Navy seen weathering sequestration

— Chief of Naval Operations (CNO) Adm. Jonathan
Greenert discussed the status of the fleet, readiness impacts due to sequestration,
and modifications to Navy
policies at a press conference July 19 at the Pentagon.
“Presence remains our
mandate,” Greenert said.
“This is what we are mostly
about, and it’s an essential
element of our defense strategic guidance.”
Greenert pointed out that
the Navy has about 95 ships
deployed and about 3,700 operational aircraft. The current
ship count in the Mediterranean has been higher than it
has been through the years.
USS Kearsarge and USS
San Antonio are positioned
in the Red Sea and stand
ready with a range of missions and operations if required. USS Nimitz is deployed to the North Arabian
Sea supporting ground operations in Afghanistan with
close air support, and piracy in the region is slowly
increasing and is becoming
more of a concern.
In the Pacific theater,
Talisman Saber Exercise,
started July 14, off the coast
of Australia and in the Coral
Sea. TS13 is an ongoing biennial training exercise with
Australia and currently has
George Washington Carrier Strike Group and Bonhomme Richard Amphibious Ready Group assets
participating.

Company at Officer Training Command Newport, recently answered the call of
the Feds Feed Families food
drive and donated over 1,200
pounds of food to the Newport Community Food Bank.
The contribution of Lima
Company’s 85 officers comprised over 20 percent of the
goal weight of 5,000 pounds
for Naval Station Newport.
After learning about the
program from their class
chief, Chief Aviation Maintenance Administrationman
Helen Sowinski, Lima Company pulled together and
collected over $700, allowing
them to buy well over half a
ton of food for the drive.
The class is modest about
its accomplishment: “Lima
Company would like to
thank Chief Sowinski and
Lt. Tomas Cavero,” the class
said in a combined statement. “Without their drive,
effort and motivation this
achievement wouldn’t have
been possible.”

Louis P. DiPalma (D-Middletown, Little Compton, Newport and Tiverton) and state
Rep. Raymond E. Gallison Jr.
(D-Bristol, Portsmouth) to
help active service members
exit automobile and housing
leases when they are moved
to a different station or deployed has become law.
The legislation, signed
into law by Gov. Lincoln
Chafee last week, will allow a service-member who
is moved to a different military base or is deployed for
a period of more than 180
days to unilaterally terminate a motor vehicle lease
on a vehicle intended for use
by the service-member or a
dependent by providing a
copy of his or her order or
a letter signed by his or her
commanding officer and returning the vehicle, without
paying a penalty.
With the same documentation, a service-member
who is moved or deployed
for more than 90 days will be
able to terminate a housing
rental agreement, effective
30 days after the lessee provides the notice, without an
early termination fee.
“In practical terms, service-members and members
of the National Guard or Reserves need a way to leave a
lease on little notice, since
they are so often called up to
action without much warning, or are moved from one
base to another,” DiPalma
said.
“But this is more than just
a practical matter. As the
men and women who defend our country, they deserve special consideration
and they and their families
should not be put at financial risk as a direct result of
their service to our nation.”
The two legislators introduced the legislation at
the request of Capt. Douglas Mikatarian, Commanding Officer of Naval Station
Newport, who asked for it
to protect service-members
from financial difficulties
when they are moved or deployed.
“This is all about taking
care of our young service
members who, through no
fault of their own, could be
faced with paying up to two
months’ rent on a home or
apartment in which they no
longer live,” he said.
“We are not talking about
service-members who simply choose to switch apartments, these are men and
women, many of whom live
paycheck to paycheck, who
are being ordered to move in
support of our nation’s defense,” said Mikatarian.
Many other state senators and representatives cosponsored the legislation.
Navy mobile units now require 9-digit ZIP code
NORFOLK, Va. — Effective immediately, anyone
sending mail to Navy mobile
units must use a nine-digit
ZIP code to ensure delivery,
according to a message released by Secretary of the
Navy Ray Mabus.
Mail not addressed correctly, including mail already
en route, will be returned to
the sender as undeliverable.
“Every mobile unit – ships,
squadrons, detachments, et
cetera – has a unique ninedigit ZIP code,” said Thomas
Rittle, Naval Supply Systems
Command Postal Policy Division director. “Commanding officers will provide the
correct ZIP codes to Sailors
so they can notify their correspondents about the new
address requirement.”
According to the message,
“The United States Postal
Service (USPS) is resizing
military mail processing
operations from two coastal
locations to one located in
Chicago to gain efficiencies
in military mail delivery. As
part of this effort, new procedures affecting configuration of mobile Fleet Post
Office (FPO) addresses have
been implemented to completely leverage automated
mail sorting equipment
and reduce manual sorting
workload.”
USPS automated equipment is set up to read the
nine-digit ZIP code separated with a dash between
the first five digits and the
last four digits.
The nine-digit ZIP code
is required for all classes of
mail.
ZIP codes are a system
of postal codes used by the
United States Postal Service
(USPS) since 1963. The term
ZIP is an acronym for Zone
Improvement Plan. All U.S.
addresses have a standard
five-digit ZIP code that specifies the post office where
mail is received.

