Residents vote on who they think the winners should be. This year Carolyn Sturgis and Don May were crowned with each receiving 10 votes. Baxter Springs City Council Considers New Sales Tax BAXTER SPRINGS The Baxter Springs City Council began discussions which will result in a sales tax increase to be considered in this falls election Tuesday night. City tax revenues have dropped nearly sixteen percent in 2016 and proceeds from property taxes have fallen between twelve and fifteen mils. The decrease is largely a result of business closings led by the departure of Walmart in 2015. Councilwoman Sherri Howey said the initial discussion began with consideration of a sales tax of onehalf to one percent but was slowed by the realization that an increase would be felt most by local businesses selling big ticket items such as autos. Mayor Randy Trease said “you go through McDonald’s and get a Coke ;( now) your total will be $1.09. A penny is not going to be a large issue”. Councilwoman Howey said the issue has been in informal discussions over the past two years but, “We need to create an early proposal to educate the public. The sales tax hits everybody. We can’t just keep taxing and taxing”. The council is expecting to have a proposal for public comment developed by June. The council also considered an update to the rules controlling employee behavior regarding the use of tobacco while on the job. Discussion was centered on whether the update would be restricted to smoking or to all types of tobacco. Councilman Jimmy Younger said the distinction is important because “99% of employees chew”. City Attorney Robert Myers said the issue comes down to” restricted smoking or tobacco free”. Mayor Randy Trease said he has had complaints from employees entering a city vehicle after its use by a smoker and the issue is “Just something you have to address”. The issue was tabled until the next council meeting while Myers works with city clerk Deb Wixon to research past ordinances and highlight areas where an update is needed. In other business, the council approved the use of Kiwanis Park for a May 6th Car Show and Crafts Fair to be hosted by the 80’s Mega Reunion, it is being called “The Spring Fling”. They also heard from Tom Rogers representing the Twelve One Group with the initial plans for the “Mother Road Marathon” to be held October first. Rogers told the council that plans are underway to create a three to four day event which is expected to bring significant revenue to Baxter Springs businesses, The group is hoping the event will grow the be one of largest marathons in the U.S.. Rogers said more information will be available as the event nears and that he will be requesting cooperation from the city of Baxter Springs as the final logistics become more defined. February 17, 2017 - Page 3 Billy Joe Gold RIVERTON - Billy Joe Gold, age 87 passed away at 6:25 pm, Monday, February 13, 2017 at Quaker Hill Nursing Home, Lowell, KS following an illness. Billy was born April 20, 1929 in Hurley, Missouri. His parents were Clarence and Vergie Mae (Houser) Gold. He lived in Hurley until 1949 when he moved to the Southeast Ks. He was a welder and mechanic. In 1950, he began working at Eagle-Picher Industries. Then between 1967 and 1986, he worked at B F Goodrich, Miami, OK. He retired in 1988 from the Kansas Ammunitions Plant, Parsons, KS. He enjoyed restoring old tractors and classic cars, gardening and his Harley Davidson motorcycles. He was married to Margaret Easley in Baxter Springs. She passed away in 1980. Then in March, 1982, he married Carolyn Tauer. She died in 2002. He then married Sandy Burke February 14, 2005 in Riverton, KS. She survives. He was also preceded in death by his parents and three brothers. Surviving besides his wife, Sandy Gold, of Mulberry, Dorthula “Dot” Stone COLUMBUS - Dorthula Tiny (Cook) Stone, age 100, commonly known as “Dot”, passed from this life at 7:58 PM on Tuesday, February 14, 2017 at Medicalodge of Columbus. Dot was born in Galena, KS on January 1, 1917, a time that our country was in the midst of the First World War. She was the daughter of Walter Cook, a lead and zinc hard rock miner, and his wife, Lottie (Dalton) Cook. She attended Lowell School in Low- ell, KS. Dot married Lemmie Edward Stone, Sr. in Galena in 1933. Together, they operated a family farm near Crestline for many years where they worked with horses. She worked hard as a homemaker and the faithful wife of a farmer. She loved to work in her garden and cook for her family, and spent a great deal of time reading her Bible. She was formerly a member of Empire Mission Church in Galena, and attributed her long life to just one thing: “Every once in a while I talk to the man upstairs, and he ain’t forgotten me yet”. It’s true that she wasn’t forgotten, because God brought her home this past Tuesday. Her husband, Lemmie Stone, Sr. preceded her in death on December 17, 1984. She was also preceded in death by her parents, Walter and Lottie; one daughter, Kathleen Medley; and numerous brothers and Garry Leon McClendon MIAMI - Garry Leon McClendon, 76, of Miami passed away at