A portion of the discussion will also include the importance of knowing multigenerational
differences when developing marketing strategies for Baby Boomers.

Member Relations Committee and is a member of NAB’s Exam Writing Committee. Denise was recently
appointed as a board member for the Pioneer Network and chairs their Communication Committee.
Denise received her Bachelor of Science in Gerontology from the University of Scranton and her Master in
Health Administration from Cornell University where she was recently appointed as a lecturer and Executive
in Residence, the youngest in the history of Cornell’s Health Administration program. She is proud to share
that she started her work in senior living as a dietary aide and nursing assistant, and was inspired by her
grandmother for whom she was a caregiver.

major social networks, their differences, and the costs associated with marketing via social media. Members
will also learn the different uses for social media in healthcare, including organizational promotion and
education. Examples of social media being used effectively in our industry will be shared so that members
can explore its benefits and best practices firsthand. Although social media can be used to promote facilities,
they do not come without risks. This workshop will help explain the various risks associated with social media
in healthcare. Members will also learn how to establish and protect their company brands without
jeopardizing the organizations’ integrity or encountering legal issues with guidelines to mitigate risks. Lastly,

As an administrator, how can you keep your staff, and residents safe when someone is psychotic,
combative, angry, wandering out of the facility or focused on returning home? When is it necessary to
send the resident for an evaluation for professional help, medication adjustment, etc. What do hospitals
look for in their criteria for admissions? *All attendees of this presentation will be given a laminated cue
card for difficult behaviors.*
About the Speaker
Johnsie Douglas is a licensed professional counselor and Dementia Care Specialist that works on our
geriatric unit here at Three Rivers Behavioral Health. She has worked with geriatric patients and their
families since 1989. She previously worked with Palmetto Lowcountry Behavioral Health in Charleston, SC
and Trident Area Agency on Aging in Charleston, SC. Her mother was diagnosed with Dementia so she
has lived it on a personal level as well as professionally. Her passion is working with families and helping
them with the journey of the disease. She lives in Winnsboro with her husband, Jimmie and three dogs.
When not working, she can be found gardening and shagging.

Section 800: Admission/Retention
Managing Difficult Admissions & Discharges

Session Description
One of the most common sections for citations is Section 800: Admission/Retention of R.61-84, Standards
for Licensing Community Residential Care Facilities. This workshop will review the Department of Health &
Environmental Control/Bureau of Health Licensing regulations on admitting and retaining residents in
CRCF’s, with a special focus on avoiding and managing difficult admissions and discharges. Members can
expect to learn how to achieve and maintain regulatory compliance with regulations for making sure
residents are receiving the appropriate level of care in the appropriate long-term care setting. This
workshop will offer strategies on how to conduct thorough pre-screenings and how to proactively identify
red flags on new admission referrals. A discussion will also be held on how to avoid and manage
challenging admission scenarios. Likewise, members will learn regulatory requirements for discharges and
strategies for dealing with difficult discharges, including how to provide the appropriate notice and to utilize
local resources. Challenging scenarios will also be reviewed during this part of the discussion to include
documentation and ICP requirements in the interim while pursuing difficult discharge placement, dealing
with families who do not want residents to transfer, transferring residents who have a history of being
admitted to several local facilities, transferring residents to gero-psych hospitals, and reviewing appropriate
reasons to refuse resident re-admittance. In reviewing Section 800: Admission/Retention and strategies for
regulatory compliance, this workshop will also review the potential citations for non-compliance and the
ways in which multiple citations can result from one incident. Lastly, the workshop will review potential
consequences due to noncompliance, including fees and enforcement actions.

You have several conference calls, a contract signing and phone calls to return.
Your nurse bursts into your office to let you know that a certain care associate
called off again, and another one was a no call/no show. She also wants to
know, what happened last week with the care associate who was injured at
work? Frustrated, you sigh, send a quick email to let your district director know
you’ll be out of pocket. What happens next is so important, but feels like such a drag. Why can’t every day
go as planned, and all associates just DO what they were hired to do? And show up, at the least?
It can be really frustrating to get anything done in this day and age with what seems to be a dwindling
population of “hard workers.” In this session, we will talk about Progressive Discipline and how to make it
work for you. We will discuss coaching your associates to correction, teaching them what is expected, and
how to leverage your own expectations of your staff with the changing culture in our industry and the
workforce in general. We will talk through why it is important to partner with your corporate human
resource liaison, how to encourage positive employee morale, and how to fully utilize the progressive
disciplinary process to your best advantage.
About the Speaker
Clara Blitch is a Regional Director of Human Resources for Brookdale Senior Living in the Southeast
Division. Residing in Florida, Clara’s community coverage currently spans Georgia, South Carolina, West
Virginia, Virginia, and Maryland. She has worked in human resources for the past 16 years in the fields of
biotech, hospitality, skilled nursing and now independent, assisted and memory senior care. Clara is
passionate about developing people and enjoys consulting with her executive directors for the best
outcome for the community and the associate, seeing her role as a supportive servant leader. She holds a
bachelor’s degree in marketing and her SPHR (Senior Professional in Human Resource) and SHRM – SCP
(Society for Human Resource Management – Senior Certified Professional) certifications. Clara has been
married to Stephen for 16 years and has two children, Elizabeth, 12, and Wyatt, 6 months.