Feds Feed Families going strong
The fifth annual Feds Feed Families Campaign continues
onboard Naval Station Newport with boxes located in Building 690; the Chapel of Hope; Newport Commissary; Navy
Exchange main store and at various commands.
Contributions are pouring in from all over the installation with Officer Training Command Newport leading the
donation total with 2,256 pounds, and the Navy Supply
Corps School close behind with 2,079 pounds. The total

Children’s Nights for fun
Night Out Against Crime
MIDDLETOWN — Sweet Berry Farm on
Third Beach Road continues its summer of
free outdoor concerts on Tuesday evenings
on the lawn, with optional featured menu
selections.
Visitors may bring blankets or chairs, and
picnic dinners. In case of rain, the program
moves indoors to the Event Barn.
On July 30, from 6 to 8 p.m., 6-DIGG-IT
will perform music from the last 50 years.
The Newport Police Department will host
its 12th annual National Night Out Against
Crime at Easton’s Beach on Thursday, Aug.
1, from 4 to 6 p.m.
The local event is part of a national effort to bring communities together with
police, social service agencies, neighborhood groups, businesses and organizations.
Lt. Kenneth Blakey and Cpl. Marie Duval from Naval Station Security will staff a
booth.
The Newport Fire Department is expected
to display a fire pumper, and Coast Guard
Castle Hill will bring a trailered RHIB patrol boat.
Included will be child ID kits and fingerprinting, bike safety tips, child safety seat
inspections, as well as a dunk tank and other
fun activities for families.
Easton’s Beach concert
The city of Newport offers free summer
concerts at Easton’s Beach on Tuesdays at
6 p.m. Each show lasts for approximately
90 minutes. In the event of rain, shows will

The Redwood Library at 50 Bellevue Ave.
has opened a new exhibit, Oliver Hazard
Perry: The Hero of Lake Erie,” The exhibit
commemorates the 200th anniversary of
Perry’s victory at the Battle of Lake Erie in
the War of 1812 against British naval forces.
Perry was born in South Kingstown, R.I., but
grew up and was married in Newport.
Pieces featured in the exhibit include artwork and artifacts from the Redwood Library, as well as Brown University, the Rhode
Island Historical Society, the Birmingham
Museum of Art, the Naval War College Museum, the Preservation Society of Newport
County, and several private collectors.
The free exhibit is open to the public
through January.

If you are 50 and older it is
recommended that you talk
to your medical provider
about getting vaccinated
against shingles also known
as "zoster." This disease is
caused by the same virus
that causes chickenpox.
After a person has had
chickenpox the virus rests
or lays dormant in the nervous system.
It is unknown why or when
it reactivates, but when it
does, it causes a painful rash
and blisters. Everyone, who
has had chickenpox, has the
shingles virus already. It is
just the luck of the draw of
who will develop shingles.
The chances are 1 in 5.
Shingles usually includes
a painful rash with blisters
that scab after 3 to 5 days.
The rash and pain usually
occur in a band on one side
of the body or area on one
side of the face.
Prior to the rash starting, afflicted often feel pain, itching
and tingling where the rash
will soon form. The rash takes
about 2 to 4 weeks to clear up.
Eligible beneficiaries, 50
years and older should come
to Immunizations at Naval Health Clinic New England (NHCNE) for your one
dose shingles immunization. It will help reduce your
chances of getting shingles.
If you already have had shingles you can still get the vaccine, it is not too late.
The most common side
effects are mild and include
redness, pain and tenderness at the injection site.
Headaches are also reported.
The shingles vaccine is a
live vaccine, so if you have
a weakened immune system because of treatments
or conditions, please talk to
your provider.
Also, if you are taking antiviral medication you need to see
your provider because your
medication will need to be
stopped for a short period of
time. If you are allergic to neomycin or gelatin you should
not receive the vaccine.

guests of the Japan-America Society of Rhode Isand
to participate in the 30th annual Black Ships Festival
opening ceremony, “A Celebration of Friendship,” at
Touro Park last Friday.

and guests of the festival to
honor and celebrate American and Japanese history,

Ships Festival originates
with the Treaty of Kanagawa
in 1854. Selected to lead an
expedition to the Far East
in 1852, Rhode Island’s native son was bestowed full
diplomatic powers in order
to negotiate a treaty with
Japan. The squadron of
black-hulled ships and two
steamships, which bellowed
“black” smoke, set anchor
in what is now known as Tokyo Bay.

