Evacuees sustained by puchased groceries before cyclone and assistance from friends and family. 1 Stove is been shared by 7 families. There is not enough cooking utensils and pots. Evacuees cooking on fire outdoor during dry weather. SANITATION Poor sanitation, Flush Toilets do not have proper water supply, No water for cleaning hands, no clean water for washing clothes, health risk to mostly children. HEALTH SECURITY OVERALL COPING DISASTER TC Winston SECTOR WATER SUPPLY FOOD SUPPLY COOKING CAPACITY SANITATION Evacuees struggling to rebuild completely damaged houses. DISTRICT/ISLAND Rakiraki Village E.C. (Total of 37 Evacuation shelters) ASSESSORS DATE 24-Feb16 SITUATION/COMMENTS WAF water supply was cut off since TC Winston on 16Feb2016 and has not been reconnected. However, WAF water trucks have started supplying today 24Feb2016 morning. Villagers are managing with the limited water containers and/or buckets remaining to cart drinking water for their families. Household items, including plastic containers were destroyed as this becomes a need for families. Villages are still managing with left over root crops from their farms that could sustain families over the next few days. Otherwise, villagers have begun to shop for groceries at the Shiu Raj Supermarket in Rakiraki town which recently opened on 23Feb2016 two days after the devastation of cyclone Winston. Families have begun collecting firewood off broken branches and loose timber. Otherwise, other means of cooking e.g. Kerosene stove and gas burners are used by families. Families have rationed available food stock they were able to save during the cyclone and families sharing food at homes not destroyed. Due to the intensity of TC Winston and its devastation left behind its trail, many families are still struggling to reconstruct their roof tops back in place. The village homes in Rakiraki village have all been using Flush Toilets - and with the inconsistent water supply to most destroyed homes, families are now unable to use their toilet facilities. Families of Rakiraki Village have resorted to a nearby creek for convinience. The villagers also use the same creek for washing of clothes. There are a few households that are situated downstream from this swimming spot and could pose possible threat to future health issues if they decide to resort to the same water source. 4 FEA power source is completely destroyed. Broken power lines and poles have been seriously destroyed in many places and could take months of continuous repair. Because of no power supply, fuel stations have been crippled that now would cost generator users and lorry drivers to fill at the known nearest service stations operational in Korovou Town in Tailevu. POWER/FUEL ACCESSIBILITY (e.g. Truck/ Plane/ Boat etc.) Despite fallen trees and debri in and around the village, villagers are still able to move around to clear broken branches, roofing iron, glass, metallic objects, wood etc. The main road access to and from the village has been cleared. Villagers are able to reach Rakiraki town for groceries shopping. Our assessors came across victims of high blood pressure, diabetes, asthma, skin infections, and post traumetic mental stress, body pains, open cuts and muscle pain. A few leg injuries (2F, 1C M) were treated by the volunteers, mainly caused by unprotected or bare movement. HEALTH There was no report of pilfering in the Village and/or at houses used as evacuation shelter. Villagers are working collectively as a family to rebuild one another's houses. SECURITY OVERALL COPING DISASTER TC Winston DISTRICT/ISLAND SECTOR WATER SUPPLY FOOD SUPPLY COOKING CAPACITY SANITATION POWER/FUEL ACCESSIBILITY (e.g. Truck/ Plane/ Boat etc.) Wailevu Settlement (Naiserelagi Vlg) ASSESSOR DATE 25-Feb16 SITUATION/COMMENTS The settlement feeds from the 'Navunibitu Catholic Parish' main pipe supply that is sourced from a water source i.e. 1.5km from the settlement. One of the fibre 2000L water tank out of the 2 was blown away and the remaining one is still supplying to the Parish and settlement. Another creek that runs through the settlement is used only for bathing and washing. The creek is also used by livestock for drinking and cooling. This poses a threat to water borne diseases and other health issues. There are other households situated further inland that consume water from a nearby spring. The settlement is surviving from the partly destroyed Cassava plantations around the settlement, this observed to be very quickly rotting away; these plantations is believed to only supply the settlement over the next 10 days. Other agriculture cash crop such as banana has been totally destroyed, thus giving the settlement a serious income challenge. Families are coping with the abundance firewood source from broken branches in the area. Pots were saved during the cyclone. 100% of the houses in the settlement were completely destroyed; as such no indoor toilet facility is hygienically usable. The creek water is clear and is used for washing and bathing. The settlement FEA main power supply has been disconnected by broken lines since the landfall of TC Winston on 20th February 2016 ; there is no anticipation of reconnection anytime soon. Settlement is only 1km inland from main Kings Road and is already accessibly by vehicle. Fallen trees on road has been cleared by locals. There are 7 more houses further situated inland that cannot be accessed by vehicle due to fallen trees. 