Section 4 Colleagues:
I recently returned from the annual February meeting of the
National Interscholastic Athletic Administrators Association in
Indianapolis, and like you, I am preparing for what should prove to be an
exciting postseason for our winter teams.
President Barton has selected the theme of “Lift and Assist” as the
Board’s and association’s theme for the upcoming year.
In addressing
the Board, Rich used the responsibilities of the basketball point guard as a
metaphor for our role as athletic administrators in our schools. “The
point guard lifts the group,” he observed, “and makes a conscious effort
to make it better.” He challenged each member of the NIAAA Board of
Directors to emulate the position of point guard in their sections, state
associations, and schools and to strive to lift and support others through
service leadership.
When it comes to the athletic programs in our schools, each one of
us is the point guard upon whom our team’s success depends.
A
successful athletic administrator makes good decisions that place the
interests of student-athletes, coaches, the school, and community ahead
of his or her own.
The athletic director’s ability to manage pressure
situations dictates his or her response to the myriad of challenges that he
or she may face on a daily basis.
Most importantly, we perform at our
best when we assist in bringing out the best in others and provide them
with the tools to be successful.
Special thanks to all of you who serve on Committees and
represent Section 4 so very well. We are also blessed to have Michigan’s
own Deb Van Kuiken serving on the Board as the At-Large Representative
for Sections 4 & 5. Deb has quickly gained a reputation for her
thoughtful insights and her ability to clearly articulate the issues. We also
look forward to December, when Illinois’ Matt Hensley, CMAA, will take
over for me as the Section 4 Board Representative. Section 4 continues
to serve the NIAAA in an exemplary fashion.
As always, the major purpose of this newsletter is to provide you
with an update on some of the current happenings within our national
association and our section.

PresidentBarton’sMessage
NIAAAPresidentRichardBartonwelcomedalloftheboardmembersinattendance
andsharedhisvisionthatallareassembledfor“aninspiredpurpose”.PresidentBarton
selectedthethemeof“LiftandAssist”fortheNIAAAfor2017.
BudgetandFinancialReports
NIAAAExecutiveDirectorMikeBlackburnsharedhisannualFebruaryreportonthe
currentfinancialstatusoftheorganization.Mikeobservedthatthefinancialreportfor
December’sNationalConferenceforDirectorsofAthleticslooksveryfavorable.The
NationalConferencewasoneofthehighestattendedprofessionaldevelopmenteventsin
thehistoryoftheorganization.DespitethefactthattheGaylordOprylandHotelisan
expensivesitetorunaneventothisscale,theNIAAAwasabletoremainapproximately
$14,000underprojectedexpenses.LeadershipTrainingattheNationalConferencenetted
$103,212.97ofincomewith1605studentscompletingclasses;profitsweresplitbetween
theNIAAAandtheNationalFederationofStateHighSchoolAssociations(NFHS).NIAAA
LogoShoppesalesattheNationalConferencetotaled$10,452.00;theoriginalloancreated
tofundthisprogramhasbeenpaidinfull.TheNIAAAstillhasapproximately$7000of
retailinventoryinstock.
NIAAAAssistantExecutiveDirectorPhilRisonreportedthattheassociation’s
endowmentfundcurrentlystandsatover$1.2million.Lastyeartheseaccountsyieldeda
12.5%return($138,000)ontheinvestment.TheNIAAAalsohastworeserveaccounts
(Onecurrentlyat$533,000andtheotherat$1.75million).Bothaccountsyieldeda
dividendof12.5%orhigher.
MikeBlackburnprovidedanupdateonbudgetsurplusexpenditures.TheLearning
ManagementSystem(LMS)thatisbeingasaplatformformanyprofessionaldevelopment
initiatives(CAA,courses)hasbeenpaidforinfull.One-thirdofthe$60,000budgetedfor
developingthe2017publicserviceannouncementshasbeenpaidwithotherPSA’s
currentlyindevelopment.CostsforproducingthesePSA’shavegonedown,thusensuring
thattheNIAAAstaywithinbudget.Mikeobservedthatwithonly11%ofthe10,000+
radiostationsinthenationreporting,theNIAAAhasreceivedover$40millionoffree
airtimewiththesepromotionaladvertisementsaboutthevalueofeducation-based
athletics.
Themesforupcomingpublicserviceannouncementsin2017include:

Inaddition,anauditor’sreportwasdistributedtotheNIAAABoardofDirectors.

