HOW TO PREPARE FOR AND RUN AN EFFECTIVE REVIEW
When an organisation in the public eye faces
external scrutiny, there can be a tight line to walk
between its survival and public disaster. In order
to ensure a review is conducted as efficiently
and effectively as possible, Civil Service College
introduces How to prepare for and run an
effective review, a half day training course to help
guide those in positions of leadership anticipate,

IS YOUR CONTRACT MANAGEMENT HEALTHY AND
THRIVING OR AILING AND IN NEED OF RESUSCITATION?
David Finlay, formerly Director of the NAO’s PFI team and
currently training Civil Servants and Public Sector workers for the

if their contract management capabilities are fit for purpose.

be delivering what you really need today?

If you answered “yes” to some or all of these
questions then you are in the company of
many other contract managers. But it also
means you should take time to consider why
you have tolerated these problems for so
long and what you could do to improve your
approach to contract management.
It is very easy to become used to a situation
where value for money and service quality is
ebbing away whilst problems are dealt with,
resulting in future planning being put on the
back burner due to the constant tension in
the relationships with your partners.
For those participating in Civil Service College
training seminars, I have developed a unique
contract management health check. It enables
each project overseer to objectively consider
if their contract management approach is
healthy or in urgent need of an overhaul to
prevent a serious breakdown in achieving
the project aims. Participants in the health
check are asked to say to what extent various
examples of good contract management
practice are occurring, for example
whether problems are quickly resolved in a
constructive manner. A health check score is
then computed, indicating the relative health
of the project’s contract management in
comparison to desirable levels of capability.
When we recently asked a group of contract
managers to carry out the health check a few
scored 60 or 70 out of a maximum 100. These
were good scores and it is encouraging that
some projects had adopted many of the good
practice techniques of contract management,
which help them to stay ahead of the game.
But the overall picture emerging from the
contract management health checks was
concerning. The average score of all the
projects, which completed the health check,
was a very modest 46 and some projects
scored as low as 25 and 30. Taking the group
as a whole an average score of 46 means that
in numerous cases value for money and the
quality of service delivery were seriously at risk.
At least these projects have taken the first
step in undertaking the health check of their
contract management capability. Many others
struggle on with difficult situations on their
projects and have not stepped back to assess in
what ways their lack of contract management
expertise is contributing to the difficulties.
Once a health check has identified that
contract management skills need to be
improved, then suitable training is an
investment that will reap dividends in the
longer term, even if it does mean a little time
away from handling day-to-day issues.
At the Civil Service College we are now
running one-day training events on contract
management skills. Delegates can either
attend an open course where they will have
the opportunity to meet and network with
contract managers from other parts of
government; or a one day bespoke workshop
for an individual project can be arranged. This
will give delegates a full day that is devoted to
examining the particular issues on their specific
project, and is a great opportunity for in-depth
analysis of a single project. In this bespoke
workshop Public Sector and Civil Service
officials have the option of attending on their
own or with their private sector partners.
We will be tracking contract management
capability over time. One hopes that, with
appropriate training, the worrying low current
average health check score of 46 can be
improved significantly to demonstrate that
relevant training in contract management is
an investment for future returns.

These days Government Bodies and Public Figures
are constantly scrutinised for the justification of
any public spending, so it is essential that those
overseeing projects know how to complete it in on (or
under) budget, as well as on time. Often the failure
that projects are too costly can be solved by simply
working with project overseers to recognise where
value for money is not being met, as well as where
terms of the contract need to be re-negotiated.
Effective Contract Management is led by David Finlay,
a well-known former director of National Audit Office,
who led the NAO’s work on examining contracts let
under the Private Finance Initiative (PFI) and other
outsourcing arrangements. This programme is unique
in that, as well as the option of a comprehensive
introduction to managing contracts effectively in a
structured, open course format, it can also be offered
as a workshop for those experiencing issues with the
contract management of external suppliers. Delegates
can attend alone or with the external suppliers with
whom they are experiencing contract issues.

Case Study
THE INSTITUTE OF SECRETARIAT TRAINING & MANAGEMENT
(ISTM) – GOVERNMENT OF INDIA
With each delegation, on average, consisting of 30
delegates, each delegate has different requirements
and understandably requirements that are relevant
to their respective Ministries. We have welcomed
delegates from the Ministry of Heavy Industries,
Ministry of Development of North Eastern Region,
Ministry of Mines, Ministry of Urban Development,
Ministry of External Affairs, Ministry of Home
Affairs, Ministry of Defence etc. Through the use of
pre-training questionnaire, we are able to further
tailor the programme content according to their
respective requirements.
CASE
STUDY
Civil Service College (CSC) was contracted to
provide 5-day training programme for Deputy
Secretaries and a 10-day training programme for
Under Secretaries from various Ministries of the
Government of India. All programmes are funded
by the Indian Government via the Institute of
Secretariat Training & Management (ISTM).
ISTM has the mandate to provide training to
officers of Central Secretariat Service, Central
Secretariat Stenographers Service and officers of
other organised/subsidiary services functioning in
the Central Secretariat. The institute also provides
training support to the State Government, Union
Territory Administrations, Central Public Sector
Enterprises, Central Autonomous Bodies and other
organisations in specialised and general areas.
Since January 2016, CSC has so far designed and
delivered training programmes to six delegations.
Each programme was designed to offer delegates
insights into developments in the UK, particularly
on citizen-centric initiatives. This is to reflect
India’s Prime Minister’s vision of introducing more
citizen centric governance. As a result we have
incorporated training sessions on collaborative
policy making and co-production.
46 The course structure is typically broken down into
three sessions per day. The first two sessions consist
of face-to-face sessions on effective policy making,
project management, governance and procurement.
The third session of the day is delivered in a study
visit format which involves meeting with their
equivalent in UK central government to learn more
about the functioning of UK central government.
To avoid being London-centric, we have arranged
delegations to meet with the international office
at the Welsh Assembly and Scottish Parliament.
Devolution has been a topical subject in the UK,
and the delegations found it equally relevant
to India to their central government and state
government relationship.
Furthermore, these visits are not restricted to public
bodies. For some delegates whose role involves
working with non-government organisations
(NGO), we have arranged visits to these
organisations instead such as a visit to Repowering
London for our most recent delegation.

