The victims were on foot in the area of East 14th St and 1st Ave taking pictures.
Several items were inside Kelli Nelson's purse when it was taken from the unlocked
vehicle. Kraig Nelson had his phone taken as well. There were no other people seen in
the area. The Nelsons said they were gone only about 10-15 minutes.

Jones advised that her NE license plates 21U952 had both been stolen while her vehicle
was parked at the Capri Motel. The license plates have been expired since August 2012. I

I was driving North on Ave I in the 900 block when I observed a vehicle South bound with
no head lights on. I turned around and once I caught up to the vehicle I noticed there
were no plates. I stopped the vehicle discovered the In transits which I had not seen
prior to initiating the stop expired in about a week. A routine request for driver's
license and insurance indicated the driver was suspended with no priors. I issued him a
citation while he called his sister and another licensed driver to come get him and the car.

On the above date, I viewed a red Honda make an improper turn onto Avenue B. A traffic
stop was conducted and the driver was identified as Justin Boe. Boe attempted to provided
false information to conceal his identity A records check showed Boe to have suspended
driving privileges. Boe was subsequently arrested for DUS, False reporting, and making
an improper turn.

On the above date, I viewed a regular cab truck driving on 12th Street occupied by four
people. Due the fact that the front seat was overloaded, I completed a traffic stop on
the truck. I contacted the driver, Brian Shelby and advised him of my observation. A
records check through dispatch showed Shelby to have a suspended driver's license and a
license pick up order in place. I advised Shelby of the same and took his license.

On 04/04/13 at approximately 8:48 p.m., I observed vehicle (NE plate #21-V705) traveling
West on E. 7th St. I observed the vehicle pull over in the 1500 blk E. 7th St. I
observed the driver to be Fernando Villarreal (DOB 02/28/82). I checked Fernando’s
license for suspension and communications advised that Fernando Villarreal license is
suspended. I observed the vehicle again began to travel West on E. 7th St. A traffic
stop was then conducted in the 700 blk E. 8th St.
Contact was then made with Fernando. Fernando was handcuffed, double locked, and transported to County Jail.

On 4-5-2013 units received information that Brandy Arrellano was currently at 816 East
11th Street and that she had an active warrant for her arrest. After a brief search
Arrellano was located hiding in a cellar. The warrant was confirmed through the
communication center. Arrellano was handcuffed which were double locked and checked.
Arrellano was transported to the Scotts Bluff County Jail without incident. The warrant
was for failure to appear on charges of theft.

On the above date, I viewed a blue SUV traveling southbound on 14th Avenue. The SUV then
turned onto 20th Street westbound without using a turn signal. I completed a traffic
stop on the vehicle and contacted the driver, Daniel Iasillo. When I asked for Daniel's
driver's license, he immediately stated that his license was suspended due to points. A
records check through dispatch verified the same. Daniel was subsequently cited for

While investigating a Shoplifting report at Wal-Mart I was checking one of the suspects,
Louis Briones 12/27/90, for any active warrants for his arrest. I was advised by the
Communications Center that Louis had an active warrant out of Box Butte County. Once the
warrant was confirmed Louis was handcuffed, double locked and checked for fit. After
completing the shoplifting investigation Louis was transported to the Scottsbluff County

On the above date, I viewed a silver car stop for a red light at the intersection of 10th
Street & Mobile Avenue while traveling northbound. The silver car proceeded through the
red light and continued northbound. I completed a traffic stop on the silver car. I
contacted the driver, Stanley Prater. Stanley advised that he didn't have insurance for

Annette McConnell said her daughter arrived home and found some wax or similar substance
had been sprayed in to the front door lock. The lock was not damaged; it just took some

On 4-12-2013 I initiated a traffic stop on a black SUV for driving without license
plates. The front passenger of the vehicle was identified as Michael Valdez through his
Nebraska identification card. I checked with the communication center and they advised
that Valdez had an active warrant out of Morrill County. The warrant was confirmed
through the communication center. Valdez was placed into handcuffs which were double locked
and checked for fit. Valdez was transported to Scotts Bluff County Jail without

Todd Kjosen called to report a female shoplifter had taken an HP computer. She was seen
getting in to a Ford Explorer with 1 county WY plates. The vehicle was stopped by NSP
near Ave X and W 20th. Officer Kiesel and the trooper escorted the vehicle back to WalMart. Investigation revealed each of the two females present in the vehicle had each

As Hayward walked her female mini schnauzer the neighbor dog, a female sharpee/heeler/lab
mix, pushed through a fence gate and the two dogs fought in front of that residence.
They were separated but Hayward’s dog received some sort of puncture wound on its side.
Knight, the other dog owner, is unsure if his dog is current on vaccination and will
check with Pioneer Animal Health on 04/15. He is doing a 10 day confinement at his
property for the time being.

On the above date, I was running stationary radar facing eastbound on 27th Street. I
viewed a silver car speeding westbound on 27th Street. I completed a traffic stop on the
car and contacted the driver, Troy Strodtman. While speaking with Strodtman, I could
smell the odor of burnt marijuana omitting from the car. I advised Strodtman of my
observation. Strodtman admittedly stated that he had smoked marijuana prior to my
contact. Strodtman then made a spontaneous statement that he had a marijuana pipe and a
meth pipe in his car. I completed a search of the car and both pipes were located. No
other contraband was located. Strodtman was subsequently cited for Poss. of Drug
Paraphernalia.

I was at Wal-Mart on another case when I was advised Tina Stamen was following two
juvenile males. As they started out the South entrance past the last point of sale she
stopped them. They were escorted in to the loss prevention office. Several items of
merchandise was retrieved off of each juvenile male. After concluding my investigation
each male was cited for shoplifting and released to an older brother.

On 4-15-2013 I initiated a traffic stop on a blue pick-up truck with no license plates.
One of the passengers in the vehicle was identified as Allen Stands. I checked with
communications and they confirmed that Stands had an active warrant for his arrest out of
Cheyenne, Wyoming. The warrant was confirmed through the communications center. Stands
was placed into handcuffs which were double locked and checked for fit. Stands was
transported to Scotts Bluff County Jail without incident. The warrant was a for a parole violation.

On Friday 04/19/13 at 1330hrs. Sgt. Kite assigned me an Intake on Adult Protective
Services. INTAKE #00490957. Allegations of an 81 year old female being assaulted by
staff. This Intake was assigned to Tom Youngquist with DHHS. I spoke with Youngquist on
