Community Workshops for the City’s New District-Based Voting System Provide Community Imput Opportunities
The City of Buena Park is developing districts for use during future City Council elections. We now need your help to “Draw
the Future” for Buena Park.
Beginning with the November 2016 election, Buena Park will elect council members from four individual districts
instead of by a citywide vote. The Mayor will be elected by voters citywide. This transition is necessary to comply with
the California Voting Rights Act and to ensure fair representation for all geographic areas. To help ensure Council districts
are drawn to reflect and unite Buena Park’s vibrant and varied communities, we are asking for your input at the City’s
second round of public workshops.
The City wants to know . . .
What do you consider to be your “community” within Buena Park? Is it the neighborhood around a local park? Around a
local school? In a development or historic area? Please share your thoughts – the districts are up to you!
The first round of community workshops was held on August 4th, 5th, and 6th. During these meetings, participants were
given participation kits to provide their input for how the districts should be drawn. Members of the public interested in
providing the same input can pick up participation kits at the City Clerk’s Office, located at 6650 Beach Blvd., Buena Park,
CA 90621or online at www.DrawBP.org. All completed participation kits are due on September 1, 2015.

Featured speaker Chad Williams grew up in Southern California. Shortly after graduating high school, Chad was determined to enlist into the military’s most elite and
difficult training to become a U.S. Navy SEAL. Days before he was to report to military duty in Great Lakes, Illinois, he turned on a television and was greeted with the
horrifying images of his mentor, U.S. Navy SEAL Scott Helvenston, being brutally
murdered in a premeditated ambush on the roads of Fallujah, Iraq. Strengthened in
his resolve, Chad followed in Scott’s footsteps and completed the US military’s most
difficult and grueling training to become a Navy SEAL. One of only 13 from a class
of 173 to make it straight through to graduation, Chad served his country on SEAL
Teams One and Seven for five years, completing tours of duty in the Philippines,
Saudi Arabia, Bahrain and Iraq.

Buena Park Takes Action to Conserve During California’s
Record Drought
Outdoor Watering
We’ve asked you to conserve –
and we are conserving too.

The historic drought, tighter water supplies,
and stricter state mandates are all reasons why
the City of Buena Park has taken action to conserve water, set a good example, and reach out
to the community for support and participation. As you take a look around the City, you
will start to see many changes taking place as
we continue to reach for our 20 percent water
reduction goal.
No outdoor watering Mon, Wed, Thur, Sat and Sun.

No watering between 10AM - 4PM and limit to 15 minutes per station.
The following are some of the ways the City is taking action:
Brown is in: To cut back on water use, a noticeable change from green to brown will be seen at many locations
around the City. The City has identified areas which can be watered on a “life support” basis, and areas that can be
completely “browned out.” The high use parks where many residents enjoy City programs were selected to be
watered two days per week to meet Phase 2 watering restrictions. Other parks will be kept on life support so
residents should not be surprised when they turn brown. Additional
facilities that will be completely browned out include the Ehlers Event
Center, City Yard, street turf medians, and the Southern California
Edison (SCE) Right-of-Way.

Irrigation Solutions: Boisseranc Park has been selected for a potential project to install irrigation system improvements including new
piping, sprinkler heads, and reprogramming. The improvements will
save approximately 30 to 40 percent savings in water consumption.

Natural Gas Vehicles (NGV): The City has purchased two NGV Honda
Civics to be used for patrolling the community to identify water waste
and help provide conservation education.

Drought Tolerant Landscape: The City is planning the installation of
a Drought Tolerant Demonstration Garden in front of City Hall. This
is great way to share with the community just how beautiful these
gardens can be, even with very little water.

Public Outreach: The City will continue to educate the community
about the seriousness of the drought. These efforts will include mailers, message boards at key locations around the City that remind
about watering days, and door hangers. Additionally, we are developing community messaging that we’ll implement through social media,
provide outreach to the highest water users, and implement a Citywide water conservation promotion. We will also continue to send the
monthly water use data to the State Water Board.
Our goal is that with actions taken by the City of Buena Park combined with the
continued efforts from our residents and businesses, Buena Park can reduce its
water use by 20 percent as compared to its 2013 usage.

New Police Chief ’s Advisory Board is Looking for Members
For the first time in the history of the Buena Park Police Department, Chief Sianez is forming a Police Chief’s Advisory Board,
which will consist of 12-15 diverse, key Buena Park community members. He hopes to have the Board fully established by
September 2015.
The Board is intended to act as a resource for the Chief in the formation of strategies, development of policing concepts, and
increasing public awareness regarding policy issues. It is designed for open discussion regarding trends in law enforcements,
uses of force, police pursuits and other significant police issues.

Board is strictly on a voluntary basis.
Although the Police Chief’s Advisory Board is expected to be proactive, it will have
no decision making authority at any level, and will have no power to investigate,
review or otherwise participate in matters involving specific police personnel or
specific police-related incidents, but will act solely in an advisory capacity.

