registrar (last resort) December 9th, 2014 1) What is a registrar? A registrar is an accredited reseller of domain names. Everyone who wants to have a .se domain on the Internet must first register that domain name with a registrar who then administers it on behalf of the registrant. .SE has contracts with approximately 140 different registrars. 2) Which registrar do I have? You have selected your own registrar for your domain name(s). If you had WinStart as a registrar for one or more domain names, you should have received an e‐mail and/or letter explaining that .SE’s contract with WinStart has been terminated. In other words, WinStart no longer has the right to register or administer .se domain names. The domain names concerned are instead being administered by .SE’s “last resort” function. They will remain there either until you select a new registrar or through 03‐31‐2015. If you are uncertain as to which registrar administers a particular .se domain name, you can use .SE’s special search function at https://www.iis.se/english/contact/. 3) Which domains are affected? If you have one or more domain names that are affected by the termination of the contract with WinStart you should have received an e‐mail and/or letter from .SE. Included in that letter is a list of the domain names concerned (alternative instructions for how to obtain such a list). 4) What does the e‐mail/letter I received mean? It notifies you that .SE’s contract with WinStart has been terminated and that WinStart is no longer authorized to register and administer .se domain names. The domain name(s) concerned is/are instead being administered temporarily by .SE’s last resort function. You are thus expected to select a new registrar in accordance with the instructions included in the e‐mail/letter. Please note that only the domain name itself is affected by the termination of the contract with WinStart. Related services such as web hosting and e‐mail connected to that domain are outside the scope of this contract. If you have questions regarding those services you must contact the provider of those services (your web hosting service). 1 5) How do I change registrars? The e‐mail/letter that you received describes exactly what to do. Also included are your domain information and an authorization code that you need in order to change from .SE’s last resort function to a new registrar. (Alternative instructions on how to obtain the information and code.) 6) Can you resend the e‐mail with the information? No, for practical reasons the e‐mail can only be sent once. You will also receive a letter by traditional mail containing all the information you need to switch from .SE’s last resort function to a new registrar. If you still require the information anew, you must visit this website http://lastresort.iis.se. There, you can request a one‐time password that can be used to log in. Once you have logged in, you can generate the necessary codes and submit that information to your new registrar, after which the registrar switch can be completed. If the e‐mail address in .SE’s register is incorrect, then you will first need to update it before having a one‐time password sent to you. A form for submitting an updated e‐mail address is available at http://lastresort.iis.se/nopw. Print it out, fill it in and mail it to .SE to have your e‐mail address updated in .SE’s register, after which you will be able to request a new one‐time password. 7) My one‐time password doesn’t work! The password is case sensitive, so make sure that you have entered the upper and lowercase letters correctly. Also, the password cannot be used more than once. If you have logged in with it and subsequently logged out, it has been used up and you will have to request a new one via the website http://lastresort.iis.se (see below). 8) I need a new one‐time password to log in and get my authorization code! Go to http://lastresort.iis.se and provide your contact ID. (If you have access to the e‐
mail that you received regarding the expiration of the contract between .SE and WinStart you will find the contact ID included. Otherwise, you can search for your domain name at http://www.iis.se/domaner/free and thus obtain your contact ID.) You can also enter a domain name that is linked to your contact ID. A one‐time password will subsequently be sent to the e‐mail address that is listed in .SE’s register. 9) Why isn’t the one‐time password arriving in my e‐mail? Most likely this is because the e‐mail address that is in .SE’s register is no longer current. In that case, you will need to update your e‐mail address before you can receive a password. An e‐mail update form is available at http://lastresort.iis.se/nopw to have your e‐mail address updated in .SE’s register. You can then request a new one‐time password. 2 To check whether the e‐mail address in .SE’s register is up to date, you can search under your contact ID at our website http://www.iis.se/domaner/free. However, due to Personal Data Act, we cannot display any information if the registrant is a private individual. 10) Why have you postponed the expiry date for certain domain names but not others? .SE has chosen to do so to ensure that the domain name service will not be interrupted before the registrant has had a chance to select a new registrar (no later than 03‐31‐
2015). When the contract between .SE and WinStart was terminated, the expiry date was postponed for domain names with expiry dates in the month that the contract ended by five additional months. For domain names that expired prior to the conclusion of the contract, the expiry date was not changed since the contract was still in effect at the time. However, potential deactivation and deregistration dates have been postponed for already expired domain names that had not yet been removed from the registry. This means that no domain names in the last resort function will be deactivated or deregistered during the last resort period so that everyone first has a chance to select a new registrar. 11) Will you be pushing back the expiry dates again? No, if the expiry date has been postponed due to termination of contract with WinStart then the new date will apply. 12) When should I change the registrar for my domain names(s)? The best thing to do would be to select a new registrar as soon as possible for the domain name(s) that are temporarily being administered in .SE’s last resort function. Effective as of the date of termination of .SE’s contract with WinStart you have three (3) months (meaning through 03‐31‐2015) to switch to a new registrar. If you do not select a new registrar within this period, the domain name(s) concerned will automatically be moved over to .SE’s own registrar, .SE Direkt. .SE Direkt has a higher annual fee than other registrars and does not offer any of its own related services such as web hosting or e‐mail. We recommend that you switch registrars before the three‐