5 An elderly femaile 55yrs is suffering breast cancer and remains inside her partly destroyed home. Otherwise, there is no serious health issue at the moment 5 days after TC Winston devastation. It was at this settlement that a 12yr female was seriously injured and later died, as a result of injuries sustained when her family home collapsed on her, her mother and father. A 85yrs olderly male is suffering from diarrhoea, suspected to be caused by consumption of unclean drinking water. Other families are vulnerable to health issues if they continue to consume water from other springs. An 80yrs old female was reported to have been rushed to CWMH as a result of pneumonia. Another adult female was injured in the head by a flying piece of roofing iron during the landfall of TC Winston, however due to poor accessibility was rushed 4 days later to the CWMH on 24th February 2016. HEALTH There is no security threat to the settlement. SECURITY Survivors are generally struggling to rebuild their houses from whatever useful material they can find. There is despair in the people trying to adopt to a new beginning TC Winston has devastated in the peoples lives. The post traumatic stress on the elderly, the sick and parents would have serious repacussions on their health and future social stability. OVERALL COPING DISASTER TC Winston DISTRICT/ISLAND SECTOR WATER SUPPLY FOOD SUPPLY COOKING CAPACITY SANITATION POWER/FUEL ACCESSIBILITY (e.g. Truck/ Plane/ Boat etc.) HEALTH SECURITY OVERALL COPING Naiserelagi Village, Ra Province ASSESSOR DATE 25-Feb-16 SITUATION/COMMENTS The village water supply is from a spring water source 5km into the mountains that supplies to 3 reservoir rotar plastic tanks along the line to the village. The main pipe lines between these reservior tanks were destroyed during the cyclone. Water was restored 3 days after the cyclone to only undestroyed houses. Villagers revealed that the taste of water is not the same now. Many families are resorting to green coconuts. Washing and bathing is still carried out by villagers at a creek running along the village. Village Cassava plantation was completely destroyed and very quickly rotting. Villagers have begun supplying cassava to other less fortunate neighbouring villages. Villagers whose houses were not destroyed are likely to be using gas stove, whereas weaker houses that were completely destroyed were families cooking using firewook; these weaker houses are the most affected. All houses in the village use flush toilet systems. Villagers whose house were not destroyed have accommodated other families whose houses and toilet structures were completely destroyed, whilst the affected are slowly rebuilding their lives. Toilet facilities inside undestroyed homes are now being shared by neighbouring households too. As a result, there is more congestion of people inside the few spared houses which poses health risks, disease outbreak and post traumatic stresses. The village is not anticipating the return of the FEA power supply anytime soon, due to destroyed power posts and lines in the trail of TC Winston. The road access into the village is blocked by a concrete FEA line post; however village is situated along main Kings highway and village can travel freely out of Naiserelagi village. There is no health issue at the moment, but may arise after a few weeks. There could possibly be an outbreak of diarrhoea due to infected water source. There is no security vulnerability in the village community. Villagers have continued rebuilding slowly, but need tarpauline in order to safe guard their household items, especially clothes. At the moment, clothes that belong to those most affecte and house destroyed are kept in the few evacuation centres in the village. 6 DISASTER TC Winston DISTRICT/ISLAND SECTOR Nanukuloa Village, Ra Province ASSESSOR DATE 25-Feb-16 SITUATION/COMMENTS The village during their normal circumstances, were supplied drinking water from their village damn. This source that usually supplied drinking water to the Ra Provincial Office, Saivou District School and individual households within the premises was disrupted during the cyclone until supply recommensed 5 days later on 25Feb2016. WATER SUPPLY FOOD SUPPLY Vegetables and root crops were completely destroyed, which would seriously affect food security and later risks to NCD. COOKING CAPACITY Metallic and ceramic cookware were destroyed with house. Families are cooking together and sharing food at this early recovery stage. All houses in the village use flush toilet systems. Villagers whose house were not destroyed have accommodated other families whose houses and toilet structures were completely destroyed, whilst the affected are slowly rebuilding their lives. Toilet facilities inside undestroyed homes are now being shared by neighbouring households too. As a result, there is more congestion of people inside the few spared houses which poses health risks, disease outbreak and post traumatic stresses. SANITATION The village is not anticipating the return of the FEA power supply anytime soon, due to destroyed power posts and lines in the trail of TC Winston. POWER/FUEL ACCESSIBILITY (e.g. Truck/ Plane/ Boat etc.) Village is accessible as it is situated along main Kings Highway. There is no health issue at this point in time. There is a village nurse who is attending to minor cuts and bruises of villagers. Like other village communities in the province, health issues is anticipated to rise at the breaking point of human suffering. This would include Heart diseases, High B.P., Diabetes, Post traumatic disorder and social challenges. HEALTH SECURITY OVERALL COPING DISASTER TC Winston SECTOR There is no security vulnerability at