Integris Miami Hospital on Sunday, February 12, 2017. He was born on January 1, 1941 in Carthage, Missouri to Wiley and Opal (Lewis) McClendon. He married his love of fifty-four years Ella McGehee on June 29, 1962. He worked at Lazy Boy in Neosho Missouri for thirty years and then at Umicore in Quapaw. He raised his family in Seneca, Missouri, and then he and Ella moved to Miami about eleven years ago. Garry also pastored Church of God “Holiness” in Wyoming, Missouri and Oklahoma. He enjoyed farming, horseback riding and working in the yard, was pretty much an outdoor person. Mr. McClendon was preceded in passing by his parents Wiley and Opal McClendon, and a brother Leonard Wayne McClendon. She had volunteered time at the Baxter Springs Thrift Shop. Alice enjoyed crocheting, cooking, baking, bowling, and spending time with her family and friends. Patricia Sue Johnston Gilley JOPLIN - Patricia Sue Johnston Gilley, age 83 of Joplin, Mo Was born the first child of the late James C. (Pat) Johnston and Ethel M. Hodge Johnston on December 16th, 1933. She passed away February 14, 2017. She was known by several nick-names… “Pooch”, “Precious Stew”, “Patty Sue”, and “Pat”. But to those closest to her she was always “Patty”. She shared a happy childhood with her younger siblings, Wanda (Carroll, Webb City), Dennis, Ron both of Joplin and Jess who preceded her in death. She attended school at Alcot, Woodland and Oakland in Joplin and graduated from Webb City High School with a letter in art. Though she had no further formal education, she was an avid reader and accumulated a vast knowledge of many subjects that interested her. She was a gifted, self-taught musician; able to play many instruments. Blessed with a phenomenal memory, she en- tertained friends and family with her imaginative story telling abilities. She attended a Pentecostal Church where she met and later married Stephen S. Pennock of Galena, Ks in 1952. To this union, her only child, Stephen Michael Pennock was born on Feb 14th, 1953. Twelve days later her husband Stephen was killed in a tragic accident. Patty worked in various jobs in the area but was happiest as a homemaker. She met and married J.W. Gilley in 1960 and moved to Kansas City where she lived for 25 years. There she built a home of warmth and serenity. Gardening, quilting, writing, playing volleyball and being a second mother to Stephen Michael’s friend, many of whom call her “Mom” to this day. When her son married Debra, and presented his mother with three grandsons her life was truly compete. She and J.W. were care givers for the two oldest boys, Stephen, Samuel and Jason until they started school. Both these heroic young men are marines, now retired on medical disability after 5 tours in Iraq, Afghanistan and Yemen. The youngest grandson, Patrick lives with his parents and works for the Olathe School District. Patty was a member of the First Presbyterian Church of Joplin since January 2001. She found lasting friendships with may members. Her fam- Roger L. Pollard BRANSON - Roger L. Pollard passed away Saturday, February 11, 2017 at the University of Kansas Medical Center in Kansas City, Kansas at the age of 70. He was born on February 24, 1946 to Charles R. and Wilma (Dixon) Pollard at their home in Coffeyville, Kansas. He graduated from Baxter Springs High School with the Class of 1964. He played 1 year of basketball for Coffeyville Community Junior College. He was drafted into the US Army in 1966 and earned the rank of Sergeant E-5 after only 18 months. Most of his service was spent at Ft. Polk, Louisiana. After the Army he returned to Labette Community College and Pittsburg State University receiving his bachelor and master’s degrees in accounting and business administration in 1973. On November 1, 1968 he was united in marriage to Georgia Lacen in Parsons, Kansas. They built a home north of Bartlett where Roger enjoyed gardening and working in his rock shop for 40 years. They were blessed with a daughter, Stacy, and enjoyed 48 years of marriage. While in college, Roger worked for the Kansas Army Ammunitions Plant. He worked briefly as an accountant in Parsons before going to work for the MKT Railroad. He retired as a conductor from the Union Pacific Railroad. He was an avid sports fan, especially of KU Basketball. In addition, he was the quintessential rock hound. A regular attender of the huge Tucson Gem and Mineral Show, he would find unique rocks from around the world which he enjoyed cutting, polishing, wire wrapping and selling at the many rock shows he attended across the country. He was a member of the Joplin Gem and Mineral Club. But the greatest love of his life was his family. Last June he moved to Hays, Kansas in order to be closer to his daughter and grandchildren. Roger is survived by his wife Georgia Pollard of Hays; ily and friends were the source of much of her happiness. Much joy and her life came from childhood friends, Julia and Lorene and later knowing her dear friend, Lorinda. She introduced Wanda to her circle and they shared movies, dinners, Scrabble and countless games of cards and dominoes. Patty