Overview of New Process for Financial Aid Disbursements Heartland Campus Solutions assists your school with the electronic distribution of the remaining financial aid funds left over after school tuition and other school fees have been deducted. This agreement accelerates delivery of your refunds and makes them readily accessible on the NCMC Discover® Prepaid Debit Card within minutes of receiving email notification that funds have been credited to your card balance. In the past, your school issued paper checks for these funds then mailed them to your address. When received 3 to 5 days after mailing, you would then have to cash or deposit the check, which may have additional cost and delay to you. Previously, a number of checks were returned to NCMC due to outdated or undeliverable addresses which may have further delayed delivery of your funds and in some cases checks could be lost in the mail or stolen. In a worst case scenario, your check could be cashed by someone else requiring cancellation of the first check and reissuance of a second check further delaying the delivery of your funds. Because your school now transmits your excess funds directly to your Discover® Prepaid Debit Card, there are no more delays caused by issuing, mailing, and cashing or depositing paper checks. Once you receive the email notifying you that funds have been credited to your card, you may immediately use your cards to access those funds by shopping online or at local Discover® merchants, or going online to www.OneCardGivesBack.com/NCMC to check out other options such as Bill Payment, transfer to another financial account, and more. Frequently Asked Questions How do I get started? You must activate your NCMC Discover® Prepaid Debit Card before use. Click the Activate My Card button at www.OneCardGivesBack.com/NCMC. You can also activate by phone. Call the toll-free number printed on the back of your card and follow the activation instructions. Once you have activated your card, it is ready to use. Both cards are linked to the same balance so whether you use your Discover® prepaid debit card or Pirate Gold card, you are spending or withdrawing money from the same balance. 1 of 7 Rev. 07NOV2011 Where can I view my cards’ transaction history? You will find it easy to use the www.OneCardGivesBack.com/NCMC web site where you can view the transaction history showing when you used your NCMC Discover® prepaid debit card or Pirate Gold. Take a tour of the site to learn how you can transfer funds, authorize relatives who can send you money, use a credit or debit card to load funds, search for merchants, and more. I want to pay my landlord and utility bill, why doesn’t this account include paper checks? Simple, pay faster and easier by logging into www.OneCardGivesBack.com/NCMC and click on “Bill Payment - The Easy Way” then select who you want to pay and how. You can send them a paper check or pay electronically directly from your computer. You will be asked to sign up and agree to the small fee for this service. Questions? You can click on Demo to preview the service without signing up. You can also set up PayPal using your Discover card as a payment source. Are there fees associated with using my Pirate Gold card or Discover prepaid debit card? There are no charges for purchases with your FDIC-insured card account or when electronically transferring funds to another account using ACH. It may take 2-3 days for those funds to become available at the recipient bank. There are also no charges for using your NCMC Discover® prepaid debit card to make purchases, or withdraw funds at the Acceluraid ATM located inside the Ketcham Community Center Lobby. For additional fee information, see Appendix A as shown in your Cardholder Agreement that accompanied your NCMC Discover® prepaid debit card. Why do I need the PIN or ACCESS CODE number? Your PERSONAL IDENTIFICATION NUMBER (PIN) is required to withdraw funds from an ATM and may be required at merchants, such as Wal-Mart, if you elect to receive cash back while making a purchase. The ACCESS CODE is used to gain access to the web site and the Voice Response system. Your ACCESS CODE protects your financial card, funds, and information from others. Decide on a memorable but hard-to-guess PIN and ACCESS CODE prior to activating your cards. We recommend making these secure codes the same for both the NCMC Discover® prepaid debit card and Pirate Gold OneCard to make it easier for you to remember them. Do I have to activate my Pirate Gold OneCard in order to use my excess financial aid funds? 2 of 7 Rev. 07NOV2011 No, you can activate just your NCMC Discover® prepaid debit card to access those funds. Can I access my excess financial aid funds with my Pirate Gold OneCard? Yes, you can use it on campus at any location accepting the Pirate Gold OneCard, at the Acceluraid ATM located inside the Ketcham Community Center, and any local merchant displaying the Pirate Gold OneCard logo. Account Questions Do I pay any fees with the cards? No, there are no monthly card fees or minimum balance fees. Can I write paper checks on my NCMC Discover® debit card or Pirate Gold OneCard account? No, but you can request a paper check payable to someone else or yourself using the optional Bill Pay service. Also, most billers allow you to pay directly with your NCMC Discover card. Can I load funds to the Pirate Gold OneCard without loading them to the NCMC Discover® debit card? No, you are not loading funds to either card. You are loading funds to the Online Account (OAN) that both cards are linked to by the system. Both cards share the one account and deduct funds from the one account when you use either card. When you look at your one account transaction history, you will see transactions created by both cards, all recorded in the transaction history. Can I ask any employer, school or other to deposit my paycheck into my account? Yes, you can give your employer the Bank Routing Number, 103 100 195, and the OAN number as shown