Tom Keegan, WACTC president, called the meeting to order at 8:00 a.m., welcomed those present, and
asked for self-introductions.

MOTION:
It was moved and seconded that WACTC approve the November 9, 2012 Minutes
without corrections.

TREASURER’S REPORT
Jill Wakefield presented the WACTC Treasurer’s Report with an ending balance of $80,062.57 as of
December 11, 2012.

It was moved and seconded that WACTC approve the December 11, 2012 Draft
Project Request Report Guidelines for selection of the new 2015-17 major
capital projects to be added to the pipeline as presented and recommend
adoption to the State Board (Attachment A).

Lisa Skari, Public Information Commission (PIC) president, provided an overview of the Public
Relations Campaign Proposal.
MOTION:
It was moved and seconded that WACTC approve the Public Relations
Campaign Proposal as presented and charge PIC with moving forward on the
plan (Attachment B).

Michele Johnson called for an executive session at 8:15 a.m. to discuss contract negotiations with
Ciber and Oracel. No action was taken by WACTC during the executive session.
STRATEGIC VISIONING COMMITTEE REPORT – Rich Cummins, chair

Competency Based Degrees
MOTION:
It was moved and seconded that WACTC approve the Competency Based
Degrees Work Group’s Guiding Principles, Coalition of the Willing, and Timeline
as presented (Attachment C).

EDUCATIONAL SERVICES COMMITTEE REPORT – Jack Bermingham, chair

Program Approval Process for Applied Baccalaureates
MOTION:
It was moved and seconded that WACTC approve the applied baccalaureate degree
program approval process as presented (Attachment D).