NIAAAOfficeReport
TheNIAAAFourthStrategicPlancallsthedevelopmentofanevaluationinstrument
forpeopleworkingintheNIAAAoffice.MikeBlackburnhasaskedforagraceperiodasthe
jobdescriptionsoffourofthesixpeoplehavechangedinthepastyear.MikeBlackburn
hasfoundacollegeinternwhoisinterestedinwritingsomearticlesforIAAMagazine.The
NIAAAofficestaffalsoshareditsgoalsfor2017.
Reviewof2016NationalConferenceforDirectorsofAthletics
TheNationalConferenceforDirectorsofAthleticswasahugesuccesswithrecord
attendanceandsignificantparticipationintheLeadershipTrainingInstitute.The
conferenceappwassuccessfullyimplementedas90%ofpeopleattendingtheevent
downloadeditandover900peopleparticipatedinAt-Largecandidatevotingbyusingit.
Unfortunately,therewereattendeeswhomisusedthegamecomponentoftheappandtook
surveysinactivitiesthattheydidnotattend,thusreceivingpoints.Thoseissuesarebeing
addressedforfutureconferences.
OtherareasofdiscussionabouttheNationalConference:
1. TheNIAAAwillreinstateakiosktohelpwiththevotingprocessattheNational
Conference.
2. BoardofDirectorsendorsestheofficeexploringdevelopmentofapacketfornew
athleticadministratorstoencouragemembershipintheassociation.
3. Staffisonboardwithexploringaspecialworkshopforretiredmembers.
4. StaffisexaminingthecostofaretiredpinforretireesattendingtheNational
Conference.
5. Severalideaspresentedabouthowwecouldreducecostsofretiredmealtickets(ex.
donationbypeoplewhoarenotattendingtheevent)
6. Needtohavenametagsscannedatthebanquettoincreasesecurity
7. Conferencebanquetattendanceseemstobedwindling.Boardneedstoexplorehow
toencouragepeopletoparticipateinthisevent.
8. BoardapprovedhavingamodestfeefortheSportsTurfSeminartobereturnedto
attendeesintheformofaboxlunch
CertificationReport–SheriSticeandEdLockwood
CertificationpersonnelSheriSticeofTexasandEdLockwoodofSouthDakotawere
inattendanceinIndianapolisduringthewinterboardmeetingsandsharedareportwith
thegroup.Theirreportincludedthefollowinghighlights:
1. TheNIAAAsuccessfullyimplementedtheon-lineCAAexamatthe2016National
Conferencesuccessfulwith52candidatesparticipating
2. AhardcopyCAAexamwillstillbeofferedtoallstatesintheeventofanemergency
untilJanuary2018,butwillnotbeanoptionifelectronicdeliveryisavailable
3. ProctorUhasitsfirstcandidateintheformofapersonfromGermany
4. InitialpilotoforalCMAAprojectviaSkypeisbeingcompleted
1. TheCertificationCommitteecontinuestohaveconversationsaboutthefeasibilityof
aContinuingEducationPlanforcurrentlycertifiedpeople.Committeewantstolook
atrecertificationandhaveapositionstatementonthesame.“Recertification”isa
challengingtermtouseasithasimplicationsfortheNIAAAAcademyand
transcription.TheCertificationCommitteerecommendstheformationofanadhoc
committeetoexploreissueofprofessionalgrowthandcontinuingeducation.The
NIAAABoardofDirectorswilldelayactiononthisitemuntilOctoberconference
callandDecembermeeting
5. ACAAexamstudysessionwascreatedasavoice-overPowerPointandcanbe
foundwithintheNIAAAportal.
6. CertifiedTestAdministratortrainingcanbeobtainedviathewebsiteandportal.