Lateral Police Officer Signing Bonus

City offers $5,000 signing bonus to experienced officers from
other California Law Enforcement Agencies
The Buena Park City Council recently approved an experimental program to provide a $5,000 Signing Bonus to qualified Lateral Police Officers who successfully
complete a field training program and a probationary period. The City of Buena
Park has five vacant Police Officer positions and anticipates two more in the near
future due to retirements and normal attrition.
Director of Human Resources and Risk Management Eddie Fenton for the City of
Buena Park stated, “Police Departments all over the region are having difficulty
recruiting police officers. Competition is fierce over a limited number of qualified
candidates and Buena Park is committed to hiring only the best officers for the
community.”
Under the program, a $5,000 bonus will be paid to every new Lateral Police Officer
hired from another California Law Enforcement Agency. Half of the bonus will be
paid upon hire, and half will be paid upon successful completion of a field training
program and probationary period.

Tesla Development Nears Completion
Development of Buena Park’s newest auto dealership, Tesla Motors, is moving
along as planned and will open in early August for business. The dealership will be
located at 6692 Auto Center Dr.
According to Tesla representatives, this location will be the most robust dealership
site in their entire portfolio, as well as their flagship location for Southern California.
For the first time in the company’s history, Tesla will be selling previously owned
models of its brand at this location. The company will also provide vehicle repair,
eight supercharging stations, and a specially designed vehicle presentation and
delivery area where buyers will be shown how to operate their new vehicles. The
facility will be a regional training facility for Tesla mechanics, as well.
The dealership will begin selling cars on an interim basis in August while final improvement plans are being completed.
OSH Shoppers: Create Your Honey-Do Lists!
Orchard Supply Hardware (OSH) has begun initial site and building preparation
work in anticipation of a holiday opening. Alterations on the building’s exterior and
interior are in progress to transform the former Albertson’s Supermarket/Rite Aid
into the new OSH store. The store is located at the southeast corner of Dale Street
and La Palma Avenue.
Look for Aldi Opening in Spring 2016
The German-owned Aldi grocery chain is moving forward with its Buena Park location which will be among the first of 45 locations scheduled to open in California
next year.
The store is well known for offering shoppers up to 50 percent savings on their
grocery bills with a no-frills layout and the company’s own premium brands. Aldi is
located at 8351 La Palma Ave. in the building previously occupied by Office Depot.

District, the Buena Park School
District will be launching their
Footsteps2Brilliance
initiative,
a
research-based program developed
to reduce the vocabulary and oral
language gaps for children in the
community.
Footsteps2Brilliance is an Early Learning Mobile Technology Platform that
increases student achievement by connecting technology and cognitive research. It uses mobile technology such
as smartphones and tablets, and traditional computers available throughout
schools, libraries, community centers,
and homes.
Through the Footsteps2Brilliance
program, children are motivated
to become active learners through
enticing animated eBooks and innovative games.
“Our theme is ‘Improving the Lives
of our Students and Families’,” says
Buena Park School District Superintendent Greg Magnuson. “Our partnership with Footsteps2Brilliance
helps us accelerate vocabulary and
language learning for our youngest students. It will also provide a
resource for higher English literacy
levels for all residents of our community.”

SLO-PITCH SOFTBALL LEAGUES
The gym is available for reservations for basketball and volleyball
and is perfect for groups looking to run organized practices or
friendly pick-up games. Up to 2 standard volleyball courts or 2
smaller sized basketball courts can be set up at one time. A single
standard sized basketball court can also be set up.
Fee: $370.00 per team, plus official’s fee of $10 per game
The City offers softball leagues year round at Boisseranc Park,located
at 7520 Dale St.Each season runs 10 weeks plus playoffs.Fee includes
game softballs and awards for first and second place teams.

melodrama “Deadwood Dick or, A Game of Gold!” Full of

interactive production invites the audience to cheer the heroes,
“boo” the villains, and sigh for the innocent in between uproarious

The City of Buena Park would like to invite all high school students
grades 9-12, who live in Buena Park, and its surround cities, to
participate in the 15th Annual High School Art Show. Qualified
judges will review all entries and select the first, second, and third
place winners in each medium category; oil/acrylic, watercolor,
ink, charcoal/lead pencil/pastel and photography*. Ribbons and

CULTURAL EXCURSIONS
The goal of the City of Buena Park’s Exhibiting Artist Program
is to nurture working relationships and partnerships between
artists, presenters, arts organizations, and the greater Buena Park
community. Exhibitions are held every six to eight weeks at the
Buena Park City Hall, Council Chamber.
Travel hassle-free on our deluxe motorcoach and leave your
traffic and parking worries behind! Join us as the Buena Park Fine
Arts Division embarks on a cultural excursion. Transportation is
provided and included in the price of all excursions.

