As part of the bridge rehabilitation project, safety improvements to the intersection of Leo Birmingham Parkway/North Beacon Street are being considered, particularly along the North Beacon Street northbound approach to the intersection, which runs under the I-90 overpass. Thirty-five crashes were reported at the intersection of Leo Birmingham Parkway/North Beacon Street from 2011-2015, including 10 injury crashes. Project Data The Road Safety Audit was conducted on Thursday, May 19, 2016 at 9:00 a.m. at WGBH, located at 1 Guest Street in Brighton. Table 1 shows the participating members of the audit. During this period, 35 crashes occurred at the intersection, including 11 (or 31%) crashes that resulted in personal injury. Of the 35 crashes, 22 (or 63%) were classified as angle crashes; seven (20%) were single-vehicle crashes; 5 (14%) were rear-rend crashes, and one (3%) was sideswipe crash. Seven (20%) crashes occurred after dark, and eight (23%) crashes occurred on wet pavement. Larger than expected shares of crashes occurred involving motorists aged 21-29 years old (40% of all crashes) and during the month of September (17% of all crashes). Most crashes (62%) occurred during or near peak hours. Page 1 Road Safety Audit—Leo Birmingham Parkway at North Beacon Street, Brighton Prepared by Howard Stein Hudson FINAL Project Location and Description Leo Birmingham Parkway is an approximately ¾-mile roadway that runs east-west between Soldier’s Field Road to the west and Market Street to the east. Leo Birmingham Parkway runs north-south between Market Street and Western Avenue to the north. Leo Birmingham Parkway generally consists of two lanes in each direction, with the exception of the northbound segment between Market Street and Western Avenue, which is three to four lanes in the northbound direction. Leo Birmingham Parkway is classified by MassDOT as an urban principal arterial, and is under the jurisdiction of the Department of Conservation and Recreation (DCR). The regulatory speed limit on Leo Birmingham Parkway is 30 mph based on Massachusetts General Laws for roadways through thickly settled areas. Prevailing speeds are somewhat higher; Massachusetts State Police attending the audit noted that a typical speeding ticket issued on the roadway is for vehicles traveling at about 45 mph. Sidewalks are not provided along Leo Birmingham Parkway. A paved shoulder of varying width is typically provided along the right side of the roadway. North Beacon Street is a roadway, approximately one mile in length, that typically consists of one travel lane in each direction, and runs east-west between Leo Birmingham Parkway to the west and Cambridge Street/Brighton Avenue to the east. At Leo Birmingham Parkway, the road curves such that it intersects Leo Birmingham Parkway from the southeast. North Beacon Street is classified by MassDOT as an urban principal arterial, and is under the jurisdiction of the City of Boston. The regulatory speed limit on North Beacon Street is 30 mph. Sidewalks are provided along both sides of North Beacon Street. Bicycle accommodations are not provided along North Beacon Street in the vicinity of the study intersection. The intersection of Leo Birmingham Parkway/North Beacon Street is an unsignalized T-intersection. Leo Birmingham Parkway eastbound and westbound vehicles each approach the intersection in two allpurpose travel lanes; no lane use signage or markings are present. The two directions of Leo Birmingham Parkway is divided by a 20-foot landscaped median The North Beacon Street northbound approach is unmarked, but is wide enough for three vehicle lanes to form at the stop line. Before the road safety audit, during the morning peak period, vehicles were observed forming two left-turn lanes and one rightturn lane. Left-turning vehicles were also observed using the median between the eastbound and westbound directions of Leo Birmingham Parkway as a refuge area in order to make the left turn in two stages. Crosswalks and curb ramps are not present at the intersection. Evidence of significant pedestrian activity (e.g. “goat paths”) was observed in some locations, indicating a pedestrian desire line across Leo Birmingham Parkway. Sidewalks along North Beacon Street end, without transition, at Leo Birmingham Parkway. Two MBTA bus stops for the Route #64 bus are located near the intersection: On North Beacon Street northbound, just south of the intersection, and along Leo Birmingham Parkway westbound, just west of the intersection. According to MassDOT, it appears these stops are not officially recognized by the MBTA, though bus stop signs remain. Buses were observed stopping at each of these bus stops. On the day of the audit, utility work was being performed at the intersection. N Not To Scale Date: 05/18/2016 Road Safety Audit—Leo Birmingham Parkway at North Beacon Street, Brighton Prepared by Howard Stein Hudson FINAL Audit