CommitteeAppointments
TheNIAAABoardofDirectorsreviewedcommitteeandcommitteechair/vice-chair
appointments.AllappointmentshavebeenvettedbyJoshScott,theSecretaryforthe
NIAAABoardofDirectors.AllrecommendationswereapprovedbytheBoardofDirectors.
GiventhatResolutionsandMembershipCommitteeshavenothadanadequateopportunity
togetfullyorganized,Joshasksthatwepushofftheleadershiporganizationforoneyear.
TheBoardofDirectorsalsodiscussedthehistoryandcurrentstatusoftheNational
EmergencyNetwork.Itwasagreedthattheoriginalpurposeofthecommittee(offering
connectionsinemergencysituationsfortravelers)wasstillvalid,butthatitmightbea
goodideatorepurposethiscommitteeaswell(ex.communityservice).JoniPabstand
FredBalsamoareleadersofthisorganizationandwillexplorehowtobuilduponthework
establishedmanyyearsago.
Boardmemberswereencouragedtofindpeoplewhoareinterestedinapplyingfor
committees.Thisshouldbediscussedatspringsectionmeetingsandthroughsection
newslettersande-mailblasts.ApplicationsforserviceonNIAAAcommitteescanbe
obtainedviatheNIAAAwebsite(www.niaaa.org).ThereisaneedforaHallofFameraters
(Sections5)andaConferenceAdvisoryCommitteemember.
OutreachProposals
PhilRisonreportedthatDerekMoran,anathleticadministratorataninternational
schoolinPuertoRico,isinterestedinapotentialInternationalOutreachthatwouldbepaid
foroutoftheNIAAAEndowment.Derek’sconference,whichwillserve28people,is
interestedinofferingLTC501,502,504,and506aswellasaCAAexam.DougKillgoreand
BruceWhiteheadhavebeenapproachedasbeinginstructorsforthesecourses.TheNIAAA
BoardofDirectorswillactonthisitemduringitsAprilconferencecall;moreworkneedsto
bedonepriortovotinguponthisactivity–NIAAAisproposingthatthePuertoRicoAD’s
payforthecourseswhiletheNIAAAwouldtakecareoftheinstructor’sexpenses.
TheBoardofDirectorsalsoapprovedoutreachprojectsforIowaandHawaiianda
$1,000grantforaprofessionaldevelopmentprograminTexas.
NIAAA40thAnniversaryReport
TheNIAAAcontinuestoexploremeansbywhichthe40thanniversaryofthe
organizationcanbecelebratedatnextyear’sNationalConferenceinPhoenix,Arizona.
NellieCrockeroftheNIAAAstaffhasa40thanniversarylogothatwasapprovedbythe
board.Theofficeisdevelopingavideoandhascomeupwithanumberofotheridea
relatedtomembership-examples:

