APPROVAL OF MINUTES MOTION: It was moved and seconded that WACTC approve the November 9, 2012 Minutes without corrections. MOTION PASSED. TREASURER’S REPORT Jill Wakefield presented the WACTC Treasurer’s Report with an ending balance of $80,062.57 as of December 11, 2012. EXECUTIVE COMMITTEE REPORT – Tom Keegan, WACTC president • Speakers at Future WACTC Meetings o Invitations to speak will be sent to Bruce Shepherd, President, Western Washington University and Elson Floyd, President, Washington State University’s President o Marco Azurdia, Northwest Athletic Association of Community Colleges (NWAACC) Executive Director – January Meeting • The Association o Winter 2013 Conference, March 8, 2013, Pierce College Fort Steilacoom CAPITAL BUDGET COMMITTEE REPORT – Bob Knight, chair • 2015-17 Project Request Report Guidelines MOTION: It was moved and seconded that WACTC approve the December 11, 2012 Draft Project Request Report Guidelines for selection of the new 2015-17 major capital projects to be added to the pipeline as presented and recommend adoption to the State Board (Attachment A). MOTION PASSED. OPERATING BUDGET COMMITTEE REPORT – Pamela Transue, chair • Tuition and Salary Comparisons with Other States • SBCTC Enrollment Plan and National Enrollment Patters • Wait List Survey Results December 14, 2012 2 LEGISLATIVE & PUBLIC INFORMATION COMMITTEE REPORT – David Mitchell, chair • Public Relations Campaign Proposal Lisa Skari, Public Information Commission (PIC) president, provided an overview of the Public Relations Campaign Proposal. MOTION: It was moved and seconded that WACTC approve the Public Relations Campaign Proposal as presented and charge PIC with moving forward on the plan (Attachment B). MOTION PASSED. • Messaging Materials o Pre-college and Adult Basic Education o Accelerate and Complete o 2013-15 Operating Budget Request o 2013-15 Capital Budget Request • 2013 Legislative Agenda - Draft TECHNOLOGY COMMITTEE REPORT – Michele Johnson, chair • ctcLink Project Update Michele Johnson called for an executive session at 8:15 a.m. to discuss contract negotiations with Ciber and Oracel. No action was taken by WACTC during the executive session. STRATEGIC VISIONING COMMITTEE REPORT – Rich Cummins, chair • Competency Based Degrees MOTION: It was moved and seconded that WACTC approve the Competency Based Degrees Work Group’s Guiding Principles, Coalition of the Willing, and Timeline as presented (Attachment C). MOTION PASSED. EDUCATIONAL SERVICES COMMITTEE REPORT – Jack Bermingham, chair • Program Approval Process for Applied Baccalaureates MOTION: It was moved and seconded that WACTC approve the applied baccalaureate degree program approval process as presented (Attachment D). MOTION PASSED.