Observations and Potential Safety Enhancements The following section will identify the safety issues identified at the intersection of Leo Birmingham Parkway/North Beacon Street and the possible potential safety enhancements discussed during the audit. Safety Issue #1: Intersection Control and Geometry Issues The intersection of Leo Birmingham Parkway/North Beacon Street is an unsignalized T-intersection. North Beacon Street northbound is stop-controlled. Traffic signals at the intersection are permanently on flash; MassDOT officials attending the RSA noted that it is unlikely that they could be reprogrammed to act as a full signal without significant upgrades. Leo Birmingham Parkway is separated by a 20-foot landscaped median. Vehicles turning left from the stop-controlled North Beacon Street northbound approach were observed taking this left turn in two stages, using the median as a refuge area as they waited for gaps in each direction of North Beacon Street northbound unrestricted-flow traffic. If multiple vehicles cross Leo vehicles make left turns in two Birmingham Parkway eastbound, the second vehicle may be stages, creating congestion within exposed to oncoming vehicles. Fifteen angle crashes involved the intersection and sometimes leaving vehicles exposed to North Beacon Street northbound vehicles and Leo Birmingham Parkway eastbound vehicles. Additionally, three rear-end crashes oncoming traffic. involved Leo Birmingham Parkway eastbound vehicles, caused by vehicles slowing down to yield to traffic in the intersection. The North Beacon Street northbound approach does not have any marked travel lanes. The approach widens from one 14foot lane south of the I-90 overpass to approximately 80 feet at the stop line. Vehicles were observed forming three travel lanes: two left-turn lanes and a right-turn lane. A MassDOT representative attending the RSA stated that a stop-controlled approach with two left-turn lanes is an undesirable condition, as the two adjacent left-turning vehicles block each other’s view of oncoming traffic. North Beacon Street northbound vehicles were observed stopping one full vehicle length ahead of the stop line in order to properly see oncoming eastbound North Beacon Street northbound vehicles. Vehicles were observed forming two left-turn lanes vehicles form three travel lanes, including two left-turn lanes, and stop within the median of Leo Birmingham Parkway, another well ahead of the stop line in order to undesirable condition. The informal two left-turn lane condition is also a potential factor in the 15 angle crashes between Leo Birmingham Parkway eastbound vehicles and North Beacon Street northbound vehicles, as sightlines to the west may be blocked by an adjacent left-turning vehicle. Four-lane roadways like Leo Birmingham Parkway are susceptible to “double threat” or “courtesy” crashes, which occur when a mainline vehicle yields the right-of-way to a left-turning vehicle, which is subsequently struck by a through vehicle in the adjacent travel lane. Vehicles stopping in the outside travel lane can block the sight lines of vehicles in the adjacent inside travel lane, preventing them from seeing the turning vehicle. The intersection is skewed such that North Beacon Street intersects Leo Birmingham Parkway from the southeast. The median opening on Leo Birmingham Parkway is similarly offset to align with the angle of North Beacon Street. An RSA team member noted that Leo Birmingham Parkway westbound vehicles travel most of the way through the intersection before turning left onto North Beacon Street, which may cause single-vehicle crashes and rear-end crashes (though not reflected in the crash data). Since westbound vehicles proceed past the North Beacon Street leg of the intersection in order to make a left turn, vehicles North Beacon Street intersects Leo in the North Beacon Street northbound approach may Birmingham Parkway from the southeast, creating a skewed mistake these left-turning vehicles for through vehicles. intersection which affects motorist sight lines. The east leg of Leo Birmingham Parkway slopes downward toward the intersection, which may result in westbound vehicles traveling faster toward the intersection. Four single-vehicle crashes occurred along the Leo Birmingham Parkway westbound approach to the intersection, including one crash where speed was specifically cited as a contributing factor. The slope may also cause North Beacon Street right-turning vehicles to get up to speed more slowly, which may result in rear-end crashes (though not specifically reflected in the crash data). In the short term, consider striping lane use pavement markings on North Beacon Street to organize vehicles into a single left-turn lane and a single right-turn lane. Work with Eversource to conduct this work once current utility work is complete. 