The Royal Commission on New Reproductive Technologies was established by the federal government on 25 October 1989. Since the 1970's, debate had grown over new reproductive technologies, and the ethical, moral, social, and medical issues they raised. Groups and organizations ranging from religious, legal, medical, academic, and women's associations all advocated for a constructive method of dealing with the issues. The Commission’s mandate was to inquire into the current and potential medical and scientific developments related to new reproductive technologies, considering in particular their social, ethical, health, research, legal, and economic implications and the public interest. The Commission was to report back with recommendations on what policies and safeguards should be applied. The original commissioners were Patricia Baird, Chairperson; Bruce Hatfield; Martin Hebert; Grace Jantzen; Maureen McTeer; Suzanne Rozell Scorson; and Louise Vandelac. Two members were added in August 1990: Bartha Maria Knoppers and Susan E.M. McCutcheon. Following a dispute which involved issues over how the Commission was administered, the appointments of four of the original commissioners were terminated in December 1991: Bruce Hatfield, Martin Hebert, Maureen McTeer and Louise Vandelac. The Sub-series consists of the records received, collected, and produced by Dr. Hatfield in his role as a commissioner.