on the front of either card (the same OAN is on both) for the checking account number so your payroll funds can be electronically deposited to your Pirate Gold OneCard / NCMC Discover® debit card account -- saving you a trip to the bank or finding a place to cash the check. No, all information is kept confidential and only used by Heartland Campus Solutions in providing this service to your school and you. Card Questions What is the Pirate Gold OneCard? It is the official college photo identification card issued to all students, faculty, staff associated with NCMC. What is the NCMC Discover®prepaid debit card? The NCMC Discover® prepaid debit card is a pre-paid signature debit card accepted online, over the phone, and in person, at Discover merchants worldwide. It is automatically issued to students currently enrolled at NCMC and it will receive any refunds or payments your school remits to you. What is the OAN number shown on the front of the Pirate Gold OneCard and the NCMC Discover® prepaid debit card? OAN stands for Online Account Number. It is a 14-digit number representing the financial account linked to both your Pirate Gold OneCard and NCMC Discover® prepaid debit card. This number acts like the checking account number shown on the bottom of a paper check. When you want to transfer funds to your account, you will need to use this number plus the 9-digit bank routing number 103 100 195 that is shown on the back of your card, also known as a routing transit number. 4 of 7 Rev. 07NOV2011 Where can I use the NCMC Discover® prepaid debit card? You can use it to make purchases at any merchant displaying the Discover® Network logo. There are over 130 merchants in Trenton, Missouri accepting the NCMC Discover® debit card and over 1,100 merchants ready to accept the NCMC Discover® debit card within a 40 mile radius of Trenton and millions worldwide. You can also use your card online, with any website that accepts Discover®. Can I make purchases on-line with my NCMC Discover® prepaid debit card? Yes, you will have to use the CID, a 3-digit code, printed on the back of the card, for verification. Some websites may refer to the CID code as a CVV, CIC, or CVV2 code.) Do I need a PIN number to use either card at merchants? No, the only time you will need a PIN number is for ATM withdrawals. What if I forget my PIN number? Call 866-400-8627 toll-free, 7 days a week, 24 hours a day. Your PIN can be reset after verifying that you are the owner of the card. If you can’t answer the security questions, then you will have to report the card lost and request a replacement. What do I need to do if I lost my Pirate Gold OneCard? Report it by calling 866-400-8627. We will immediately “lock” your Pirate Gold OneCard, which means it can’t be used anywhere as a financial card. We will send a notice to NCMC to let them know your card has been locked and they will take the appropriate steps as it relates to campus usage. IF you find your card before going to the NCMC campus card office to get a replacement, call us. We can immediately “unlock” your card and you will not have to get a replacement card. What do I need to do if I lost my NCMC Discover® debit card? Report it by calling 866-400-8627. We will immediately “lock” your NCMC Discover® debit card which means it can’t be used anywhere as a financial card. NCMC will NOT be notified of your 5 of 7 Rev. 07NOV2011 lost card since it is produced by our financial partner. It will remain locked until you contact us to let us know you either found it or you need a replacement card. IF you find your card, we can immediately “unlock” your card and you will not have to get a replacement card. IF you report your card lost, we will order a replacement NCMC Discover® debit card for you and you should receive your new card with 3 to 4 business days. There is a charge of $5.00 for the replacement NCMC Discover® prepaid debit card. Financial Aid Questions How will I know when excess financial aid funds have been transferred to my Pirate Gold / NCMC Discover® debit card account? You will receive an e-mail message to your school e-mail address when funds are disbursed to your NCMC Discover® card. You can visit www.OneCardGivesBack.com/NCMC; select the Green Button labeled “Manage Your Account”, which will then allow you to edit the profile used for your account where you can set e-mail alerts. How long do I have to wait once I’ve been notified? The funds are immediately available when you receive the alert email. How can I withdraw excess financial aid funds? You have several options for withdrawing excess financial aid funds. - When shopping with your NCMC Discover® debit card at national chain stores, such as WalMart, you can ask for cash back at no cost. The cash-back limits are set by the store. - Use the Acceluraid ATM located inside the Ketcham Community Center on the NCMC campus. There are Transaction Limits and Daily Limits shown in Appendix A of your Card Holder Agreement. - You can transfer funds to a financial account of your choice at no cost to you if you go to www.OneCardGivesBack.com/NCMC , select the Green Button labeled “Manage Your Account” and select the function supporting the transfer of funds to another financial account. - You can use the Bill Payment feature on www.OneCardGivesBack.com/NCMC to have a paper check mailed to you. You must enroll yourself before using the Bill Pay service and the Bill Pay website has its own, separate Login ID and PIN (which you choose during enrollment). 6 of 7 Rev. 07NOV2011 - If you have a bank account, you can take your NCMC Discover® card to your bank and ask them to move funds from your card to your bank account using “cash advance”. *Be sure to ask whether your bank charges any fee for the cash advance service. Can I withdraw financial aid funds for free? Yes, you have several options for withdrawing excess financial aid funds at no cost. - When shopping at national chain stores, such as Wal-Mart, you can ask for cash back at no cost.