Dani is a storyteller. Her collages are equal parts magic,
dreamscape, folk art, and nature. Her visual narrative is told
through tiny ink drawings, meticulous paper cuts, water color
washes, miniature weavings and embroidery. Each collage
creates an environment where the conscious and subconscious
minds intersect; a place of luscious and whimsical environments
where flora and fauna interact with repeat-pattern design to tell
a story of felinity, folklore, and fantasy.

Arts for Wellness Orange County (AWOC) advocates for arts

The City has several athletic fields of varying size available for
rent primarily at Bellis Park and Boisseranc Park. The fields have
athletic lights and appeal to a variety of sporting activities such as
soccer, softball, baseball and more. Fields are generally available
to rent during evenings and weekends around fluctuating City
programs. Call the Community Services office for field availability
and specific rental information. Hourly rates apply.
Please note that gas generators are not allowed in City Parks.
All bounce house companies operating in City Parks must have
liability insurance on file with the City. Call the Community
Services Department for an updated list of approved bounce
house companies or visit www.buenapark.com for details. All
picnic reservations must be completed in person at the Buena
Park Community Center, 6688 Beach Blvd. Reservations must be
requested and paid for at least 14 days in advance.

Little Stars Parent & Me Class
Kids will be introduced to the exciting sports of baseball, soccer, flag football,
volleyball and basketball, as well as other sports related games. This class will give
kids the opportunity to interact with other kids their age in a fun and friendly atmosphere. Parents are required to participate with their little ones.
Each six-week class is $25. All participants must wear athletic shoes and comfortable clothing. Equipment will be provided. Parents are required to stay for each
class.

Is Buena Park Recycling?
YES! Recyclable materials are making it out of your trash and
then processed and manufactured into new recycled-content
products. Residential trash that is collected by PARK Waste &
Recycling is taken to a Material Recovery Facility (MRF) where
a minimum of 25% of the material is pulled from the waste
stream and recycled.
Once they are cleaned, separated, and baled, recyclables are
remanufactured into new products. Many consumer products, such as newspapers, aluminum and steel cans, plastic

their house every week – the trash and recycling trucks. But,
their interest and curiosity can draw them dangerously close
to operating collection vehicles. PARK’s professional team of
collectors watch out for pedestrians, pets and cars, but small
children and pets can easily go unnoticed around a large
truck.

It is important that parents make sure children play safely
when collection vehicles are in your neighborhood. Here are
some safety tips to help you ensure your children’s activities
are free of accidents and injuries.
Proper Disposal of Hot Coals &
Ashes

Trash and recycling trucks make frequent stops. Talk
to your children about keeping a safe distance when
riding bikes, skateboarding or skating.

It takes large trucks about twice as long to stop as
a passenger car, you should never stop suddenly or
cut in front of a moving truck.

Make sure children know never to play or stand in or
around trash containers or dumpsters. On your service day, be sure to move toys or cars away from your
collection area.
Hot coals can burn the heavy duty plastic trash and recycle
carts, and even spark a home fire if the cart is next to the
house. Also, if the ashes or coals have not completely cooled,
and end up in a trash or recycling truck, there is the potential
to spark a horrific fire inside of the truck or surrounding areas.

Keep your children and pets at a safe distance from
the truck whether it is parked or operating.
To properly dispose of ashes or coals the following is recommended:

Do not allow children to stand too close to watch the
driver loading the garbage. In addition to moving
truck parts, debris can come out of the truck when it
is compressed.
Several times a year, residents burn up their trash and/or
recycling carts or worse, a collection truck, by improperly
disposing of hot coals or ashes from fireplaces or grills. Coals
and ashes from fires can remain hot enough to start a fire for
many hours or perhaps days after you think the fire is out.

If possible, allow ashes and coals to cool in the area
where you had the fire for several days. The fireplace
or grill is designed to contain their heat safely.

If time is limited, speed cooling by alternately stirring the ashes and spraying them with water. Use
sand to completely extinguish coals if water is
unavailable.

Dispose of coals and ash in a sealed container or
bag as you would regular garbage once you are
certain the risk of fire has passed.

Basic instruction is available. Bring your own yarn, knitting needles or crochet hooks and come
join the fun. Newcomers are always welcome.
Books Discussion Groups: 4th Thursday of the month
Afternoon Group meets at 1:00 p.m. Evening Group meets at 6:30 p.m.
The monthly book selection is different for the afternoon and evening group. Call, come by
or check the Library’s web page for the selections for each group. New members are always
welcome.
E-Books are now available. Browse the selection of e-books that are available for free
checkout on your electronic reader. There are never any late fees. A link to the Library’s Digital

Volunteer Guild Bookstore
The Volunteer Guild of the Buena Park Library District operates the Volunteer Guild Bookstore,
located on the second floor of the library. The bookstore sells a wide variety of gently used
books, CD’s, DVD’s, and VHS cassettes. In addition, the bookstore also sells refreshments such as
coffee, tea, and cookies. All Guild Bookstore proceeds are used to generously fund and support
library programs and collections.
