Colleges across the country are discovering the high number of children on campuses
each year. Youth programs and activities bring tens of thousands of children to College
campuses annually.
It is a national trend for Colleges to update their protection of minors practices to better
assure children on campus are protected and to also put guidelines in place for employees
who interact with minors. The College now has a Protection of Minors Policy & Procedure,
policy #75005. The policy affects minors (under 18) that are not enrolled in credit or non-credit regularly scheduled
programs. For minors covered by the policy, the following changes will impact any programs serving youth on the
campuses:





Background checks will be conducted on employees and volunteers who have contact with minors. A clean background check is a condition of participation in programs with minors.
Employees will be required to register their program or activity with the youth protection coordinator 30 days in
advance of the program. This will allow the College to verify that the program standards are met and to also ensure
a record of the program for any future allegations against the College.
Training on appropriate behavioral standards with minors will be available and mandatory in some cases. The
behavioral standards include precautionary measures that may already be in place as good practice when working
with minors.
Suspected child abuse or child neglect is to be reported.
Past accounts of child abuse or child neglect are to be reported, as well.

FERPA
What constitutes an educational record?
Does a parent or spouse of a student have rights to view
the records?
Student’s educational records are protected through the
Family Educational Rights and Privacy Act (FERPA).

Crime Reporting: If You See Something, Say Something
Keeping safe on College campuses has gotten
increasingly more attention in recent years.
Colleges are governed by multiple laws
aimed at protecting College students and
employees. Colleges are responding to the
Clery Act, Violence Against Women
Reauthorization Act (VAWA) and Title IX—
each having intersection with one another.
Part of the requirements is an Annual Security
Report (ASR) that is produced each fall, which
details campus crime statistics, and is made
publically available.
All College employees should notify Security
if they know of or witness a crime on campus.
Additionally, as part of the Clery Act, specific
reporters are identified, Campus Security
Authorities (CSAs). CSAs receive information
on what is expected of them as part of the law.
VAWA is a newly reauthorized law that we are
required to comply with; it adds new categories
of crimes to report including:

domestic violence

dating violence

stalking
VAWA also mandates the adoption of certain
student disciplinary procedures; as well as,
education and awareness for all students and
employees on sexual violence.

Grants
project directors with two years or less
experience managing grants, although all
project directors are welcome to enroll and
participate. This course is designed to give
project directors a full orientation to all
aspects of effectively managing a federally
funded grant program.
The College has been increasingly successful in grant awards. Along with the benefits of
a grant award, are specific expectations
and requirements to follow. The Grants
office is here to help.
Recently, all project directors received the
MC Grants Compliance Manual, a tool to
provide information on roles and responsibilities, training, and gives a detailed
account of how to manage a grant from start
to finish.

In addition to the manual, the Grants office
began offering online project director
training. The course is of greatest value to
Compliance Training and Resources
The compliance office can help arrange for learning more about specific compliance requirements
through training sessions or by sharing resources
and information. Invite us to a team meeting or to
meet with a small group of colleagues. This is an
effective means of training and awareness to cover
specific needs. Possible topics include Title IX,
ADA, FERPA, Campus Security Authorities (CSA)
responsibilities through the Clery Act, Copyright or
Protection of Minors.
