Civil Service College 020 8069 90009 Financial Management & Commercial Skills Covering a number of essential skills for those working in, or with, financial aspects of organisations, this section includes programmes that address key financial aspects such as risk management, attaining value for money, assessing organisational finances and making the best of often limited resources. Aimed at a broad range of staff levels, key specialist areas such as contract management and public finance are also examined in detail. David Finlay, formerly Director of the NAO’s PFI team and currently training Civil Servants and Public Sector workers for the Civil Service College, advises all government projects to consider if their contract management capabilities are fit for purpose. Are you immersed in managing a difficult contract? Have relations with your partners to the contract become increasingly strained? Do you have concerns that a contract that seemed appropriate when it was let may not be delivering what you really need today? For further details of the contract management health check, the open and bespoke contract management training courses contact Christopher Ng at Christopher.Ng@ civilservicecollege.org.uk If you answered “yes” to some or all of these questions then you are in the company of many other contract managers. But it also means you should take time to consider why you have tolerated these problems for so long and what you could do to improve your approach to contract management. It is very easy to become used to a situation where value for money and service quality is ebbing away whilst problems are dealt with, resulting in future planning being put on the back burner due to the constant tension in the relationships with your partners. For those participating in Civil Service College training seminars, I have developed a unique contract management health check. It enables each project overseer to objectively consider if their contract management approach is healthy or in urgent need of an overhaul to prevent a serious breakdown in achieving the project aims. Participants in the health check are asked to say to what extent various examples of good contract management practice are occurring, for example whether problems are quickly resolved in a constructive manner. A health check score is then computed, indicating the relative health of the project’s contract management in comparison to desirable levels of capability. When we recently asked a group of contract managers to carry out the health check a few scored 60 or 70 out of a maximum 100. These were good scores and it is encouraging that some projects had adopted many of the good practice techniques of contract management, which help them to stay ahead of the game. But the overall picture emerging from the contract management health checks was concerning. The average score of all the projects, which completed the health check, was a very modest 46 and some projects scored as low as 25 and 30. Taking the group as a whole an average score of 46 means that in numerous cases value for money and the quality of service delivery were seriously at risk. At least these projects have taken the first step in undertaking the health check of their contract management capability. Many others struggle on with difficult situations on their projects and have not stepped back to assess in what ways their lack of contract management expertise is contributing to the difficulties. Once a health check has identified that contract management skills need to be improved, then suitable training is an investment that will reap dividends in the longer term, even if it does mean a little time away from handling day-to-day issues. At the Civil Service College we are now running one-day training events on contract management skills. Delegates can either attend an open course where they will have the opportunity to meet and network with contract managers from other parts of government; or a one day bespoke workshop for an individual project can be arranged. This will give delegates a full day that is devoted to examining the particular issues on their specific project, and is a great opportunity for in-depth analysis of a single project. In this bespoke workshop Public Sector and Civil Service officials have the option of attending on their own or with their private sector partners. We will be tracking contract management capability over time. One hopes that, with appropriate training, the worrying low current average health check score of 46 can be improved significantly to demonstrate that relevant training in contract management is an investment for future returns. David Finlay Civil Service College 020 8069 900011 Financial Management & Commercial Skills EFFECTIVE CONTRACT MANAGEMENT DURATION: 1 day PROGRAMME FEE: £595 + VAT VENUE: St James’s Park, London TRAINING DATES: 4 April 2017 These days Government Bodies and Public Figures are constantly scrutinised for the justification of any public spending, so it is essential that those overseeing projects know how to complete it in on (or under) budget, as well as on time. Often the failure that projects are too costly can be solved by simply working with project overseers to recognise where value for money is not being met, as well as where terms of the contract need to be re-negotiated. Effective Contract Management is led by David Finlay, a well-known former director of National Audit Office, who led the NAO’s work on examining contracts let under the Private Finance Initiative (PFI) and other outsourcing arrangements. This programme is unique in that, as well as the option of a comprehensive introduction to managing contracts effectively in a structured, open course format, it can also be offered as a workshop for those experiencing issues with the contract management of external suppliers. Delegates can attend alone or with the external suppliers with whom they are experiencing contract issues. Participants