ORDINANCE NO. 597-2012
AN ORDINANCE OF THE BOROUGH OF FRANKLIN PARK, COUNTY
OF
ALLEGHENY,
COMMONWEALTH
OF
PENNSYLVANIA,
REAPPORTIONING THE BOROUGH OF FRANKLIN PARK INTO
THREE WARDS COMPOSED OF COMPACT AND CONTIGUOUS
TERRITORIES AS NEARLY EQUAL IN
POPULATION AS
PRACTICABLE; PROVIDING A MAP SHOWING THE LOCATION OF
BOUNDARIES OF THE WARDS AND DISTRICTS; AND DESCRIBING
THE BOUNDARY LINES OF SAID WARDS AND DISTRICTS.
WHEREAS, Borough Council is required by the Municipal Reapportionment Act, 53
Pa. C.S.A. § 901, et seq., to reapportion the Borough of Franklin Park into wards and
districts within the year following that in which the Federal census is officially and finally
reported; and
WHEREAS, Borough Council and the administration have held discussions at public
meetings regarding the reapportionment, and have submitted the preliminary plan to the
Allegheny County Elections Division for review and comments; and
WHEREAS, Borough Council reviewed the census information and the proposed
reapportionment maps, and is prepared to formally enact a reapportionment of the
Borough of Franklin Park that contains three wards composed of compact and contiguous
territories as nearly equal in population as practicable.
NOW THEREFORE BE IT ORDAINED AND ENACTED by Borough Council of the
Borough of Franklin Park, Allegheny County, Pennsylvania and it is hereby ordained and
enacted by and with the authority of the same.
SECTION 1.
The Borough of Franklin Park be and is hereby reapportioned, pursuant to the
Municipal Reapportionment Act, 53 Pa. C.S.A. § 901, et seq., into three wards, composed
of compact and contiguous territories as nearly equal in population as practicable, as
follows:

SECTION 2.
The boundary descriptions of the aforesaid wards are attached hereto and made
part hereof, and the map delineating said wards as described is attached hereto and made
a part hereof.
SECTION 3.
That any Ordinance or part of any Ordinance conflicting with the provisions of this
Ordinance be and the same are hereby repealed to the extent of such conflict.
SECTION 4.
Should any part or section of this Ordinance be declared by a court of competent
jurisdiction to be invalid, the same shall not affect the validity of the Ordinance as a whole
or any part thereof other than the part held to be invalid.
SECTION 5.
This Ordinance shall be effective immediately. The Borough Manager and Solicitor
are hereby authorized and directed to provide this Ordinance to the Allegheny County
Elections Division.
ORDAINED AND ENACTED into law by Borough Council of the Borough of Franklin
Park, Allegheny County, Pennsylvania at its meeting held on the _____ day of
