1. Statutory authority
Pursuant to section 60, section 60A, section 62(1) and section 167 of the Animal Products Act
1999 I notify the following:
(i) the issue under section 60 of the overseas market access requirements for dogs and cats to
Peoples Republic Of China PETANI.CN(OMAR)01.FEB.2016;
(ii) the determination under section 62(1) of the format and content of the official assurance for
dogs and cats to Peoples Republic Of China.
This notice takes effect from the 1st February 2016

2. Peoples Republic of China requirements
Dogs and cats exported from New Zealand to Peoples Republic of China must be accompanied by
an Official Assurance in the form of a completed zoosanitary certificate.
The zoosanitary certificate as specified below must be completed and certified, after due enquiry, by
an Official Veterinarian of the Ministry for Primary Industries.
Explanatory Note: If the zoosanitary certificate is not certified then the dogs and cats do not
satisfy the conditions in the notice. Likewise, if the dogs and cats do not satisfy the zoosanitary
requirements in the certificate, then the certificate will not be certified

IV: SANITARY INFORMATION

The rabies vaccination must have been administered at least 14 days prior to arrival in China and
not more than 12 months prior to arrival.

EXPORT CERTIFICATION
(This is not part of the official certification)

NOTES:
This is a new export certificate
1.
An import Permit is not required if the cat or dog is accompanying the owner on the same flight.
2.
This certificate is for non-commercial consignments only. This is classed as one (1) dog or one (1) cat
travelling on the same flight as the owner.
3.
If the human traveller (owner) has more than one (1) pet, the pets are treated as a commercial consignment
and therefore require an import permit and the tests/treatments as that for commercial consignments.
4.
The owner’s passport must be presented at the time of clearance. The name on the passport must match the
owners name on the health certificate and the rabies certificate.
5.
The vaccination records must be attached to the export health certificate, and the document must accompany
the dog or cat to China.
6.
All vaccination certificates must identify: the name and address of the veterinary practice, the name of the
attending veterinarian; the name of the owner of the dog or cat; description of the animal including age and
microchip number; the date of vaccination; the vaccine used including serial and batch number; and in the
case of the vaccination against rabies the use by date of the vaccine.
7.
The export health certificate must be completed within 24 hours of scheduled time of export to China and
stamped by the Official Veterinarian of the Ministry for Primary Industries.
8.
All dogs and cats on arrival in China are required to undergo post arrival quarantine for a minimum of 7
days in a centre designated by Chinese authorities.
9.
Pets can arrive in China in the cabin or as checked baggage or air cargo at international airports including
Shanghai, Beijing, Shenzhen and Guangzhou.
10. Exemptions for quarantine: working dogs, such as guide dogs etc. with the relevant certificates of
professional training, may be exempted from isolation quarantine.
11. Feed and bedding to be used during the isolation and transportation shall not originate from epizootic
disease affected areas and shall meet veterinary hygienic standards.
12. If you are planning on returning to New Zealand with your pet in the future, please contact the animal
imports group at MPI to obtain information on importing pets back in New Zealand. We strongly suggest
that this is done before your pet is exported from New Zealand as not every country can meet the New
Zealand import conditions, and so you may not be able to import your pet back into New Zealand. The

Section 61A Animal Products Act 1999 states that 'The Crown is not liable, and nor is the Director-General or any
employee of the Ministry liable, for any loss arising through the refusal or failure of the relevant authority of an
overseas market to admit export animal material or animal product to that market'.
