Kuchinski 737-2119 Vanessa Sandom 737-9104 Hopewell Township – Crossroads of the American Revolution Since the birth of our nation, many locations throughout the thirteen original colonies have laid claim to being the crossroads of the American Revolution. Yet Hopewell stands alone as the actual site where General Washington landed his troops after crossing the Delaware River on Christmas night in 1776, and then launched a surprise attack on Trenton. Most historians agree that the Battle of Trenton was the turning point of the war, thereby securing Hopewell’s historical place as both the geographic and inspirational crossroads of the American Revolution. Two hundred and thirty five years later, our citizens continue to pride themselves in the township’s historical significance, as we work towards innovative ways of preserving both the land and the character of the community. Like many municipalities throughout New Jersey, Hopewell currently finds itself at a fiscal crossroads. Due to substantial increases in the costs to run local government, nearly every town and city in New Jersey has had to reevaluate both its expenditures and revenues to hold the line on taxes. With state aid virtually unchanged, coupled with increases in contractual obligations, pension funding and the ever escalating costs of health care, Hopewell Township faces the challenge of delivering essential and desired services at a reasonable cost to our taxpayers. As it has done in the past several years, Hopewell Township continues to preserve open space and farmland by maintaining strong working relationships with local, county and state non-profit organizations. In doing so, hundreds of acres have been preserved in perpetuity. Yet there is much to be done. Applications are located within the Assessor’s Office. Understanding Your 2015 Assessment The land value for assessment purposes represents the neighborhood in which your property is located as well as topography, site improvements and any other influential factors pertinent to its location. The improvement value represents the cost to replace your particular structure or structures. In looking at your assessed value for 2015, it is very important that you look at the total assessment and not separate land and improvement values. When filing an appeal the total value will be considered. Dates To Remember ➢ Appeals for 2015 must be filed on or before April 1st for 2015 Tax Year. ➢ Farmland Application must be filed by August 1st. Applications will be sent in June. NEW 2015 Farmland Regulations A. The Income Threshold for farmland will now be $1,000 for the first 5 acres. (excluding Woodland which will remain at $500 for the first 5 acres) B. Properties with less than 7 acres must submit a descriptive narrative of the agriculture/horticultural activity. The clinic was used to prepare the health department and partners for a pandemic where mass immunizations of residents are required. Dr. Goldsmith along with several of the resident physicians, & many volunteers vaccinated over 206 residents in their vehicles as they drove through the public works garages. The cards include a digital photograph, finger impression and the bearer’s signature. • Fingerprinting - the police department also does fingerprinting for some employment, licensing or background checks. Fingerprinting of children is also performed. For additional information or questions on this service, please contact the department. Fingerprinting is usually done Tuesday evenings between 4 pm and 7 pm. We suggest you phone the police department (7373100) prior to coming in to ensure that an officer will be available to perform the service. PROJECT MEDICINE DROP Hopewell Township has joined the New Jersey Attorney General’s “Project Medicine Drop” initiative, and has installed a Project Medicine Drop box within the police department’s lobby. Hopewell Valley residents are invited to drop off any unused prescription medications anonymously and with no questions asked. Project Medicine Drop is an important component of the New Jersey Attorney General’s effort to stop the diversion and abuse of prescription drugs, including highly addictive opiate painkillers. Residents may visit the Hopewell Township Police Department at any time, 24 hours a day, seven days a week, 365 days a year, to dispose of their unused or excess medications. By giving New Jersey residents a safe and secure method to dispose of unneeded medications, Project Medicine Drop helps prevent the abuse of these drugs. This initiative also protects New Jersey’s environment by keeping these drugs out of landfills and out of the water supply. EMERGENCY NOTIFICATIONS The Hopewell Township Police/Office of Emergency Management uses a community information service called CODE RED to deliver important and timely information to our residents. This free service alerts subscribers to public safety threats and important community information via phone calls, e-mails, and cell phone text messages. Residents with Verizon or Comcast home phone service will automatically be registered to receive messages on their home phones. Residents with other phone service providers or those who wish to receive messages on their cell phones, text messages or email messages must self-register. To do selfregister, additional contact information, or for more information go visit the Hopewell Township web site at www.hopewelltwp.org and look for the CODE RED link. While the service