“The SCC recommends the HCAOG Board adopt the Regional
Transportation Plan 2014 Update – Variety in Rural Options of
Mobility (VROOM).”
Staff Summary:
After a year of administrative drafts, committee and Board reviews, public drafts, environmental
review, and public and agency comments, the final draft of the RTP 2014 Update, VROOM, is
being proposed for Board adoption. The contents of the RTP 2014 Update are:

The majority of edits to the final draft are relatively minor. Most revisions are in response to
comments received on the Draft Environmental Impact Report (EIR). Additionally, HCAOG staff

has made minor edits to fix errors brought to our attention. The following briefly summarizes
notable edits to the content of the RTP 2014 Update.
Chapter 1. Introduction
Greenhouse Gases and Climate Change: I more fully described how HCAOG participates in
planning activities to address the impacts of sea level rise and climate change.
County Demographics: Population characteristics are added (age, ethnicity, mobility, etc.).
Chapter 3. Commuter Trails Element
Existing Trail System: I added the Pacific Coast Bike Route.
Table Trails-1. Regional Trail Projects: I added Little River Trail (Hammond Trail Extension).
Chapter 6. Aviation Element
Table Aviation-5. Regional Airport Capital Improvement Plan (CIP) Projects: Humboldt
County projects are updated for the California Aviation System Plan: Capital Improvement
Plan 2014-2023.
Chapter 9. Finance Element
Financial Assumptions: I added an assumption that HCAOG and individual jurisdictions and
tribes will seek grant funds for transportation projects.
Chapter 10. Public Input
Public & Agency Outreach, and Environmental Review: I further described HCAOG staff’s
outreach activities to coordinate with federal land management agencies.
Caltrans–District 1 has requested that HCAOG add a chart of grand total expenditures and
revenues for all RTP projects. As part of fulfilling Caltrans’ request, I would like to calculate the
projected transit costs for the RTP’s 20-year planning horizon. I ask the SCC to review the
expanded Table Transit-4, Regional Projects for Public Transportation (enclosed), and check that
the multipliers and 20-year projected costs are correct, based on current knowledge.