2. If lane lines are striped on the North Beacon Street northbound approach to the intersection, consider the use of dashed lane lines through the intersection from North Beacon Street northbound to Leo Birmingham Parkway eastbound and westbound so that vehicles can be guided through the intersection and to discourage the formation of multiple left-turn lanes on the North Beacon Street northbound approach. 3. Consider the safety benefits of enhancing the existing flashing operation at the intersection to increase visibility and awareness of the intersection. 4. If at least one signal warrant is met, consider a full signalization of the intersection to eliminate “courtesy crashes” and the need for North Beacon Street northbound vehicles to look for gaps in two lanes of traffic in either direction. Consider the potential drawbacks of signalization, which may include the persistence of angle crashes and an increase in rear-end crashes. Consider the costs, safety benefits, and drawbacks of signalization compared to other enhancements, such as a modern roundabout. If the intersection is fully signalized, retroreflective backplates should be used to minimize the effects of solar glare on motorists. A “(Red) Signal Ahead” (W3-3) sign, with illuminated “Red” text when the signal is red, should be considered in advance of the I-90 overpass on the North Beacon Street northbound approach, and supplemental signal posts should be placed at the end of the approach. 5. Consider the appropriateness of designating one of the two travel lanes in each direction on Leo Birmingham Parkway as exclusive turning lanes or auxiliary turning lanes, with appropriate striping and advanced signage, to reduce the instances of rear-end and single-vehicle crashes as a result of vehicles unexpectedly slowing to turn at the intersection. If exclusive turn lanes are implemented, consider modifications to the median and/or shoulders to prevent through movements from these lanes. 6. Consider using striping to visually reduce the turning radius to and from North Beacon Street so that vehicles make turns more slowly. 7. As part of the I-90 Bridge Reconstruction Project, consider realigning the intersection so that North Beacon Street intersects Leo Birmingham Parkway at a right angle in order to improve sight lines and reduce the likelihood that vehicles form more lanes than desired. The location of the existing bridge foundation must be considered. Also consider realigning Leo Birmingham Parkway so that the Leo Birmingham Parkway eastbound and North Beacon Street northbound approaches form the “mainline” of the intersection, while the Leo Birmingham Parkway westbound approach forms the “stem” of the Tintersection. This improvement would formalize the prevailing movements at the intersection as “through” movements which would not need to yield at the intersection. It should be noted that the commercial service road north of the intersection is within the DCR layout, and not privately owned. As part of long-term design considerations, consider a “road diet” on Leo Birmingham Parkway to reduce the number of general travel lanes in each direction, reduce travel speeds, and improve pedestrian and bicycle accommodations along the entire Leo Birmingham Parkway corridor, including at the intersection. Consider existing traffic volumes, including trucks traveling between Western Avenue and Electric Avenue, which currently rely on the roadway. Consider parallel roads, including Soldier’s Field Road and Interstate 90, which may render Leo Birmingham Parkway unnecessary to carry significant volumes of vehicular traffic. 9. As part of long-term design considerations, consider a single-lane modern roundabout at the intersection to eliminate high-speed angle crashes and improve pedestrian accommodations at the intersection. Consider drawbacks, such as increased rear-end and sideswipe crashes and lack of audible pedestrian indications for visually impaired pedestrians. Also consider truck turning movements through the intersection and the placement of the I-90 bridge foundation, as these will inform the geometry of such a roundabout. Page 7 Road Safety Audit—Leo Birmingham Parkway at North Beacon Street, Brighton Prepared by Howard Stein Hudson FINAL Safety Issue #2: Lack of Pedestrian and Bicycle Accommodations There are limited pedestrian and bicycle accommodations at the intersection. Sidewalks are not provided on Leo Birmingham Parkway, and those provided on North Beacon Street end at the intersection. No curb ramps or crosswalks are provided. There is demand for pedestrian accommodations at the intersection as indicated by goat paths through the median on Leo Birmingham Parkway and along the north and south sides of the intersection. There are several pedestrian generators in the vicinity of the intersection. Several restaurants and retail locations, as well Pedestrians were observed crossing as a motel, are located north of the intersection, as is the Dr. Leo Birmingham Parkway