is free, people opting to receive the messages on their cell phones should be aware that normal text messaging fees do apply. CODE RED will be our primary method of getting important information out to our residents. Other methods presently being used are- cable television notices and updates to the Hopewell Township web site. The police department stresses that while no method of emergency notification is foolproof, CODE RED will also allow us to make notifications to people, using several means, even if they are not at home, by sending both text and voice messages to their cell phone. Our master plan and zoning are based in large part on “water balance” or the balance between the volume of water removed from our groundwater supplies and volume of water returned to our groundwater supplies from rainfall, ponds, and innovative stormwater management techniques. The Township has installed solar panels, has performed energy audits and is making many changes in all of its municipal buildings to conserve energy. New budgets also include sustainable considerations. Hopewell Township is developing land use ordinances to require sustainable design considerations for all new land development. Sustainable living does not always require BIG changes: Small changes by many can make BIG improvements overall. Little changes reduce energy consumption which reduces energy production which reduces emission of carbon dioxide into the atmosphere. This gas has the greatest negative impact on climate change. Little changes include: • • • • • • • • • • • • • Increased recycling and reusing items bound for the trash Installing CFL or LED light bulbs Turning lights off and unplugging devices that use energy when not in use Reducing temperature of hot water heaters Replacing dirty air conditioner and heater filters Taking shorter showers Switching to a low-flow shower head, faucets, and toilets Washing clothes in cold water and hanging clothes to dry Proper tire inflation on all vehicles Finding routes to work that require less drive time Carpooling Using mass transit, bicycles, or walking whenever possible Buying local. Many food items have traveled over 1000 miles from where they were produced. Buying locally-grown food saves money and energy. Frozen food requires up to ten or more times the energy of fresh food. These changes can make BIG differences so please give them a try! BIGGER changes make BIGGER differences: The bigger the change the BIGGER the overall change. New Jersey’s Office of Clean Energy http://www.njcleanenergy.com offers many programs to assist homeowners and business owners in making bigger changes. They assisted Hopewell Township by funding energy audits of its municipal facilities which helped guide changes that offered not only reduced energy consumption but also changes that saved money. NJ Clean Energy offers the same type of assistance for homeowners and businesses. It is NOT complicated. Bigger changes can include new more efficient heating/air conditioning systems, new better insulated windows and better insulation. Which changes make the biggest difference can be found by performing an energy audit on your home or business. We encourage everyone to reach out to NJ Clean Energy. Leaves are one of the best fertilizers. Mow them into the ground and watch what happens. Greener grass occurs with less application of costly fertilizers. If you enjoy raking, you can create compost with your leaves to add to your garden, landscape plants, and potted house plants. Pile them in an out of the way section of your yard, turn them with a pitchfork every few months to add oxygen and in about a year, you’ll have great compost! Plant trees: Trees soak up carbon dioxide as they grow, offsetting some emissions. They also provide shade and reduce air conditioning needs. Install Rain Barrels or Build a Rain Garden: Reduce your outdoor water consumption by using “free” rain water instead of running your faucet. To allow for safe and efficient collection and to ensure that your brush is collected please follow these guidelines. Bulk is limited to 5 specified items, 4 bags/boxes not to exceed 40 pounds each (container shall be strong enough to support weight) and one 32-gallon container of wood and sheetrock. Placement of yard waste must occur on the frontage of the tax lot from which the yard waste originated. • Diseased material and firewood will NOT be collected. • Tree stumps, trunks and limbs in excess of 6” diameter will not be collected. • Brush in excess of above stated maximum brush pile size will NOT be collected. • Disposal of material in excess of the maximum brush pile size shall be the responsibility if the homeowner within 10 calendar days of the Township having performed collection for that lot. • Brush mixed with leaves will NOT be collected. Special instructions shall be issued by the Public Works Director in the event added brush collections are to be provided as a result of storm damage. Such instructions will be posted to the Township website www.hopewelltwp.org Freon Appliance Disposal Service – Non-refundable and Non-transferable cost is $25.00 per appliance and must be paid prior to pickup. Mail payment to, Attn: Public Works along with your name, address, phone number and type of appliance. Pickup is the last Thursday (non-holiday) of each month. *Tire Pickup – Non-refundable and Non-transferable cost is $3.00 per tire (16”dia. or less) and $10.00 per tire (16” to 20” dia.)
