As President of the AIC, I welcome you
to the Association of Indiana Counties’
57th Annual Conference in LaPorte
County. This year’s host committee
is made up of officials from LaPorte
County, and they have worked hard
to welcome us and make the 2015
conference one you all will remember
for years to come!
As always, this year’s conference
will include many educational and
professional networking opportunities. Over the next four days
you will have several opportunities to attend many workshops,
and to learn from the knowledgeable and engaging speakers who
will help you gain a better understanding of the challenges and
opportunities facing county government in 2016.
As you take advantage of the learning opportunities, be sure
to allow time for networking with your peers. Several events
have also been planned to help you relax and unwind. The AIC
has made it easy to network with vendor representatives and
other county officials, who like you, are working tirelessly for the
communities they serve.

AFFILIATE MEETINGS
Meet with your affiliate group during the morning of Tuesday,
September 22. Your affiliate association president has planned a
great meeting for your group. Keep up to date on issues related to
your office by attending this important and educational meeting.
WELCOME RECEPTION
Celebrate the opening of the conference at Blue Chip Hotel’s
restaurant, It’s Vegas Baby! Enjoy music, hors d’oeuvres, and
cocktails as you connect with long-lasting friends and make
some new friends as well.
GENERAL SESSION
Keynote Speaker, Anthony Domine, will
be speaking to us about place branding
and the importance of our reputations
and identities as individuals, offices,
counties, and communities. This
session explores how defining your
competitive identity – which by design
pulls everyone together to speak in

one voice – can provide direction,
unification and an overall more effective approach to not only
traditional marketing, but everything you do to influence your
reputation at a personal, office, and county level.
Anthony Domine has a marketing degree from Belmont
University where he received the Lambert Award for Outstanding
Achievements in Marketing.

David Thompson, the new President and Managing Director of
the NACo Financial Services Center, will also be joining us during
the General Session, and the session will close with the 2015 AIC
Institute for Excellence in County Government graduation and the
awarding of the Masters Pins.
EXHIBIT HALL
Come enjoy and collect all the information our exhibit hall has to
offer. Experience 100 exhibit booths and learn more about the
company products and services that our vendor representatives
have to offer. Don’t forget to stop by and pick up your host gift at
the LaPorte County Host Booth #100. On Tuesday, we will have
a cocktail reception from 4:00 p.m. to 5:30 p.m. in the exhibit
hall featuring our signature cocktail. You will also choose the
restaurant where you want to have dinner and will cash in your
dinner voucher for a real meal ticket. Then on Wednesday, enjoy
lunch in the hall.
DINNER IN MICHIGAN CITY
Enjoy LaPorte County’s hospitality while they open up the town for
us on Tuesday night! Each county attendee will receive a voucher
in their registration packet. When the Exhibit Hall opens on
Tuesday afternoon, attendees will need to cash in their voucher
for a real dinner ticket at the restaurant of their choice. There are
plenty of tickets, but there is a limit on the number available per
restaurant. Buses will continually run between the restaurants and
Blue Chip Hotel & Spa from 6:00 p.m. until 11:00 p.m.

WORKSHOP OPPORTUNITIES
Wednesday, September 23 is a day of learning at the annual
conference. The AIC staff and training committee have a number
of informative workshops planned that impact all county offices.
With three rounds of workshops and one featured workshop,
there are bound to be sessions that interest you. Remember that
by attending these workshops you will not only learn more about
county issues, but you will also earn three Institute credits! On
Wednesday don’t forget lunch is served in the exhibit hall.
AWARDS BANQUET AND CONCERT
After a long day of picking and choosing among nine workshops
and walking the exhibit hall, enjoy a cocktail during the Reception
and then celebrate the achievements of your colleagues at the
Awards Banquet. Each year the AIC recognizes an outstanding
county official within each affiliate group who distinguished
themselves in office and has made particular contributions
to their respective affiliate associations and the AIC. County
Achievement and Local Government Cooperation Awards are also
awarded to counties who demonstrate substantial leadership,
collaboration between multiple municipalities, and have had a
positive impact on the community. The AIC’s highest award, the
Arthur Himsel Service Award, is given to a county elected official
who has distinguished him or herself as a leader and provided
exceptional service to their county.
THURSDAY BRUNCH
Before heading home on Thursday morning, enjoy a great
breakfast and the opportunity to be awarded one of the many
door prizes. Find out if your ticket is drawn for a conference
door prize provided compliments of the LaPorte County Host
Committee. You must be present to win. Bring your canned goods
and get extra tickets too! We will also announce which Indiana
students are receiving the AIC’s Nationwide Retirement Solutions
and SRI Scholarship Awards.

3 CONCURRENT WORKSHOPS: ROUND I
1. Technology
It is no secret that county governments rely on many
private and third party vendors to help them serve
taxpayers quickly and efficiently. However, wading into
the waters of selecting new technology and software
programs and vendors can be an intimidating process.
How do I write an RFP, define requirements, and
manage the procurement process and the ultimate
implementation of the new vendor? In this session we
will explore best practices and the lessons learned in
previous acquisition experiences.

In recent years, the General Assembly through state
statute, and local units of government through
abatement, has created more exemptions for property
taxes. As the taxable assessed value shrinks, tax rates
increase and local revenue is lost to circuit breakers.
Attend this workshop and review on a statewide level
the impact of local abatements, the state homestead
supplemental deduction and other property tax
exemptions that have increased tax rates. Generally,
economists indicate a broad base and a low tax rate
is a good tax policy. What are some options moving
forward to protect and grow the tax base? Are higher
fees for government services the answer to fund
specific government functions?
