April 25, 2017
A meeting of the Tulare City School District Board of Trustees was called to order at
6:00 p.m. in the District Office Board Room, 600 North Cherry, Tulare, California, by
President Teresa Garcia. The flag salute was recited. Ms. Garcia welcomed
everyone to the meeting.

Angel Olvera-Granados, Tyler Steelman, Gabrielle Trapse, Corbett VanderFeer,
Christopher Wilson. Mr. Roque Serpa described some of the high level scientific
events that the students participated in. All team members medaled at the local level
and then went on to compete at the state level which was held at CSU, Stanislaus. Mr.
Hollingshead thanked the coaches and parents for their support. Ms. Garcia
commended the students for competently representing the Tulare City School District.

Mrs. Donna Carrillo, District Technology/ELA Curriculum Specialist gave a slideshow
School Libraries

presentation on the TCSD 21 Century Libraries including some of the following details: Presentation
 The 21st century school library is an active hub of learning, innovation & creation
 TCSD utilizes library planning tool based on California School Library Standards
 Literacy in the 21st century includes the ability to find & use information, goes
beyond this to encompass communication, collaboration and creation of new
information
 TCSD employs full-time library aides at all 15 school sites
 TCSD provides staff development and goal setting for all library aides
 90% of TCSD students regularly read books from school libraries; 55% of TCSD
students depend on the school library as their primary source of books
 14,113 new books were added to the TCSD library collection this year
Mrs. Carrillo reviewed the types of library programs that were being offered for our
students. She also reviewed the physical improvements that are being made to our
libraries which involves students and the school community in creating the library
space.
Ms. Samee Morrison, District English Language Arts Curriculum Specialist, presented a Standards Based Report
slideshow report on Standards Based Report Cards. She noted the differences

between the traditional grading system and the new standards based goal system.
Presentation
Ms. Morrison stated that the standards based report cards will assist parents in better
understanding their student’s achievement.
Mrs. Adair announced that the new SBRC's will be available for public viewing Monday,
May 1st through Friday May 5, 2017. She stated that hard copies of the Report Cards
will be available in the District Office from 8:00 a.m. to 4:00 p.m. at 600 North Cherry
Street; electronic Copies will be available on the TCSD website www.tcsdk8.org in the
Our Parents section, on the Student Academic Progress page, and information will also
be shared at the school site open houses.

Mrs. Adair reported that it is the intention of the District Administration to submit a Local
Control Accountability Plan for adoption/approval to the Tulare City School District
Board on June 27, 2017 at the noon Board meeting and to subsequently submit the
approved LCAP to the Tulare County Office of Education before July 1, 2017. She
noted that a Public Review Period and Public Hearing must be held before the LCAP
can be approved and submitted. The Public Review Period will be May 30 – June 2,
2017. The LCAP update will be available for review at the TCSD District Office, 600 N.
Cherry from 8:00 a.m. – 4:00 p.m. and an LCAP update will be available on the TCSD
webpage http://www.tcsdk8.org The public can submit written comments regarding
specific actions and proposed expenditures related to LCAP updates. The LCAP
updates will also be shared with the District Advisory Committee and the DELAC
Committee.

Mr. Pierschbacher presented the following new job descriptions for a first reading:

Mrs. Nunes asked the Board to adopt Resolution No. 2016/2017-20, authorizing a
contract for an emergency without requiring competitive bidding. She explained that
this request is due to the recent discovery that the HVAC system at the Roosevelt
Kindergarten complex, located at the Alice G. Mulcahy Middle School Campus, is
experiencing many operational deficiencies that are unable to be repaired in a timely
manner, if at all since many parts are difficult to replace. Public Contract Code § 20113
authorizes this Board, by unanimous vote, to enter into a contract for the performance
of labor and furnishing of materials or supplies without advertising for or inviting bids, in