Fees
All Civil Service College training courses are subject to VAT at the current rate. Course
fees include all relevant course materials and light refreshments. Light lunch is provided
on all full day courses unless otherwise stated. Accommodation and travel to and from
the course venue are the responsibility of the delegate.
Purchase order
An authorised purchase order may be accepted in lieu of payment at the time of booking
at Civil Service College’s sole discretion. Acceptance of purchase orders is subject to
Civil Service College’s terms and conditions as set out here. In particular, no terms and
conditions incorporated within your purchase order are treated as a variation of Civil
Service College’s terms and conditions. Where a Purchase Order is accepted by Civil
Service College, invoices will be sent via post/email to the name and address provided on
the Booking Form. Payment must be received within fourteen days of the invoice date
or no later than fourteen working days prior to the start of the course, whichever is the
sooner. Payment must be made in pounds Sterling by cheque (made payable to ‘Civil
Service College Limited’), debit/credit card or BACS.
Early bird discounts
Early bird discounts are available on some courses. Please contact us for further
information. To take the benefit of this offer, booking and full payment must be made
eight weeks before the start of the course. The discount cannot be used in conjunction
with any other offer and places are subject to availability.
Group discounts
If three or more delegates book on the same course from the same organisation, they
qualify for a fifteen percent discount off the combined course fees. To take the benefit

Correspondence
Civil Service College will send all correspondence to the delegate primarily via email to
the email address provided on the Booking Form, unless otherwise requested. It may be
necessary, for reasons beyond the control of Civil Service College, to change the content
and timing of the programme, the date, the venue or the trainer. In this event, Civil
Service College will endeavour to inform all delegates a week before the course is due to
take place, although please be aware that this is not always possible.
Special requirements
Civil Service College will make every effort to accommodate special requirements notified
in advance on the Booking Form.
Joining instructions
Joining instructions including an outline Programme Schedule, venue details and map
will be issued approximately three weeks prior to the course. If you have not received
your joining instructions one week prior to the training course, please call us on 020
8069 9000. Civil Service College will not be held responsible for non-receipt of joining
instructions and refunds will not be issued under such circumstances.
48 Cancelling your place
If you notify Civil Service College in writing (via letter, email or fax) 29 days or more before
the start date of a course, you will receive a refund less a cancellation fee of 50% (plus VAT)
of the course fee. If you withdraw for whatever reason 28 days or less, no refund is given.
Failure to attend a course is treated as late cancellation and no refund is given.
Substitute delegates
You may transfer a place on a course to a substitute delegate free of charge. Please
inform us of any changes a week in advance of the course date so that we can ensure
that joining instructions are sent to the correct person and delegate lists and badges are
correct on the day the course starts. No more than one substitution is permitted. Failure
to attend by a substitute is treated as late cancellation and no refund is given.
Course transfers
There is no charge for transferring your booking to the same course on an alternative
date or to an alternative course offered by Civil Service College provided you notify Civil
Service College in writing (via letter, email or fax) 29 days or more before the start date
of the original course and if there is availability. However, a transfer fee of 50% of the
course fee (plus VAT) is payable if the notice is received 28 days or less before the start of
the original course. No more than one transfer is permitted and transfer to the alternative
course must be made within six months following the originally booked course. Failure to
attend a transferred course is treated as late cancellation and no refund is given. Should
a transferred booking be subsequently cancelled, the cancellation fees outlines above will
be applied as from the original start date of the original booking.
Cancellation by Civil Service College
In extreme circumstances, it may be necessary for Civil Service College to alter published
programmes, trainers or venues without prior notice, but we will endeavour to inform
you as soon as possible in any such instance. Civil Service College cancellations will only
take place under extenuating circumstances. In these rare instances, you will be offered a
place on the same course on another date. If we cannot offer you an alternative option,
we will provide a full refund of the course fees. Civil Service College shall not accept
liability for any consequential loss and shall have no liability to reimburse any other costs
that may have been incurred, including transport costs, accommodation etc.
Intellectual property
All intellectual property rights, including copyright, patents, design rights and know-how
in or relating to the course or course materials provided, or made available in connection
with the course, remain the sole property of Civil Service College or its licensors and no
copies of course materials may be made unless expressly agreed in writing by Civil
Service College.
Force majeure
Civil Service College shall not be liable to refund of fees or for any other penalty should
courses be cancelled due to war, fire, strike lock-out, industrial action, tempest, accident,
civil disturbance or any other cause whatsoever beyond their control.

From time to time, we will send latest updates to you on the availability of programmes,
courses and events offered by Civil Service College. We may contact you by direct mail,
email and mobile phone by using your personal data registered with us at the time of
your booking. As always, we abide by the law to protect your privacy, so please be assured
