Introduction
CSU Dominguez Hills is the only California State University to be awarded a Department of
Labor Occupational Safety & Health Training Institute Education Center (OSHA OTIEC). We are
proud to support OSHA’s mission of educating employers and workers on how to avoid
workplace injuries and maintain a safe work environment.
The College has a history of meeting community and industry needs through specialized
training and partnership arrangements. Industry representatives and employers are invited to
contact me for further information about occupational safety and health training, courses and
certificates of completion offered through the CSUDH OSHA Education Center.
What is an OTIEC?
The OSHA Training Institute (OTI) Education Centers are a national network of non-profit
organizations authorized by OSHA to deliver occupational safety and health training to public
and private sector workers, supervisors, and employers on behalf of OSHA.
Courses offered include OSHA standards and Outreach Training Program trainer and update
courses. Additional OTI Education Center course offerings include topics such as
recordkeeping, electrical standards and fall protection. There is currently at least one OTI
Education Center in each OSHA Region.
Purpose of the OSHA Outreach Training Program
The OSHA Outreach Training Program provides training for workers and employers on the
recognition, avoidance, abatement, and prevention of safety and health hazards in workplaces.
The program also provides information regarding workers' rights, employer responsibilities, and
how to file a complaint. This is a voluntary program and does not meet training requirements for
any OSHA standards. However, some states and local jurisdictions have enacted laws
mandating Outreach training. Some employers, unions, and various other jurisdictions also
require workers to have this training to work on job sites and to fulfill their own safety training
goals.
Safety in the Entertainment Industry
The entertainment industry is regulated by both General Industry and Construction Industry
standards. During construction and load-in, we are working under the auspices of the
Construction Industry. During production and the events, we are under the guidelines of General
Industry. Cal State Dominguez Hills has the ability to customize The OSHA Outreach Program
to meet the needs of the Entertainment Industry. Fortunately, the OSHA Outreach Training
Program allows classes to be tailored to fit a specific industry as we have done with our OSHA
10 Hour classes.
The OSHA 10 and OSHA 30 Classes
Through the OSHA Outreach Training Program, workers can attend
10-hour or 30-hour classes delivered by OSHA-authorized trainers.
The 10-hour class is intended for entry level workers, while the 30-hour
class is more appropriate for supervisors or workers with some safety
responsibility. Through this training, OSHA helps to ensure that
workers are more knowledgeable about workplace hazards and their
rights, and contribute to our nation's productivity.
Becoming an Authorized General Industry Trainer
To become an authorized trainer, a person must meet the following two prerequisites, which
consist of a training and experience component:
1. Five years of general industry safety experience. A college degree in occupational safety
and health, a Certified Safety Professional (CSP), or Certified Industrial Hygienist (CIH)
designation, in the applicable training area may be substituted for a total of two years of
experience);
And
2. Completion of OSHA course #511 Occupational Safety and Health Standards for
General Industry. Please note that the 30-hour General Industry outreach class is not
considered equivalent to course #511. The 30-hour General Industry outreach class is a
hazards-based class, which is delivered by OSHA authorized trainers. The OSHA #511
course covers OSHA standards and is only offered through the OSHA Training Institute
(OTI) or its OTI Education Centers.
Experience cannot be; substituted for the training prerequisite component. OSHA does not
issue waivers for these prerequisites. After satisfying the prerequisites, a person must complete
course #501 Trainer Course in Occupational Safety and Health Standards for General Industry.
This course includes knowledge and performance based tests. Trainers must pass both of these
tests to become an authorized trainer. Instructors must have a teaching background with a
dynamic instruction style. It is essential to engage the members in conversation and bring them
into the class. Interactive learning activities are strongly encouraged.
