Summary
The purpose of this position is to manage technology and communications within the Sheriff’s Office. This
is accomplished by managing servers, databases network security and technology infrastructure. Under
limited supervision, performs complex computer maintenance tasks to support the Sheriff’s Office’s
computer systems, including an Ethernet network, UNIX-based mainframe, and internet access.
Responsibilities
 Manages data by backing up law enforcement databases; creating user accounts; maintaining
network security; creating reports, maps and crime analysis data; serving as a resource for other
County departments; administering vendor contracts; reviewing strategic planning objectives and
benchmarking; and reviewing performance measures
 Assures the services delivered by the Sheriff’s Office meet quality and timeliness standards
 Prepares statistical reports; verifies reports are accurate and legible
 Oversees the departmental technology budget
 Maintains safety and security of section
 Represents the department by serving as a law enforcement officer; assisting with high technology
crime; assisting detectives with computer crime and any other duties as assigned
 Safely operate a police vehicle in all types of traffic, weather, and lighting conditions
 Operates departmental vehicles in a careful and prudent manner within the guidelines of State Law
and Departmental Policy
 Effectively manages time and prioritizes efforts
 Monitors the network for performance problems
 Performs hardware repairs and replaces components
 Installs computer systems and equipment, including hardware, software, and wiring
 Diagnoses and remedies software and hardware problems
 Provides technical support and trains Sheriff Office employees in the use of all Sheriff Office software
applications, including relational databases, work-processing, spreadsheets, and internet access
 Performs extensive systems analysis to determine efficient information processing methods and
customize software for user departments
 Creates data bases and customized forms for user departments
 Track and inventory vendor supplied service parts for equipment under repair; order parts as
necessary; follow IT established policies regarding the safekeeping and security of equipment
under repair, departmental equipment and parts
 Triages trouble calls/emails and coordinates with other IT personnel as required to ensure
prompt resolution of problems
 Must keep 120 hours of continuing education each year

Install and support Odyssey software and hardware for Sheriff’s Office
Test software to support new upgrade conversion process. Assist in the maintenance,
design, implementation and testing of imaging and image segmentation software
Support software installed on PC's, make sure the license agreements are up to date,
remove software that is not properly licensed or has outdated licenses. Will analyze and
recommend upgrades to software
Performs other duties as assigned.

 Knowledge of computer hardware and software used in county operations
 Knowledge of technical journals, software manuals, hardware manuals, architectural
drawings and blueprints, and wiring diagrams used in the installation and maintenance of
computer systems
 Knowledge of the tools and equipment used in computer installation, repair and maintenance,
such as volt meters, crimpers, wire cutters, power drills, and diagnostic tools
 Knowledge of computer programming and system analysis methods and techniques

Education and/or Experience
 Two year's technical training in the area of computer science, and three years’ experience in
computer science applications including hardware, software, and networking, or any
equivalent combination of experience and training
Qualifications, Certificates, Licenses, Registrations
 Class C TX Driver’s License
 Experience in Law Enforcement / Law Enforcement IT (Preferred)
 Current peace officer license (Preferred)
 TCIC/NCIC Training/Certification; NIMS; DIMS; JIMS (Preferred)
 Ability to maintain continuing education requirements as outlined by TCOLE
Supervision
 The LE Computer Specialist is required to satisfactorily perform the above duties and will be
evaluated from an overall standpoint in terms of feasibility, compatibility and effectiveness

Emotional Demands
This position must handle an elevated stress level of dealing with argumentative or emotional coworkers,
and members of the general public and Hays County departments. The LE Computer Specialist meets
with individuals in an office setting at the Hays County Sheriff’s Office.

Work Environment The work environment characteristics described here are representative of those an

While performing the duties of this job, the employee usually works in a normal office setting. The
employee occasionally works in confined areas such as in ceilings and below floors, and sometimes
works from heights. The employee is sometimes exposed to the risk of electrical shock. The employee
must travel to various user departments and job sites, and is occasionally exposed to health or physical
hazards at those sites, such as violent or contagious individuals. The employee may be required to work
on an “on-call” basis.
