REGULAR BOARD MEETING
MINUTES
February 9, 2016
A meeting of the Tulare City School District Board of Trustees was called to order at
5:00 p.m. in the District Office Board Room, 600 North Cherry, Tulare, California, by
President Phil Plascencia. The meeting was immediately adjourned to a closed
session for the purpose of staff reviews. The meeting recessed for a dinner break
from 5:30 p.m. to 6:00 p.m. and reconvened to open session at 6:00 p.m. The flag
salute was recited. Mr. Plascencia welcomed everyone to the meeting.

Board Members present: Phil Plascencia, President; Teresa Garcia, Vice President;
Irene Henderson, Clerk; Melissa Janes, Member; Daniel Enriquez, Member.

Dr. Clare Gist, Superintendent; Philip Pierschbacher, Assistant Superintendent,
Personnel; Joyce Nunes, Assistant Superintendent, Business and Psychological
Services; Paula Adair, Assistant Superintendent, Student Services; Brian Hollingshead,
Director of Curriculum; Sue Howarth, Recording Secretary.
A motion was made by Mrs. Janes, seconded by
Ms. Garcia, to approve the agenda as presented.

Upon a motion made by Mrs. Henderson, seconded by Mr. Enriquez,
the Board approved the consent calendar as listed above.

Mrs. Nunes gave a comprehensive powerpoint presentation on the Governor’s
proposed budget including the following topics:
 Overall Budget Proposal
 State Revenues (including General Fund Revenues)
 Extension of Proposition 30
 California Children’s Education & Health Care Protection Act of 2016
 Proposed Facilities Bond Initiative, November 2016

Mrs. Nunes also reviewed some of the possible effects on education due to the
proposed budget. Mr. Plascencia thanked Mrs. Nunes for her informative report.
Mrs. Nunes asked the Board to approve Change Order #5 in the amount of
$2,590.00 for the installation of cabinets and countertops at various sites project bid
to Countertops by Chet (specifically Maple School).

Apple Valley Unified School District, et al. San Francisco Superior Court Case No.
CPF-15-514477)
