Illegal Dumping Is a Crime
Riverside County has taken a stance against illegal dumping. Code Enforcement has designated a Special
Enforcement Team that conducts random, unmanned video surveillance and patrols on major illegal dumpsites
county-wide. If convicted, you can be fined up to $5000. If the illegal dumping involves commercial quantities,
you may be imprisoned up to 6 months and fined $3000 upon the first conviction, $6000 upon the
second conviction and $10,000 for a third conviction. Vehicles may be seized and impounded for 30 days
when used in the act of illegal dumping, related costs may exceed $1,000.

Know Where Your Solid Waste Is Going
Any solid waste going to facilities within the Torres Martinez Desert
Cahuilla Indian Community contributes to illegal dumping practices
The U.S. Environmental Protection Agency
(EPA), the Torres Martinez Desert Cahuilla
Indian Community, and the U.S. Bureau
of Indian Affairs (BIA) have been working together to address the illegal dumping problem
on the Tribe's lands. There are no approved
waste disposal or recycling facilities within
the Torres Martinez Indian Community. Any
waste ending up at a facility within the Torres
Martinez Indian Community is being illegally
dumped. Illegally dumped waste often catches
fire or is purposefully burned endangering the
immediate and nearby communities. It can
also contaminate soil, air, and water.
You May Be Liable Under Federal Law. If
your solid waste ends up on lands within the
Torres Martinez Indian Community, you may
be liable under federal law for contributing to
the public health and environmental problems
caused by the illegal dumping of your waste.
You may also be subject to prosecution under
state and local laws. Those who haul waste to
the Torres Martinez Indian Community also
may be liable.

What is solid waste? Solid waste includes
garbage, scrap metal, wood, wall board,
empty containers, landscaping and yard waste,
construction and demolition debris, and tires.