month period expires. 13) Which registrar should I choose? This is up to you to decide. You can choose among all of .SE’s 140 registrars. A complete list can be found at http://www.iis.se/domaner/registrera/registrarlista. This list can be filtered according to different criteria to facilitate the identification of a suitable alternative. 14) Will my web hosting service continue to work once I select a new registrar? Although it may not always seem so, domain name registration is completely separate from related services such as web hosting and e‐mail connected to a domain. The manner in which these related services operate can differ depending on which registrar 3 you select. These services are frequently purchased in a package from a provider that is both a registrar and a web hosting service, although that is not always necessary. If you have questions regarding these services you should contact your provider. 15) Should I move my web hosting services as well? If you have questions regarding these services you should contact your provider. 16) Why should I select a new registrar instead of remaining with .SE’s last resort function? The last resort function is an interim function that .SE establishes for a limited period since WinStart has lost the right to register and administer .se domain names. Once that interim period is over (03‐31‐2015) your domain name(s) will require administration by a different registrar. 17) What happens if I do not select a new registrar? Your domain name(s) will be maintained in .SE’s last resort function through 03‐31‐2015. If you have not switched to a new registrar by said date, the domain name(s) concerned will be automatically transferred to .SE’s own registrar, .SE Direkt. The annual fee per domain name will be SEK 255 including VAT. .SE Direkt does not offer any related services such as web hosting or e‐mail. We recommend that you select another registrar than .SE’s own and that you do so as soon as possible. 18) Why can I not keep WinStart as a registrar? The contract between .SE and WinStart has been terminated due to the fact that the company no longer fulfill .SE’s Registry‐Registrar agreement. 19) Why are you sending an e‐mail/letter to me? To inform you that the contract between .SE and WinStart has been terminated and that you will thus need to select a new registrar for the domain name(s) for which WinStart has been the registrar. 20) Can my domain(s) remain with .SE? The domain(s) concerned will be administered by .SE’s last resort function through 03‐
31‐2015. This is an interim function that .SE has established for a limited time since WinStart is no longer authorized to register and administer .se domain names. If you do not select a new registrar before 03‐31‐2015 your domain name(s) will automatically be transferred to .SE’s own registrar, .SE Direkt. The annual fee per domain name will then be SEK 255 including VAT. .SE Direkt does not offer any related services 4 such as web hosting or e‐mail. We recommend that you select another registrar than .SE’s own and that you do so as soon as possible. 21) How much will it cost to leave my domain(s) where they are? The price for a one‐year renewal with .SE’s own registrar, .SE Direkt, is SEK 255 including VAT. 22) What are the advantages of having my domain(s) hosted by .SE Direkt? As long as .SE is responsible for the top‐level domain .se, it is probable that .SE Direkt will remain as the registrar. In other words, you do not run the risk of having the contract with .SE Direkt being terminated as was the case with WinStart, thus forcing you to select another new registrar. 23) What are the disadvantages of having my domain(s) hosted by .SE Direkt? The annual fee per domain at .SE Direkt is SEK 255 including VAT, which is higher than with other registrars. .SE Direkt does not offer any related services such as web hosting or e‐mail. If you wish to have such services connected to your domain while a customer of .SE Direkt, you will have to arrange them elsewhere. 24) Can I transfer my web hosting services as well? Many registrars offer web hosting services and if you want to switch your web hosting for the domain name(s) concerned, that is fully possible. However, you will only be able to do so once you have chosen a new registrar. Transferring to a new web hosting service is subsequently done via the new registrar. 25) Where can I move my web hosting services to? Many registrars also offer web hosting services. A complete list of .SE’s registrars is available at http://www.iis.se/domaner/registrera/registrarlista. The list can be filtered so that it only displays registrars that also offer web hosting services. 26) Which services do I have with WinStart? Many domain name registrants also purchase related services such as web hosting and e‐
mail from their registrar. Please note that these services are not impacted by the termination of the contract between .SE and WinStart. If you purchase these services from WinStart you should inquire with WinStart regarding any additional information about them. 27) Can my services with WinStart remain where they are even if I select a new registrar? That is a question for WinStart and your new registrar. There is no real technical barrier for this, although certain registrars only sell registration of domain names as a package service together with other related services such as web hosting and e‐mail. Contact WinStart and your new registrar to find out what you can do. 5 28) Our company has more .se domain names than those listed in your e‐mail/letter, why are they not included? Only .se domain names administered by WinStart are affected by the termination of the contract between .SE and WinStart. All of the domain names concerned that are tied to a certain contact person (contact ID) have been identified in the e‐mails sent by .SE. If you have .se domain names that are not included in that list, they are either administered by a registrar other than WinStart, or they are linked to other contact persons. In the latter case, you should have received more e‐mails/letters addressed to the each contact persons. To view which registrar administers a particular .se domain name, you can use .SE’s special search function at https://www.iis.se/english/contact/. 29) My domain name is up for renewal soon. Who will I receive the invoice from? If there are outstanding invoices for the domain name(s) concerned from WinStart, you must resolve this matter with them. However, WinStart has now lost the right to register and administer .se domain names with the termination of their contract with .SE. Consequently, WinStart can no longer renew your domain name(s). To renew it/them you must instead select a new registrar. You can select among all of the 140 registrars listed at http://www.iis.se/domaner/registrera/registrarlista. The list can be filtered according to various types of information to facilitate the identification of a suitable alternative. However, there is no information provided there about prices (since .SE does not want to favor any particular registrar). 6
