Per our conversation, please let us know if there are any further comments
required for the attached letter.
The 30th Signal Battalion Network Enterprise Center (NEC) Hawaii (HI)
Infrastructure Management Group (IMG) (aka Signal) is the Authority Holding
Jurisdiction (AHJ) for all US Army communications facilities on island. In
addition to US Army Signal there is the Government Service Provider, AT&T
under the JHITS contract that provides and maintains facilities for the four
branches of US Military Service.
We have been contacted by the GEC as well as three different contractors for
requests and accesses to US Military facilities that route parallel and
perpendicular to the proposed WOFH and Kam/Airport segments.
Additional concerns that may affect the EIS are the fuel lines that service
Hickam, these may need to be disclosed (if required).
Please let me know if you have any concerns.

The information addressed in the attached letter needs to be forwarded to
the 30th Signal Bn/NEC S3, Mr Takeya. My office will be tasked to provide
input back in March. Until we received the attached document, we were not
aware of this action.
We have been working with the State/City and the contractor for this project
and providing information. I will ensure your office is copy furnished and
response or information provided to the activities above in the future.
Mr Leroux (engineer) and Ms Hironaka (functional JTS Manager) are assigned
internally to work the overall project. To Date Ms Hironaka has already
provide maps and information to these individuals for phases from Kapolei to
Pearl City. This office has not received anything from Pearl City to the
areas raised in this memo.
Prior to this, 12 Aug 2009, review of segments B/C and Pearl Highlands were
reviewed and comments were provided, and on Dec 16 2008, this office
received Baseline Draft Corrosion Survey and report was received and
reviewed and comments were provided by to the requestor. I will ensure that
Ms Hironaka forwards this information for your records.
Note that the letter attached states that 3 CD were attached for this
requirement. This office has not seen this memo nor received these CD.
Until we are aware of the requirement, input cannot be provided. Please get
this information to this office ASAP. Please ensure this information is
passed through the 30th Signal Bn/NEC S3. There are JTS facilities in this
area, in which the Army wants to keep intact for future upgrade plans.