to Paul Dudley White Bike Path, a popular pedestrian and destinations north of the intersection, including a motel and an MBTA bus bicycle connection to downtown Boston. North Beacon Street itself is a pedestrian-friendly connection to the core of stop. Brighton and public transit connections to the rest of the city. Bus stops for the Route #64 bus, which are not officially recognized by the MBTA, are another pedestrian generator to the area. Bicyclists are common on Leo Birmingham Parkway, which has no dedicated bicycle accommodations. eastbound onto North Beacon Street. Similarly, bicycle accommodations are lacking in the vicinity of the intersection. Paved shoulders of about 4 feet in width are provided along Leo Birmingham Parkway. No shoulders or other pavement markings are provided on the approach or departure of North Beacon Street. On the day of the RSA, a detour sign was placed in the shoulder on the eastbound approach of Leo Birmingham Parkway, forcing bicyclists to ride in the general travel lanes or on the grass. According to an RSA team member, bicyclists use Leo Birmingham Parkway as a connection to the Dr. Paul Dudley White Bike Path, which is accessible at North Arsenal Street to the northeast and at Nonantum Road to the west. One crash involving a bicyclist was reported; both the bicyclist and the motorist were turning right from Leo Birmingham Parkway Potential Enhancements: 1. Consider providing a formal median refuge area to encourage pedestrians to cross at specific locations mid-block. Such a location should allow pedestrians to be seen by motorists approaching from any direction and stop for crossing pedestrians. 2. As part of long-term reconstruction efforts, provide ADA-compliant pedestrian sidewalks, crosswalks, and pedestrian ramps at the intersection. If the intersection is signalized, provide ADA-compliant audible signals. Page 8 Road Safety Audit—Leo Birmingham Parkway at North Beacon Street, Brighton Prepared by Howard Stein Hudson FINAL 3. Consider adding a formal pedestrian crossing with a Rectangular Rapid Flash Beacon (RRFB) or High Intensity Activated Crosswalk (HAWK) at an appropriate location near the pedestrian desire line across Leo Birmingham Parkway to allow pedestrians to cross Leo Birmingham Parkway safely. 4. Consider formalizing the MBTA bus stops in the vicinity of the intersection. If these stops are formalized, pedestrian sidewalk connections should be provided to the surrounding neighborhoods. If these stops are not formalized, they should be removed so that pedestrians are not encouraged to cross Leo Birmingham Parkway in unsafe locations. Consider impacts to local residents and businesses if these stops are removed. 5. In the short term, provide consistent shoulders along Leo Birmingham Parkway to provide a space for bicyclists to ride without mixing with vehicular traffic. 6. Consider the appropriateness of reducing lane widths on Leo Birmingham Parkway to about 10 feet to reduce vehicle speeds and in order to provide a wide, buffered, or separated bicycle lane on Leo Birmingham Parkway. 7. Consider providing separated bicycle lanes under the I-90 overpass on North Beacon Street so that bicyclists have a dedicated space to ride. 8. As part of long-term design considerations, consider adding sidewalks and bicycle accommodations along Leo Birmingham Parkway if a road diet is implemented. 9. As part of long-term design considerations, consider converting one side of Leo Birmingham Parkway to a two-lane, two-way roadway, and converting the north side of Leo Birmingham Parkway into a reserved space for pedestrian and bicycle travel. This concept could be tested using temporary materials in the short-term. 10. As part of long-term design efforts, consider a “placemaking” effort under the I-90 overpass, similar to other efforts in the South End of Boston and along McGrath Highway in Somerville. Such engagement with the community may encourage more pedestrian and bicycle activity through the area, and the public may share additional insight as to a long-term design for the intersection of Leo Birmingham Parkway/North Beacon Street. Page 9 Road Safety Audit—Leo Birmingham Parkway at North Beacon Street, Brighton Prepared by Howard Stein Hudson FINAL Safety Issue #3: Signage and Wayfinding There is limited wayfinding signage in the vicinity of the intersection. Wayfinding signage for Route 20 is provided along North Beacon Street northbound approach and along the Leo Birmingham Parkway westbound. The sign located on Leo Birmingham Parkway westbound is nonstandard, and may be difficult to see for oncoming traffic. The sign on the North Beacon Street northbound approach to the intersection is located at the end of the I-90 bridge overpass, and may be difficult to see as vehicles drive under the overpass. The stop sign in the same location as this guide sign is similarly difficult to see. There is no lane use