Dear Valued Customers, Since 1985, the Lifeline program has provided a discount on phone service for qualifying low-income consumers to ensure that all Americans have the opportunities and security that phone service brings, including being able to connect to jobs, family and emergency services. Lifeline is part of the Universal Service Fund. The Lifeline program is available to eligible low-income consumers in every state, territory, commonwealth, and on Tribal lands. There are several upcoming changes that will streamline the Lifeline Program for everyone involved, including Palmerton Telephone and our customers. Beginning December 1, 2016, individuals can qualify for a Lifeline benefit by participating in one of these assistance programs or by income-based eligibility (subscribers at or below 135% of the Federal Poverty Guidelines): > Supplemental Nutrition Assistance Program (SNAP) >Medicaid > Supplemental Security Income (SSI) > Federal Public Housing Assistance > Veteran’s Pension & Survivor’s Pension benefit Please note, eligibility for Temporary Assistance for Needy Families (TANF), Low-Income Home Energy Assistance Program (LIHEAP), and the National School Free Lunch Program no longer qualify for automatic Lifeline Program approval. However, recipients of Veteran’s Pension & Survivor’s Pension Benefits may now qualify for Lifeline Assistance. In addition, the timelines for recertification will change after January 1, 2017. All subscribers must be recertified every 12 months from the subscriber’s date of enrollment. For subscribers enrolled prior to January 1, 2017, rolling recertification requirements will begin on July 1, 2017. Existing Lifeline recipients will not be affected by these changes until their anniversary date. In other words, if you have recently recertified (as most did in September), your eligibility will not be reviewed under the new guidelines until your current existing benefit year ends. NOVEMBER 2016 RECIPE Leftover Turkey Soup Ingredients: > 1 turkey carcass > 1 cup butter, cubed > 1 large onion, chopped > 2 large carrots, diced > 2 stalks celery, diced > 1 cup all-purpose flour > 2 cups half-and-half > 4 ounces fettuccine, broken into 2-inch pieces > 1/4 cup prepared stuffing, or more to taste > 2 teaspoons salt > 1 teaspoon chicken bouillon granules > 3/4 teaspoon ground black pepper > 1 pinch poultry seasoning, or to taste > Add all ingredients to list Directions: Place turkey carcass in a large pot or Dutch oven and cover with water. Bring to a boil. Reduce heat to medium, cover, and simmer for 1 hour. Remove carcass and allow to cool. Separate turkey meat from the bones. Cut meat into bite-size pieces; discard bones. Reserve about 12 cups turkey broth in a large bowl. Save remaining broth for another use. Melt butter in another large pot or Dutch oven over medium heat; cook and stir onion, carrots, and celery in melted butter until tender, about 5 minutes. Stir flour into vegetable mixture; cook and stir until smooth, about 5 minutes. Gradually stir in about 1/3 the reserved turkey broth. Bring to a boil; cook and stir until thickened, about 2 minutes. Stir remaining turkey broth, turkey meat, half-and-half, fettuccine, stuffing, salt, chicken bouillon, pepper, and poultry seasoning into half-and-half mixture.
