Dear Ellen & Lorielle,
It has come to my attention that there were two errors in the list of cities in the comment letter I
sent you yesterday. Four cities, Stephens, Bearden, Star City, and Waldo, were inadvertently
omitted from the list of cities joining in the comment; and three cities, Pangburn, Parkdale, and
Perryville, were inadvertently listed twice.
I have prepared a corrected comment letter which is attached. The corrected letter is identical to
the previous one except for correcting the list of cities joining in the comment.
I would like to withdraw the letter I sent you yesterday and replace it with the attached replacement
letter. The replacement letter is submitted as a comment on all four of the draft permits, i.e.,
Stephens, Bearden, Star City, and Waldo.

Dear Ellen & Lorielle,
Please see the attached comments. I am filing these comments in response to four separate draft
NPDES permits which present an identical issue. The four draft permits are those for the cities of
Stephens, Bearden, Star City, and Waldo. Based on conversations with Lorielle, it is my understanding that there is no need to make four
separate filings of this comment letter in order to have the letter made a part of the administrative
record for each of the four draft permits. If I am mistaken, please let me know in time to make
separate filings in connection with each permit.