this point in time. Villagers are slowly rebuilding their lives and struggling to put back roofs over their heads. This re-establishment will take a few months or years for those whose homes have been completely destroyed. DISTRICT/ISLAND Naboutolu Village, Ra Province ASSESSOR DATE 26-Feb-16 WATER SUPPLY SITUATION/COMMENTS The village has been completely destroyed but drinking water is still supplied from the existing water reticulation system. FOOD SUPPLY Vegetables and root crops were completely destroyed, which would seriously affect food security and later risks to NCD. COOKING CAPACITY SANITATION Families are cooking with firewood and using the limited pots and cookware saved during the disaster. Toilet structure were destroyed completely and villages do not have time and energy to dig pit toilets. Their priority is rebuilding their house to shelter their clothes and families. There is a river and stream that runs by the village which the women use to wash and bath. This water source is shared with animals. The village ground is soft and muddy, thus posing health risks in the future. 7 The village is not anticipating the return of the FEA power supply anytime soon, due to destroyed power posts and lines in the trail of TC Winston. POWER/FUEL ACCESSIBILITY (e.g. Truck/ Plane/ Boat etc.) HEALTH There is no security threat at the moment. Families are communally struggling together to rebuild shelters, clearing debri in the village, collecting scattered building materials, sorting out clothes that was blown away. There is mixed feelings about the devastation and calamity. SECURITY OVERALL COPING DISASTER TC Winston The village is accessible after tree branches and power lines were cleared by villagers immediately after the cyclone, however the vehicles still need to close a stream before getting to the village. Due to the severity of the tropical cyclone, the people need to be constantly reminded of the need for prevention of disease outbreaks and possible death from negligence. DISTRICT/ISLAND SECTOR Nokonoko Settlement ASSESSOR DATE 26-Feb16 SITUATION/COMMENTS The village is supplied drinking water from the village source a few kilometers inland. There are outdoor taps running as water reticulation into houses had been completely destroyed with the house structure. Women are seen to be washing and bathing in a nearby stream. Root crops have rotted away and villagers are resorting to supermarket food. Families are cooking with firewood and using cookware saved during the landfall of TC Winston. Toilet structure were destroyed completely and villages do not have time and energy to dig pit toilets. Their priority is rebuilding their house to shelter their clothes and families. There is a river and stream that runs by the village which the women use to wash and bath. This water source is shared with animals. Its youths are currently engaged as Disaster Response Volunteers at the Rakiraki Branch and have demonstrated prudence and understanding in their work. The older villagers have organised themselves through good leadership of its chief and recovered in spirit already; this as was seen in the joyous atmosphere of caring during the FRCS Suva Team's visit on 24Feb2016. DISTRICT/ISLAND Vatukacevaceva Vlg, Ra Province ASSESSOR DATE 27-Feb16 SITUATION/COMMENTS 8 Village is supplied drinking water from own source, i.e damn which was disconnected during the cyclone landfall but is restored and provides clean drinking water for the village community. All root crop (cassava) is completely destroyed; its roots have rotted. The village will have to replant vegetables and root crops to sustain households after its maturity from 4-12 months. In the time being, villages would have to resort to food supply from Rakiraki Town shops and help from donor agencies or the private sector. (as seen today to be supplying ration packs) WATER SUPPLY FOOD SUPPLY Victims are now using firewood to cook as many houses and kitchen were blown away during the cyclone. COOKING CAPACITY The village land is wet and many areas muddy. Toilet structures have been damaged and the village is at risk of diseases as a result of poor sanitation. Due to the many toilets destroyed, people would have to share toilet; and as a consequence septic tanks will fill up much quickly. Families especially children will find it tiring to go to outdoor taps to clean hands before and after eating. There are many horses, goats, dogs and chicken uncompounded within the village boundaries, this could lead to possible CSD outbreak if villages are not educated of health issues. SANITATION The village is not anticipating the return of the FEA power supply anytime soon, due to destroyed power posts and lines in the trail of TC Winston. POWER/FUEL ACCESSIBILITY (e.g. Truck/ Plane/ Boat etc.) There were 4 injuries reported to Fiji Red Cross volunteers during the IDA and transported to the Rakiraki Hospital. Children are vulnerable to CSDs due to shoes lost during the cyclone. There was pilfering in the village during the cyclone. Villagers are slowly rebuilding their lives and struggling to put back roofs over their heads. This re-establishment will take a few months or years for those whose homes have been completely destroyed. People are seen to be working together as a familly, although many heads of the families have fixed their roof tops and built temporary shelters to protect what is left of the devastation of TC Winston. Note: Due to the lapse in communication tools these highlighted needs were not reflected quicker, nevertheless these issues remain the same.