will have a clearer understanding of the strategies which are needed to maximising the effectiveness of the contract management in which they are engaged. About EW Group Rachael Wilson Managing Director 24 Jane Farrell Chief Executive & Inclusive Leadership Specialist Annie Hedge Co-Founder & Inclusive Leadership Specialist EW Group has been a leading diversity and leadership consultancy for the past 25 years. We regularly work with organisations to build more effective working cultures through inclusive leadership. Our recent clients in the public sector include the Greater London Authority, the Metropolitan Police Service, the Ministry of Justice, the Department for Transport, and Transport for London. We work in close collaboration with each organisation to pinpoint the triggers and habits that drive the very best in authentic leadership behaviours. For further details visit us at: www.civilservicecollege.org.uk Leadership & Management What are the business benefits that Q come from inclusive leadership? Developing this higher level of cultural intelligence gives senior leaders the confidence to act as a diversity ‘ally’, and to visibly champion difference across their organisations. A 2012 report from the Centre for Talent Innovation, for example, showed that culturally intelligent leaders are 3.5 times more likely to get the full potential out of their staff. A This equates to a number of tangible benefits right throughout the talent pipeline: from boosting engagement in existing staff groups to appealing to a wider range of candidates during recruitment. Inclusive leaders can also bring about reduced instances of bullying, harassment, grievance and long-term sickness among their staff. And by successfully managing the impact of unconscious bias – in themselves and others – they are able to retain and unlock the best diverse talent, and use it as a base to build high-performing teams. To give one example, in 2014 the FT reported that organisations could be 10-30% more productive if all their LGBT employees felt comfortable being out at work. Inclusion, then, is inextricably linked to improved staff engagement and performance, and reduced inequalities in your services to the public. What are the key components of Q an inclusive leadership programme? We wanted to create a programme that really embeds a golden thread of inclusive leadership in a given organisation. During our design phase, we came up with our Five Pillars of Inclusive Leadership that would form the foundation of the course: A 1.Your Leadership Making inclusive decisions and mitigating unconscious bias 2.Your People Attracting, retaining and getting the best out of diverse talent 3.Strategy Taking inclusion organisation-wide 4.Excellence Pinpointing, articulating and embedding the business case for inclusion 5.Performance Ensuring accountability and measurement to demonstrate progress on inclusion to staff and to the public. Civil Service College 020 8069 900045 Case Study THE INSTITUTE OF SECRETARIAT TRAINING & MANAGEMENT (ISTM) – GOVERNMENT OF INDIA With each delegation, on average, consisting of 30 delegates, each delegate has different requirements and understandably requirements that are relevant to their respective Ministries. We have welcomed delegates from the Ministry of Heavy Industries, Ministry of Development of North Eastern Region, Ministry of Mines, Ministry of Urban Development, Ministry of External Affairs, Ministry of Home Affairs, Ministry of Defence etc. Through the use of pre-training questionnaire, we are able to further tailor the programme content according to their respective requirements. CASE STUDY Civil Service College (CSC) was contracted to provide 5-day training programme for Deputy Secretaries and a 10-day training programme for Under Secretaries from various Ministries of the Government of India. All programmes are funded by the Indian Government via the Institute of Secretariat Training & Management (ISTM). ISTM has the mandate to provide training to officers of Central Secretariat Service, Central Secretariat Stenographers Service and officers of other organised/subsidiary services functioning in the Central Secretariat. The institute also provides training support to the State Government, Union Territory Administrations, Central Public Sector Enterprises, Central Autonomous Bodies and other organisations in specialised and general areas. Since January 2016, CSC has so far designed and delivered training programmes to six delegations. Each programme was designed to offer delegates insights into developments in the UK, particularly on citizen-centric initiatives. This is to reflect India’s Prime Minister’s vision of introducing more citizen centric governance. As a result we have incorporated training sessions on collaborative policy making and co-production. 46 The course structure is typically broken down into three sessions per day. The first two sessions consist of face-to-face sessions on effective policy making, project management, governance and procurement. The third session of the day is delivered in a study visit format which involves meeting with their equivalent in UK central government to learn more about the functioning of UK central government. To avoid being London-centric, we have arranged delegations to meet with the international office at the Welsh Assembly and Scottish Parliament. Devolution has been a topical subject in the UK, and the delegations found it equally relevant to India to their central government and state government relationship. Furthermore, these visits are not restricted to public bodies. For some delegates whose role involves working with non-government organisations (NGO), we have arranged visits to these organisations instead such as a visit to Repowering London for our most recent delegation. www.civilservicecollege.org.uk Case Study Below are some testimonials from officers of Government of India who have attended one week Overseas Training Module.
