Accepting Payment at Face
for Parcel Number (21) 058-082.0-014.53
WHEREAS, the owner of 5944 Swanville Road #4 did not receive her initial tax
notice of 2005 because it was sent to the previous owner's address; and
WHEREAS, since the owner of 5944 Swanville Road #4 has already paid taxes in full
to Fairview Township and Erie County including the penalty amount, but seeks a
refund of that penalty; and
WHEREAS, Fairview Township has agreed to refund their portion of the penalty,
allowing the owner of Parcel Number (21) 058-082.0 014.53 to pay at the "face"
rate.
NOW, THEREFORE, BE IT RESOLVED by the County Council of the County of Erie,
pursuant to Article II, Section 3B (1) that penalties assessed to the owner of 5944
Swanville Road #4 for 2005 taxes be refunded allowing payment of 2005 taxes at
"face" rate.

Dear County Council:
I am writing to request that the late fee penalty be waived for my 2005 Fairview Township
and County taxes. Enclosed is a photocopy ofthe Final Notice.
Today, I received the final notice and when I called Cindy Pacansky to find out why, I
learned that the original tax bill had gone to Bruce T. and Deborah O. Minnick, 3028 Oakley Dr.,
Erie PA 16506. Mr. and Mrs. Minnick did not bother to return the tax bill to Ms. Pacansky last
spring.
In short, I never received the original bilL Apparently, the documents relating to the
purchase ofmy property at the above address were not registered by County officials and that fact
was compounded by the Minnick's negligence in acting in a timely, businesslike fashion.
I am new to the area and did know when tax bill were sent. I received the school tax bill
and paid that immediately.

Dear Ms. Dininny:
The Supervisors of Fairview Township received and considered your request to waive the penalty portion of your 2005 Township tax because you did not receive the original bill. They unanimously approved the refund of$11.25. Please pay the full amount at penalty to Cindy Pacansky, Tax Collector by December 31, 2005 to avoid additional costs if turned over to the Tax Claims Bureau. The Township will then refund the money directly to you. A copy ofthis letter will be forward to Erie County for them to make a determination for their portion.