Safety issues represent the most important challenges for families and people living with dementia. This brief
overview of wandering and elopement in dementia will focus on finding a balance between maintaining
independence and preventing injuries or death.
About the Speaker
Don Bagwell is a Resource Coordinator with Trident Area Agency on Aging in Charleston. A dementia care
advocate and Alzheimer’s consultant, Don works with families in Berkeley, Charleston, and Dorchester
Counties with caregiver counseling and education, and provides respite care grants. Don is also facilitator
and advisor to the St. Stephen Alzheimer’s Self-Help Club. He is a Certified Information and Referral
Specialist - Aging/Disability.
Don is the author of a number of articles and publications on dementia and elder care issues, and is a
frequent speaker at local and national dementia seminars. His professional interests include rural aging,
agitation in dementia, driving issues, and cultural concerns in aging and dementia care. He is currently
compiling a handbook for Alzheimer’s care. Don’s greatest talent is diagnosing conditions on TV medical
shows. His hypochondria comes in handy, and he has a 96.7% accuracy rate.
A native of Greenwood, Don lives in Summerville with his wife, Laura.

About the Speaker
Thressa Hinton served on active duty in the United States Air Force for 21 years.
She spent seventeen years working in Hospital Logistics and the last 4 years as
the Hospital Compliance Superintendent assisting staff in the management of
processes using standards from the Joint Commission on Accreditation for Health
Care Organizations (JCAHO), DHEC and local state agencies. Thressa retired from the Air Force and
worked for DHEC - Bureau of Health Licensing as an inspector for 13 different disciplines. She conducted
inspections for activities such as Community Residential Care, Adult Day Care, Inpatient/Outpatient
Treatment Facilities, Inpatient/Outpatient Hospice, Home Health Facilities, Ambulatory Surgical Facilities,
Body Piercing, Tattoo Facilities and Freestanding Mobile Technology.
Thressa has a bachelor’s degree in Business Administration and a Master’s Degree in Health
Administration. She currently owns her own business as a third-party auditor serving organizations by
conducting chart/personnel record reviews quarterly. She lives in Sumter, SC with her husband. She has

About the Speakers
Richard F. Davis, a South Carolina native, is the President of Capitol Consultants, which he founded in 1984.
Since that time, the company has grown to become the largest governmental affairs
and association management firm in the state of South Carolina. Mr. Davis started his
political career as a legislative assistant to a United States Congressman in
Washington, DC. He also ran the political campaigns for the Congressman during his
tenure.
Mr. Davis is a member of the Advisory Board of Directors of First
Citizens Bank. He is a certified strategic planning facilitator. He is a former member of
the University of South Carolina Retail and Hospitality Board, the Town of Lexington
(South Carolina) Planning Commission, and former member of the Harvest Hope Food
Bank Board of Directors. He is a charter member of the Capital
City Club and is a member of the Palmetto Club.
Annie Wilson, a South Carolina native, serves as General Counsel and Legislative
Associate for Capitol Consultants, Inc. Mrs. Wilson earned a bachelor’s degree in
Political Science at the University of South Carolina and graduated cum laude. She
received her law degree at the University of South Carolina where she was Chief
Justice of the Moot Court Bar, and a member of the Order of the Barristers,
President’s Council, John Belton O’Neill Inn of Court, and Phi Delta Phi legal
fraternity. Mrs. Wilson previously interned with several Columbia law firms and served
as a law clerk for the South Carolina Senate Judiciary Committee.

This session focuses on comparing Personnel Record to DHEC Regulation 61-84 Requirements and how
assisted living policy affects your compliance with DHEC. Attendees will learn specific terms used to evaluate
compliance such as, pre-contact, pre-employment, date of hire and contact date. Other topics of discussion
include drug testing policy requirements, SLED criminal background checks and how they can lead you
astray, as well as errors on National Sex Offender reports.
Training terminology will be reviewed and pairing what is required by the state to what facilities are actually
doing. This session will also clear up the confusion for training on medication management for all staff, and
special medication management for designated staff members. Attendees will gain a thorough
understanding of DHEC requirements and regarding staff hiring and training and how to implement best
practices that comply with state codes.

