1.
The Government of Islamic Republic of Pakistan has received financing from the World
Bank toward the cost of the “Disaster and Climate Resilience Improvement Project (DCRIP)”, and
intends to apply part of the proceeds toward payments under the contract for “Construction of
Concavo-Convex Guide Wall Spur Tied with Mole Head Spur at RD 2+750 of Colony
Protection Bund Downstream Left of Panjnad Headworks”.

The Project Implementation Unit (PIU), Punjab Irrigation Department, now invites sealed
bids from eligible bidders through Single Stage Single Envelope Bidding Procedure for the Project
located at downstream left of Panjnad Headworks, Tehsil Ali Pur, District Muzaffargarh. The
scope of works mainly consists of earthwork (including compaction, etc.) for the construction of
concave-convex guide wall spur and temporary diversion bund (if required) as well as raising of
the existing mole / sloping head spur. Apron pit shall be excavated through excavator / drag lines
to construct stone apron (stones in wire crates and dumping of stone without boats) along the guide
wall spur. The top and slopes of the guide wall spur shall be provided with stone pitching and
filter. The total estimated earthwork excavation for apron pit is about 2.4 million cubic feet. The
Contractor shall be required to arrange about 3 million cubic feet earthfill materials from private
borrow areas to construct embankments of the guide wall spur and temporary diversion bund. The
Contractor shall also be required to transport and supply about 1.8 million cubic feet of stone
materials from Sakhi Sarwar quary (located at average lead of 193 Km from the site of work) for
the stone apron, stone pitching works, etc. The whole Project works shall be completed within
limited period of 119 days. No margin of preference shall be applicable.

Bidding will be conducted through the National Competitive Bidding procedures as
specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting
Services under IBRD Loans and IDA Credits & Grants, January 2011, Revised July 2014 , and is
open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to
paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Interested eligible bidders may obtain further information from the office of Project
Director (PIU), Punjab Irrigation Department, Irrigation Secretariat, Old Anarkali, Lahore
Pakistan (Email: [email protected]) and inspect the bidding documents during office hours
from 0900 to 1700 hours at the address given below .

A complete set of bidding documents in English may be purchased by interested eligible
bidders upon the submission of a written application to the address below and upon payment of a
nonrefundable fee of Rs. 4,000/- (Rupees Four Thousand Only). The method of payment will be
through cash deposit. The document can be collected from the office of the Project Director (PIU),
Punjab Irrigation Department, Lahore.

Bids must be delivered to the address below on or before November 08, 2016 (1330 hours).
Electronic bidding will not be permitted. Late bids will be rejected. Bids (Technical & Financial)
will be publicly opened in the presence of the bidders’ designated representatives and anyone who
choose to attend at the address below on November 08, 2016 (1400 hours).

All bids must be accompanied by a Bid Security of about 2,900,000/- (Rupees Two Million
Nine Hundred Thousand Only).