“Eighteen previous expeditions, including four from
America, had failed to crack
the Japanese wall of isolation,” said Carter. “Perry believed that the others’ failures
had resulted from an insufficient show of strength and
ignorance of Japanese character –two mistakes he would
never make.”
Following Perry’s arrival,
he remained out-of-sight
and in his cabin for five days,
stating he would only consult personally with the Emperor’s direct representatives.
“His strength and persistence eventually won out. On
July 14, the Emperor’s barge
sailed down from Tokyo bearing two imperial princes.
They were met by a military
formation of 400 fully-armed
Sailors and Marines in formal
dress uniforms and spirited
martial music played by the
Navy band.
“Perry, attired in all his
naval formality and finery,
presented an imposing figure as he turned over letters
to the princes for delivery to
the Emperor. These letters,
from President Fillmore and
himself, were not treaties, but
promises of friendships, lists
of advantages of trade with
America and suggestion that
a formal treaty be drafted.”
Perry promised to return
the following year.
When he returned, the
Japanese were prepared to
negotiate and the Treaty of
Kanagawa was signed March
31, 1854. Under the terms of
the agreement, American
ships could now enter the
ports of Hakodate and Shimoda to seek assistance and
supplies. Additionally, American seaman would be protected in either port.
“It was these black ships,
which added a significant
page to the history of Japan,” read from the message sent by the Japanese
Minister for Foreign Affairs,
Fumio Kishida. “Japan and
the U.S. have become irreplaceable partners as allies
in the Asia Pacific region.
Today’s Black Ships Festival
is one of the best opportunities to remember the origin of Japan and U.S. relations.”

the maritime crossroads
where it matters, when it
matters.”
CNO addressed the
readiness impact of sequestration for FY 13 and
FY 14.
There is one carrier
strike group (CSG) and one
amphibious ready group
(ARG) deployed to each of
the Arabian Gulf and Western Pacific theaters.
However, the surge
force is a concern, Greenert said.
Currently, there is only
one CSG and one ARG
ready to surge if needed.
A year ago, the Navy had
three CSGs and ARGs
ready to surge.
Despite reduced operations and maintenance
spending in FY 13, Greenert said the Navy’s focus
is to keep sea commands
ready for deployments
scheduled for FY 14.
For FY 14, sequestration could reduce each
account by 10 percent.
The Navy possibly faces
deeper cuts for FY 14, because FY 13 used money
available from previous
years to help pad the effects of sequestration,
Greenert explained.
CNO’s goal is to preserve shipbuilding
and aviation contracts
through this process.
Furlough impacts to
the civilian force continue to be a challenge.
“Regrettably, we’re enduring furloughs,” Greneert said. “It’s an impact, I felt it last week. I

atmosphere and climate

review of Navy Exchange
alcohol sales trends at
base stores the data
showed a high volume
of sales occurring late
into the night and early
morning and were not in
line with mainstream retailers.

Lt. Robert Thorpe who
was assigned to the 39th
Fighter Squadron in New
Guinea in January 1944.
His P-47D Thunderbolt
was hit by fire and he was
captured, tortured and
beheaded by the enemy.
The family was never
able to recover his remains and they never
had details regarding his
death until research was
done by Newport author
Ken Dooley.
His research resulted
in a book due for release
in March 2014 titled,
"Broken Trust."
Dooley and state Rep.
Peter Martin (D-Newport) wanted recognition for Thorpe. Working
with Ripoli they agreed
that the solemnity of the
flag ceremony would
be a fitting tribute to
Thorpe and for his surviving family members
from Texas and Kentucky,
who attended and were
presented the national
ensign. About 1,000 attended the holiday ceremony.
The Division of Veterans Affairs was flooded
with e-mails and phone
calls after the program.
“The flag ceremony
was so moving, it gave
me renewed perspective
of the importance of our
country’s flag,” read one
e-mail.
“The ceremony was
one of the best Memorial
Day observances I’ve ever
attended, and I loved the
“Old Glory” poem. Where
can I get a copy of it?” one