Currently, approximately 91,000 South Carolinians are living with Alzheimer's disease or
Related Dementias (SC Alzheimer's Disease Registry, 2012). Of the 91,000 reported in the
Alzheimer's Disease Registry, 27% are living in long-term care communities across the
state; this number is expected to increase exponentially over the next 15 years. Investing
in dementia capable education programs for direct support staff will better prepare longterm care communities for this influx. A better prepared workforce precedes better health
outcomes for persons living with dementia. The benefits of investing in quality dementia
capable education programs include, but are not limited to, increased job satisfaction,
reduced rates of turnover, and quality service provision. Is this worth your investment?

Dr. Macie P. Smith is a Licensed Social Worker Case Manager and a Social Worker in Gerontology with over 15
years of experience working with aging and vulnerable populations. Dr. Smith holds a Doctor of Education
degree in Higher Education Leadership with a specialization in Adult Education. She is the Program
Development and Training Manager in the Office for the Study of Aging at the University of South Carolina. Dr.
Smith conducts research and performs program evaluations. She also develops education and training

Senior Living Communities - A Team Effort

With high rates of falls and hospitalization, and keeping in mind that 40% of older adults
who are hospitalized never return to their prior level of function, the impact on census
and turnover cost to a senior living community is a growing concern. It has been proven
that high intensity rehabilitation following an acute care hospital stay prevents
re-hospitalization and promotes aging in place. An ever growing focus within our
healthcare system has been on keeping older adults out of high cost environments such
as hospitals, transitioning care to long term care or a home based/assisted living
environment, making it vital to implement an evidence based fall reduction program in
these settings. This presentation will explain the necessary components for an effective
and evidence based fall reduction program within these settings, centered around two
main factors, assessment and intervention.
About the Speaker
Dr. Jeff Falini is a Board Certified Specialist in Geriatric Physical Therapy and Senior Regional Director of
Operations with Fox Rehabilitation in South Carolina and Virginia. Dr. Falini provides direct operational
oversight of a geriatric house-call model housing PT, OT, SLP operations, as well as supports and guides the
regional operations leadership team and sales team of 12 individuals in 2 states. Dr. Falini also works with local,
regional, and executive management teams within independent living and assisted living communities to
increase resident engagement and overall clinical outcomes.

be even more predominate than in restaurants or hotels but to the residents they want to have that feeling
of connect and at home more than ever before. Bridging the gap from the Chef to the resident is very
important by meeting each table, listening to each one, and trying to help if possible. Bringing the kitchen
out to the dining room and cooking for residents is a great way to interact and bridge that gap.

activity you can have with residents, it’s interactive and they get to

your residents will serve you very well to understand their wants and
needs and to create a personal connection to help that resident feel

Argentum-SC is the premier assisted living association & exclusive
Statehouse Advocate
Advocacy
Argentum-SC is the only association in the state with a full-time lobby team consisting of
four persons. Our lobbyists are at the state house daily, not just occasionally. We read
carefully every bill introduced to determine if it has an impact on the assisted living
industry. We then monitor all pertinent bills and advocate for the passage or defeat of
legislation. We furnish association members with weekly legislative reports to keep
members updated.
We are considered the voice of the industry and legislators regularly contact us as a resource for information and
concerns. On a number of bills we testified for or against, we were the only voice at the state house and the other
association was not represented nor did they testify. A most recent example was the camera bill which we defeated.
We are indeed the lone voice for the industry at the state house.
Members can call our office any time they have a regulatory question or concern. We can help answer their
questions and will work with the Department of Health & Environmental Control, the Department of Labor, Licensing
& Regulation, the Department of Health & Human Services, the Ombudsman office, the Office on Aging, the Fire
Marshall and others. For years, we have maintained close relationships with all these agencies.
Without Argentum-SC, the assisted living industry and communities in the state would not have a voice or means to
affect change in South Carolina.
National Support
Argentum-SC chapters are recognized nationwide in the long-term care industry. As the national association
continues to grow, add more benefits, develop new resources and tools, these benefits will be shared with state
members.
Major standards that have recently been developed by Argentum and will soon be nationally recognized by
consumers:
1.
Phase 1 Standards for Senior Living. The first of this 3 phase plan was implemented in 2016. Each phase will
increase the professional and ethical standards required to earn the attestation certificate. The idea behind
the standards certificate is that communities will be able to display these certificates in their facilities, in
marketing materials, on their websites, and over time consumers will recognize this as a symbol of high
quality care. It’s the same concept as a restaurant displaying an “A” rating to show consumers that they have
one of the best facilities.

The Senior Living Certification Commission (SLCC) now offers an Assisted Living Executive Director
Certification. Like any certification, this will soon be a nationally recognized credential that distinguishes
professionals who achieve certification.
Education
Argentum-SC hosts an annual convention that offers at least 18 hours of continuing education credit, which is
required for Administrator license renewal. We bring in the best speakers who provide relevant and engaging
subject matter for attendees. We will offer additional educational workshops throughout the year to help members
improve management practices and resident care.
