SPECIAL CONDITIONS

1.
Award of bids will be based on overall low bid meeting specifications. Bidders must bid
on all items to be considered responsive. All bid items that are part of the basis of
award should be bid at a fair and reasonable price; failure to do so may cause the bid to
be non-responsive. The Procurement Director shall be the sole judge of what is fair
and reasonable. The Procurement Director reserves the right to reject any or all bids
and/or waive any minor irregularities in the bids received, whichever would be in the
best interest of the County.
2.
The period of performance for this bid is from date of award through December 31,
2013. The bid will automatically renew for four (4) one (1} year periods, unless
otherwise terminated in accordance with General Information Items #12 and #14.
3.
All prices bid shall remain unchanged during the period of performance, as specified
herein, and as may be adjusted in accordance with General Information, Item# 18.
4.
Lead time to order meters must not exceed two (2) weeks.
5.
The majority of meters purchased under this bid will be for Master Meter Residential
meters and are listed on the bid sheet, however, Polk County Utilities (PCU) will require
the successful bidder to be able to supply any meter size and configuration that Master
Meter manufactures.
6.
The Bid Sheet contains the estimated annual quantity number. These numbers
presented on the Bid Sheet are for the years when PCU is changing out its meters and
may require the estimated annual quantity numbers listed. PCU changes out its meters
approximately every 10 years. The quantities of meters purchased by PCU will be
significantly less in the years the change out program is not occurring. This estimated
annual quantity is approximate only and in no way obligates PCU to any minimum
purchase of meters over the duration of the contract period.
6.
Prices submitted on the Bid Sheet must include delivery F.O.B to Polk County Utilities
Division, 3000 Sheffield Road, Eagle Lake, Fl. 33880.
7.
AU meters provided must be new and unused.
8.
Bidder must submit documentation they are certified to perform upgrades and
maintenance to current hardware and software utilized by the Master Meter Radio
Equipment and Handheld devices. Bidders that are not certified or do not submit
documentation shall be deemed as non-responsive.
9.
Travel and Lodging must be included in the price of individual meter cost on the Bid
Sheet.
10.
This bid is for the purchase of water meters and maintenance or data collection system.
Installation is covered under "Bid 12-068 Utilities Reclaim Water and Potable Water
Connection Water Meter Replacement". This bid can be found on the County's website.

If it becomes necessary to revise or amend any part of this bid, an addendum will be
issued and will be posted on the County's website at www.polk-countv.net/bids.aspx. It
is the sole responsibility of the bidders to check the website to ensure that all available

Services provided for this quote are funded from the User Division's operating
expenses; there is no established budget.
