This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB
online DB Reference AfDB135-02/16 and on the African Development Bank Group’s Internet Website on 17th
February 2016 (www.afdb.org).

The Government of Uganda has received Financing from the African Development Bank i n v a r i o u s
c u r r e n c i e s towards the cost of Farm Income Enhancement and Forest Conservation Programme: Project-2
(FIEFOC - 2). It is intended that part of the proceeds of this loan will be applied to eligible payments under
the contracts for construction of Irrigation Scheme Infrastructure and Facilities in Nebbi, Oyam, Kasese, Butaleja and
Kween Districts.
Lot 1: Construction of Wadelai Irrigation Scheme Infrastructure and Facilities in Nebbi district
Lot 2: Construction of Tochi Irrigation Scheme Infrastructure and Facilities in Oyam district
Lot 3: Construction of Mubuku II Irrigation Scheme Infrastructure and Facilities in Kasese district
Lot 4: Construction of Doho II Irrigation Scheme Infrastructure and Facilities in Butaleja district
Lot 5: Construction of Ngenge Irrigation Scheme Infrastructure and Facilities in Kween district

The Ministry of Water and Environment now invites sealed bids from eligible bidders for the execution of the
works for Construction of irrigation infrastructure comprising of earth impounding structures, storage reservoirs,
hydraulic and flood control structures, canals and drainage systems, access roads and scheme facilities among
others, hereinafter called “the Works”. International Competitive Bidding (ICB) will be conducted in accordance
with the “Bank’s Rules and Procedures for Procurement of Goods and Works.
Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of

A complete set of bidding documents may be purchased by interested bidders upon submission of a written
application to the address below and upon payment of a non-refundable fee of UGX
100,000/= [Uganda Shillings One Hundred Thousand]. The payments shall be to MoWE’s Cashier.

The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of
the African Development Bank Standard Bidding Document for Procurement of works, Smaller Contracts.

Bids must be delivered to the above office on or before 11.00 hours East African Standard Time on 17th
January 2016 and must be accompanied by a bid security in form of a bank guarantee:
Lot 1: UGX 1,200,000,000 (Uganda Shillings One Billion Two Hundred Million)
Lot 2: UGX 1,000,000,000 (Uganda Shillings One Billion)
Lot 3: UGX 900,000,000 (Uganda Shillings Nine Hundred Million)
Lot 4: UGX 800,000,000 (Uganda Shillings Eight Hundred Million)
Lot 5: UGX 1,400,000,000 (Uganda Shillings One Billion Four Hundred Million)

Bids shall remain valid for 120 days after the deadline for bid submission prescribed above.
9.
Bids will be opened in the presence of bidders’ representatives who choose to attend at 11:30 hours East
African time on 17th January 2016 in Room 47, Old Boardroom, Ministry of Water and Environment, Plot
21/28, Old Port Bell Road, Luzira.