signage along the North Beacon Street northbound approach to the intersection. The lack of signage may contribute to motorists’ tendency to form three travel lanes as they approach the intersection. Wayfinding for Route 20 is included at the intersection, but it is nonstandard and difficult to locate due to placement and/or lighting. There is also no guide signage along any approach to the intersection indicating the best way to reach other key, nearby roadways, such as Solder’s Field Road or I-90. There are also no street name signs at the intersection. A lack of guide signage may contribute to the high numbers of crashes observed involving 21 to 29-year-olds, and crashes in September, as students from out of the area attempt to drive through the area as they return to school. There is also a lack of pedestrian and bicycle-scale guide signage. While pedestrian signage may not be provided as pedestrians are not intended to walk through the intersection, bicyclists looking to travel between the Dr. Paul Dudley White Bike Path and the rest of the Brighton neighborhood may benefit from guide signage. Potential Enhancements: 1. Provide standard advanced wayfinding signage for Route 20 along Leo Birmingham Parkway and along North Beacon Street northbound. Advanced signage on Leo Birmingham Parkway should allow vehicles to safely change lanes in order to make the turn onto North Beacon Street. Advanced signage on North Beacon Street should be placed ahead of the I-90 bridge overpass to ensure visibility. 2. Place a Stop Ahead (W3-1) sign in advance of the I-90 bridge overpass on North Beacon Street to warn motorists that they must stop in advance of the intersection. This enhancement would address some of the angle crashes involving Leo Birmingham Parkway eastbound vehicles and North Beacon Street northbound vehicles. 3. Place intersection warning signage (W2-2) in advance of the intersection on the Leo Birmingham Parkway eastbound and westbound approaches to the intersection to warn oncoming motorists that traffic may be entering the roadway. Place diagrammatic lane use signage (R3-8, etc.) in advance of the I-90 bridge overpass on the North Beacon Street northbound approach so that vehicles may form the appropriate lanes in advance of the intersection. 5. Consider placing guide signage along Leo Birmingham Parkway and along the North Beacon Street northbound approach, in advance of the I-90 bridge overpass, to help guide motorists through the area. Place street name signage (D3-1 and/or D3-2) at all legs of the intersection. 6. Consider placing pedestrian- and bicycle-scale guide signage at the intersection to help guide pedestrians and bicyclists through the area. Consider the safety implications of providing this signage before more substantive improvements to the pedestrian and bicycling environment have been made. Safety Issue #4: Lighting On the North Beacon Street northbound approach to the intersection, there is no lighting under the I-90 overpass, causing vehicles to reach the stop line just after emerging from the overpass. The differences in light make it difficult to perceive signage and other information; objects in the light are difficult to see while under the overpass, and objects under the overpass may be difficult to see while in the light. As previously discussed, two signs are located just north of the overpass that are difficult to see while under the overpass. The light differences may also make it difficult to see pedestrians, bicyclists, other vehicles, signs, and pavement Vehicles approaching the intersection markings in or near the intersection. Motorists’ eyes need on North Beacon Street northbound time to adjust from light to dark and from dark to light. travel under an overpass just before reaching the intersection. During the RSA, there were lights installed within the underpass; however, they were not functioning. An RSA team member stated that these lights are likely supposed to work only during the day, as there is a smaller difference in ambient light during the nighttime. Seven crashes (20%) occurred during the nighttime hours. While the crash reports indicate that the roadway is lighted, RSA team members stated that lighting may not be sufficient. Potential Enhancements: 1. In the short-term, fix the light fixtures under the I-90 overpass to ensure that North Beacon Street northbound approach under the overpass is lit in order for motorists to see other vehicles, pedestrians, bicyclists, signage, and other objects under the underpass. 2. Consider the need for additional lighting at the intersection. Consider that additional lighting may become increasingly necessary if a formalized pedestrian crossing is provided at the intersection especially if such a crossing is unsignalized. Table 3 provides an estimate of the timeframe and cost of each potential safety issue that may address each of the identified safety issues.
