Your Task
• Your goal is to
acquire as much gold
as possible by trading
and selling your
goods.
Rules of Trades
• Colonies (N.E., Middle, Southern) can only trade
with Euro countries (England, Spain, Netherlands)
• Euro countries can only trade with colonies
Round 1
• Begin trading for gold.
– Countries cannot trade with each other
• 2 colonial raw materials can be traded to Europe
for 1 finished product OR can be sold for 1 gold
bar
• During this round, colonies can trade with
ANY European country.
• 1 finished product can be traded to the Colonies
for 2 raw materials OR can be sold for 2 gold bar
• You have 5 minutes for trading.
• AFTER TRADING you can trade your products to
the “BANK” (Mr. Welchel) for gold bars (what each
resource is worth) until the bank runs out of gold
– You cannot trade your products

Who Won?
• Meet with your groups. Count the gold
acquired by all members.
• Who won? A colonial region or European
country? Why?
But Remember…
• The Navigation Acts were passed by Parliament
to limit colonial trade with other European
countries. During the next simulation:
– Spain and the Netherlands must pay 1 gold bar to
England to trade with the colonies.
– Colonies must pay 1 gold bar to England to trade
with Spain and the Netherlands.
• But, the colonists also became very good
smugglers….
Who Won This Time?
• Who won?
• How did the Navigation Acts impact how
trade was carried out?
• Were the Navigation Acts always
followed?
Salutary Neglect
• Almost since their founding, the colonies
were in a period of “salutary neglect.”
– This unofficial policy meant the colonies were
largely left on their own to govern themselves
and to control their own trade.
• How would salutary neglect impact
enforcing of the Navigation Acts and the
development of smuggling?
Round 2
• Rules from Round 1 apply (colonies may only
trade with Europe and visa versa).
• However, the Navigation Acts are also in place, so
you must pay 1 gold bar to England to trade with
the colonies if you are Spanish or Dutch or to
trade with the Spanish or Dutch if you are a
colonist…
– … but only if England catches you…
• You have 5 minutes to trade.
