Terms of Reference Graphic and Layout Design of Riwaya za Chukua Hatua’s Newsletter and Case Studies Introduction Since 2010, Oxfam GB has been implementing an ambitious project called Chukua Hatua (Take Action), which aims to build capacity and mobilise for citizens to take action in demanding accountability from the state, ultimately resulting in better use of public resources and delivery of quality public services. The programme seeks to build active and responsible men and women who can demand their rights to essential services. The programme is facilitating citizens to interface with their leaders and through this interaction and joint approaches it is expected services will improve. Chukua Hatua project is working with more than 300 animators in regions of Shinyanga, Geita, Simiyu and Ngorongoro district in Arusha region. They include farmers, teachers, students, pastoralists, and councillors spread in more than 100 villages. The project has developed the newsletter titled, “Riwaya za Chukua Hatua” (Stories of Chukua Hatua). The purpose of the newsletter is to motivate animators and inspires more community members to take action through the sharing of skills, success and struggles of active citizens that works with the project in different regions. This newsletter has prove through monitoring visits, to be an important tool in encouraging citizens to take action as they feel proud and learn from each other. The project also has develop case studies that are used to attract donors to fund more and inspires characters to understand the wider role they have played in bringing change in their localities. We are therefore contracting a consultant to design the layout of the newsletter and case studies separately that will be shared to beneficiaries and donors. Purpose and Objective: The purpose and general objective of this consultancy is the high quality layout and graphic designs of the two documents that will be shared to wider audiences include direct beneficiaries (animators) and donors. The specific objectives: 1. To propose/advise the project team on the best design layout to be used as readers want to see something unit rather than unrelated parts of the information. 2. To develop high quality layout of newsletter that meet Oxfam standards that attracts readers. 3. To develop a masthead that is attractive using Oxfam Global font style with 20 size and Arial in the main body with 12 font size. Scope of the consultant’s work: A consultant will be required to select a sample of newsletters he/she has design and advice accordingly on the style to be used. He/she will make layout of two documents each with maximum of 12 to 15 pages in A4 size. The consultant will share the first draft for inputs from the Chukua Hatua team and then make a final copy of the documents in soft format that will be used by publisher. The consultant will have to submit the soft copy of product to Chukua Hatua Project Manager. Oxfam’s Role: Although Oxfam is depending on the expertise and ability of the consultants to design the documents there will be collaboration between the consultants and Oxfam staff to ensure that the process is implemented according to agreed terms. Moreover Oxfam will have to provide font style and the content to be used including text and photos. Likewise, we expect that any feedback along the way will also be communicated to Oxfam. Skills and Experience The desired specification and qualities of the consultant(s) are as hereunder: 1. University Degree on IT and Communications with major in graphic and design. In lieu of degree, at least 5 years of experience in the field of designing. 2. Experience in working with social media and content management preferred. 3. Strong facilitation skills on the application of Adobe Premier Photoshop. 4. Proven strong knowledge and skills of designing. 5. Strong interpersonal and analytical skills. 6. Experience of design for local and national organizations and government departments. Budget The budget for the assignment is TShs 5,000,000/- for designing 2 documents. Time Frame and Reporting This assignment will be done in September 2015 and the consultant shall work under the supervision of the Project Manager with strong liaison with logistics staff.
