ComplianceReference: The State of Washington Per RCW 70.160.020, RCW 70.160.011 and
RCW 70.160.030 prohibits smoking in public places or place of employmen
(A)
It shall be the policy of Central Washington University complies with RCW 70.160.020,
70.160.011 and 70.160.030 which prohibit smoking in public places or places of employment. The policy
is enforced o prohibit smoking in public places on campus or on any off-campus site for which the
university is directly responsible or for which it is legally accountable except in designated areas ,
including any off-campus site which has been leased or rented.
(B) In addition to those areas designated as non-smoking under RCW 70.160.020, the east and west
patios of the student union and recreation center are designated as non-smoking.

Supervisors are responsible for instructing staff responsible for any off-campus site in the intent of the law
and assist in every reasonable way in carrying out the university's responsibility regarding such offcampus sites.

2. Designated Smoking Areas
(A) The president may designate smoking areas provided that such designation is permissible
under the law. The university is not required to incur any expense or make structural or other physical
modifications to provide designated smoking areas. No public place under the control of the university
may be designated as a smoking area in its entirety.
(B) The university will make every reasonable effort to prohibit smoking in public places by
posting signs prohibiting or permitting smoking as appropriate. Signs shall be posted conspicuously on
each building entrance. The boundary between a smoking area and a nonsmoking area shall be clearly
designated so that persons may differentiate between the two areas For the purposes of this policy, the
list of public places includes, but is not limited to: elevators, transportation facilities which are transporting
members of the general public, museums, concert halls, theaters, auditoriums, exhibition halls or
galleries, indoor sport arenas, the health care facility, the Student Union and Recreation Center East and
West Patios, the university retail store, classrooms, outdoor areas used for instruction, ticket areas, public
hearing facilities, meeting rooms where members of the public are expected to be in attendance,
hallways, public restrooms, libraries, dining rooms, office reception areas, waiting areas, lobbies, lecture
halls, and office areas which have walls of modular construction of less than full ceiling height or are
without a door.
Each vice president (or equivalent) may recommend possible designated smoking areas to the
president. All due consideration of allowances and limitations contained within the law shall be made.
The list of areas recommended to be "designated areas" shall be approved by the president. The list of
approved "designated areas" shall be examined and evaluated at appropriate intervals for continuing
validity and utility.
(C) The university will post signs prohibiting or permitting smoking as appropriate. The boundary

differentiate between the two areas. Area administrators shall be responsible for instructing those persons
known to be responsible for any off-campus site in the intent of the law and shall assist in every
reasonable way in carrying out the university's responsibility regarding such off-campus sites.
The facilities maintenance and operations department is responsible for the procurement,
posting, and maintenance of appropriate signs as required by law.

The Washington Clean Indoor Air Act of 1985 requires that there be no smoking in public places (per
RCW 70.160.030) except in designated areas. Under the terms of the law, "smoke" or "smoking" means
"carrying or smoking of any kind of lighted pipe, cigar, cigarette, or any other lighted smoking equipment."
"Public places" means "that portion of any building or vehicle used by and open to the public regardless of
whether the building or vehicle is owned in whole or in part by private persons or entities, the state of
Washington, or other public entity, and regardless of whether a fee is charged for admission."

public use under the name of the university.
For the purposes of this policy, the list of public places includes, but is not limited to: elevators,
transportation facilities which are transporting members of the general public, museums, concert halls,
theaters, auditoriums, exhibition halls or galleries, indoor sport arenas, the health care facility, the SURC
East and West Patios, the university retail store, classrooms, ticket areas, public hearing facilities,
meeting rooms where members of the public are expected to be in attendance, hallways, public
restrooms, libraries, dining rooms, office reception areas, waiting areas, lobbies, lecture halls, and office
areas which have walls of modular construction of less than full ceiling height or are without a door.
The president of the university may designate smoking areas provided that such designation is
permissible under the law. The university is not required to incur any expense or make structural or other
physical modifications providing designated smoking areas. No public place under the control of the
university may be designated as a smoking area in its entirety.
In all designated smoking areas, existing physical barriers and ventilation systems shall be used to
minimize the toxic effect of smoke in adjacent nonsmoking areas.
The university will make every reasonable effort to prohibit smoking in public places by posting signs
prohibiting or permitting smoking as appropriate. Signs shall be posted conspicuously on each building
entrance. The boundary between a smoking area and a nonsmoking area shall be clearly designated so
that persons may differentiate between the two areas. This policy is not intended to regulate smoking
within a private enclosed workplace even though such a workplace may be visited by nonsmokers,
excepting places in which smoking is prohibited by the state fire marshal or by other law, ordinance, or
regulation.
Persons intentionally violating the law by smoking in a public place not designated as a smoking area or
any person removing, defacing or destroying a sign posted under this policy are subject to a civil fine. All
such infractions shall be assessed in the same manner as traffic infractions, with certain modifications
described in the law.