had an abiding faith in god and God’s way. With her serene, non-judgmental nature she drew many into her circle of friends. She was always more than willing to help those who needed a helping hand. She hoped to be remembered for her character in integrity. She is survived by her siblings, Wanda Carroll, Webb City, Dennis and wife, Marcia, and Ron and wife Betty all of Joplin; son Stephen Michael and wife, Debra, of Osawatomie, Ks; grandsons Samuel and wife, Melissa of California, Jason of Arizona and Patrick of the Osawatomie, Ks; her only great grandson Stephen Anthony, many nieces, Funeral service will be held at 11:00 am Friday February 17, 2017 at the Mason-Woodard Mortuary & Crematory with Pastor Rick Main officiating. Burial will follow in the Ozark Memorial Park Cemetery. The family will receive friends from 10:00 am to service time at the Mortuary. He taught us daily to embrace life and live it on our own terms, cherish our time with those we love, and never take anyone or anything for granite, or granted, for that matter. He will be greatly missed, and we will cherish his memory in our hearts forever. A private family service will take place at the Kansas Veterans’ Cemetery in WaKeeney at a later date. Sheriff’s Office Pulling Long Days with Multiple Raids CHEROKEE COUNTY - It has been a busy week for the Cherokee County Sheriff’s Office. They started off on Monday morning just before 8:30 a.m., on Monday, February 13, 2017, the Cherokee County Sheriff’s Office executed a narcotics related search warrant at 327 South Minnesota in Columbus. During the course of the search, Investigators discovered suspected narcotics, including marijuana and drug paraphernalia. Two residents, 42 year-old Angela Collier and Levi Collier, 19, were both arrested and transported to the Cherokee County Jail on allegations of Possessing Marijuana and Drug Paraphernalia. They are being held in lieu of $3,000.00 bond, each. As detectives were processing the scene, another family member, Cody McLean is alleged to have sped at officers, who were able to avoid being struck. Deputies arrested McLean a short distance away and discovered suspected marijuana and paraphernalia in the vehicle he was driving. McLean is currently being held on allegations of Aggravated Assault on a Law Enforcement Officer, Possession of Marijuana and Possession of Drug Paraphernalia. His bond has been set at $10,500.00. “Our office has heard concerns from area residents of increased foot and vehicle traffic in this area and have been investigating the occupants of this home for potential illegal activity for the past month or so,” stated Cherokee County Sheriff David Groves. “One of the particularly concerning issues in this case is the home being located less than 500 feet from the Columbus High School. As the weather gets nicer, more and more kids will be walking to and from school. Drug activity is inherently dangerous, as demonstrated by one of the suspect’s actions this morning, and our office wants to be extra vigilant in making sure areas around our schools are free from the dangers associated with that type of activity,” continued Sheriff Groves. “I appreciate the work by investigators and deputies so far on this case, which is ongoing with additional arrests anticipated. I’m also appreciative of the Columbus Police Department being able to provide assistance in securing the neighborhood this morning,” concluded Sheriff Groves. After this raid was wrapped up they another on Valentine’s Day: An investigation into suspected drug activity resulted in the Cherokee County Sheriff’s Office executing a search warrant at 7087 Southeast Wyandotte Road just before 8:00 a.m. on Tuesday, February 14, 2017. Two residents were taken into custody after investigators discovered suspected marijuana and drug paraphernalia in the home. Marqus Deante Combs, age 29, and 26 year-old Brittney Danielle Hankins were both transported to the Cherokee County Jail on allegations of Possessing of Marijuana and Drug Paraphernalia. Bond has been set at $3,000.00 each. “This investigation started after our office received an anonymous tip from a resident about potential drug activity taking place at the residence,” stated Cherokee County Sheriff David Groves. “We appreciate the partnership our office has developed with members of the community and want them to continue to report possible suspicious activity to us. And after this raid they assisted the Galena Police Department with a Narcotic Search Warrant at 519 E 23 Terrace in Galena, KS. During the course of this search officers recovered approximately three pounds of marijuana, drug paraphernalia, and a hand gun. Christopher Kyle Degraff and Bobbie Joe Degraff were taken into custody for Possession of Marijuana with intent to distribute, Felony Possession of Drug Paraphernalia, Misdemeanor Possession of Marijuana, Misdemeanor Possession of Drug Paraphernalia and Criminal use of a weapon. They are both being held at the Cherokee County Jail on $32,000 bond. QUAPAW - Downstram Casino will be hosting the Mintahama Food Fight next week on the evenign of February 25th.
