The Early Educational Entitlement
The Early Education Entitlement (EEE) free funding is available to all eligible two, three
and four year olds. Parents and Carers should not be charged an admin fee for free
entitlement places and should be provided with an invoice for any additional hours
above the free entitlement. Children will access the Early Years Foundation Stage
Curriculum.
Who can apply for early years funding?
You may apply for EEE funding for your child if you have parental responsibility.
Funding for Two year olds - Two year olds are eligible for EEE funding the term after
the second birthday. All applications for two year olds are made on line at
www.havering.gov.uk/earlyyears.
Parents/carers must have the following information to make the application:
 Full Name
 Date of Birth
 National Insurance Number
 Home Address
 Contact Number
Funding for Three and Four year olds - Three year olds from the term after the third
birthday and all four year olds are eligible for EEE funding and do not need to apply on
line.
A child born in the period
1st April to 31st August
1st September to 31st December
1st January to 31st March
Will become eligible for a free EEE place
1st September following the child’s 2nd or 3rd birthday
and all 4 year olds.

When can funding be used?
EEE funding is offered over a minimum of 38 weeks (34 weeks for independent schools,
accessing up to 10 hours funding in one day, between 7am and 7pm and with no more
than two providers. Children who attend a school nursery or Reception class cannot
claim EEE funding at a second EEE provider.


Parents / carers can access up to 15 hours per week during term time. This is a
term time only offer.
Parents / carers can access up to 10/11 hours a week up to 52 weeks of the year.
This is a stretched offer.

What information do I need to show the early year’s provider when I register?
You must provide evidence of the child’s full name and date of birth, your full name and
address and contact details.
Will I need to sign anything?
You may be required to sign registration forms for the early year’s provider which
confirms how many hours a week EEE funding you will be claiming. The early years
provider will also confirm their notice period should you chose to go to a new early
year’s provider.
Failure to provide notice to the early year’s provider will result in EEE funding not being
transferred to a new provider until the notice period has been completed; there could be
costs to the parent / carer in such cases.
Who can deliver EEE places?
Ofsted registered providers on the Havering Provider directory may deliver EEE places.
Eligible two year olds may attend Good and Outstanding Ofsted registered providers.
Three and Four year olds may attend Good, Outstanding and Requires Improvement
providers. We do not funding inadequate providers. A list of early year’s providers can
be found on the Havering Family Services Direcory.
Applications for a Reception class for September 2017
All children must start a Reception School class from the September after their 4th
birthday. If your child is born between 1 September 2012 and 31 August 2013, you
must apply online for them to start school in September 2017 between 1 September
2016 and 15 January 2017. Should you wish to know more about applying for

Please note that attendance at a school nursery class, with a Childminder or at an early
year’s provider on school grounds does not mean an automatic transfer to the reception
class of a school.
Who should I contact if I have a concern?
Please speak to your early year’s provider in the first instance as they know you and
your child. Should you feel your concern has not been managed you may raise a
formal
query
by