MikeBlackburndiscussedthestaffgoalswiththegroup.Thesubcommitteetooka
preliminarylookatstaffsalaryandbenefits.CommitteeexploredWalterSargent’s
commissionsrelatedtothecontractsthathenegotiated.
ContractsforMikeBlackburnandPhilRisonwereexamined–languageforrenewalor
intenttoreturn.Mostofthetechnologyimprovementspaidforoutofsurplusmoneyhave
beenpurchased.
Finance–ScottNordi(Washington),Chair
ScottNordisharedasummaryofallNIAAAbankingandinvestmentaccounts.Mike
Mannionofourinvestmentfirmwaspresentatthemeetingandsharedhisfindings.
Endowmentanddividendportfoliosareperformingwell.MikeMannionfeelsthatthe
economyisgainingsometraction,althoughheisconcernedaboutthepharmaceuticals
industrygiventhefutureoftheAffordableCareAct.Last13-15monthshaveralliedup,so
wemaybeseeingsomedeclineforthenext6-8months.Mikealsofeelsthatinterestrates
mayclimbbackup.Mikehassteeredusawayfrombondsduetothecostsofpurchasing
them.Inflationisatabout2%andsteady,andconsumerconfidenceisgrowingasshown
bynewcarpurchases.Nevertheless,thereisroomforgrowthintheU.S.economy.
Coreportfolioisup12.5%thisyear(usually8%peryear).Thesubcommittee
recommendsthatourReserveFundbearangeof50-60%ofannualoperatingbudgetwith
equalamountsgoingtoCoreandDividendaccounts–approvedbyNIAAABoardof
Directors.MikeMannionrecommendscontinuingtogrowEndowmentanduse5%spend
figureaccordingly.BoardofDirectorsencouragesustohavetransparencyinwhatwehave
forresourcesandwhatwearedoingwiththosefinances.
Scholarship–ToddOlson(NorthDakota),Chair
Thegrouprevisitedthepurposeofthemeetingsandlookedatpreviousminutes.
NellieCrockerhasupdatedlistofwinnersandpostedtheiressays.Theflowoftherubric
waschangedalittlebittomatchtheapplication(sequentially).

ThemembersoftheMarketingSubcommitteegrouprevieweditspurposeand
history,whichincludesthefollowingactivities:
1. PromotionoftheNIAAABrand,CodeofEthics,MissionStatement,Logo,Tagline,
andeducation-basedathleticsphilosophy.
2.RepresentsandcommunicateswithNIAAABoardofDirectorsregardingsimilar
matters.
3. ContributediscussionandideasaffectingmarketingofNIAAAprogramsincluding,but
notlimitedtosuchareasas:LeadershipTrainingInstitute,CertificationProgram,
MemberBenefits,Accreditation,EducationalInitiatives,etc.
4. Contributediscussionandideasaffectingmarketingindividualsandgroups
including,butnotlimitedtoappropriateuniversitypersonnel,non-members,
secondarylevelprincipals,schooldistrictsuperintendents,schoolboards,
coachesasprospectiveathleticadministrators,etc.
LannessRobinson,whoservedontheNIAAAStrategicPlan,identifiedtheseactivitiesasrelatedto
the“branding”oftheorganizationasleadersineducation-basedathletics.Hecitedthe
developmentofSherriceDubose’spositionasmarketingbeyondthehistoricrelationshipswith
financialsponsorsandpartners.
MarketingSubcommitteediscussedtheconferenceappandhowithasevolvedinthepast
twoyears.Thecommitteeagreesthatitisanimportanttoolthathaspositivelyimpactedthe
experiencesforpeopleattendingtheconference.ThecommitteeurgedtheNIAAAtocontinueto
refinethistechnologyandofferedthefollowingsuggestions:
a. Developanoptionforpeopletoidentifythenamesofpeoplefromvariousstate
associations,includingtheirown.
b. Includeasmuchdetailaspossiblewhenidentifyinglocationsofvariousconference
activities
c. Incorporateanoptionwhereausercanenterafullcalendarofactivities
d. Ifthegamefeatureisincorporatedintoafutureconference,establishmorecontrolsto
reducethechancesofmisuse
e. Allowattendeestohaveaccesstoinformationviatheappbeyondthedatesofthe
conferenceasabenefitofhavingattended–ex.loadallpresentationsontheappforone

TheMarketingSubcommitteefeelsthatthelayoutoftheexhibithallwasbetterinNashville

SherriceDubosereportedthatshehasalreadyreachedouttoourcorporatesponsorsandvendors
andbegunassigningspacesforthePhoenixconference.
TheMarketingSubcommitteediscussedhowworkshopsattheNationalConferencecan
serveasamarketingtoolforthebrandingoftheassociationandcommunicatingthemessageof
education-basedathletics.Amongtheideassharedwere:

diversemembersofCongressrecognizingthekidsandsolidifyingrelationships.Terri’s
