vehicles as an alternative to fossil fuel powered vehicles,
vehicles pilot companies are expected
to set a positive example in urban mobility.
Project objective
o replacement of conventionally fuelled vehicles within target groups with Ebikes;
o E-bike market uptake;
o development of policies that stimulate wider usage of E-bikes
E bikes in urban
transport .
Project activities
E bike technology (pilot projects);
o testing and analysing Eo building understanding and raising confidence in E-bike
bike technology among
target groups;
o organisation of info days in pilot cities for promotion of E-bikes;
E
o creation of favourable conditions

This document contains useful information for successful long-term
long term implementation
in the field of electro-mobility,
mobility, specifically regarding electric bicycles and scooters for
the delivery of goods and people.
The key questions answered by pilot companies in this document:
document
o What type of e-bike/e
bike/e-scooter have you tested?
o What was the purpose of use of e-bike/e-scooter
scooter in pilot company?
o What where the main Advantages / Benefits of use?
o What where the main Disadvantages / Weaknesses?
o Will pilot company continue using e-bike/e-scooter in future?

Delivery all kinds of

They were very satisfied with
the use of e-bikes. E-scooters
were OK, but because of the
high price, future usage is not
feasible.
Using e-bikes is financially infeasible,
as e-bicycles cost 5.500 EUR.
In order to use e-tricycle, a few
changes will have to be made to the
vehicle
The company was satisfied
with the electric bicycles
and intends to buy 180

perfect for promoting company and fits well
with the mission of the company of being an
ecological print shop.
Considering fuel/electricity costs, maintenance
cost, insurance and salary for drivers, the
results have showed that the average cost for
each delivery made by e-bike is around 25%
lower than for those made by van. E-bikes
have been faster, more effective and less
polluting, providing benefits for both citizens
and delivery companies. Furthermore e-bike
usage improved the image of the company.
The 4-6 e-bikes completely replaced the two
traditional vans
Disadvantages /
weaknesses
Numerous
malfunctions
Continued use
of e-bikes/e-scooters
in pilot companies
The company will not use the escooter in future.
No weakness
The e-cargobike is still in use.
The company also bought an evan in order to make deliveries
outside the city of Genoa.
When it is raining,
it is not easy to
drive a fully loaded
e-cargobike
downhill.
A new node (the ee
bikes warehouse)
needs to be added
in the logistic
chain. Some
additional logistics
s
issues also need to
be taken into
account.
The company will continue using
e-cargobike for deliveries.
The company is still using ebicycles for the delivery. E-bikes
have been so effective that the
companied decided to start up a
platform completely dedicated to
fully electric vehicles (12 e-vans
and 6 e-bikes).

times more delivery (regardless of
workforce) since an e
e-cargobike is
more or less 4 times less expensive
than a (electric) car and maintenance
requires much less effort
Continued use
of e-bikes/e-scooters
in pilot companies
The company is satisfied with
e-cargobikes and is willing to
make some further tests.
They plan to overcome new
challenges with a four-wheel
e-bike and envision to test
the delivery of heavier goods
and to cover longer distances.
The company is satisfied with
e-cargobikes and plans to buy
more e-bikes.
The owner of company

The e-bike contributed to

addressed social

contributed to the
increase of the

It is difficult to motivate the employees to use it

There were a few technical problems,
problem e.g., when

necessary to call maintenance.
The weather conditions were also a barrier to the
use of e-bikes.

1 x escooter
The e-scooter was
used to perform
some of the counter

the use of a

some of the routes.
The e-scooter was a good
solution for shorter
distances. It also
contributed to the
emission and energy
consumption reduction in
the company, while
addressing the issue of
social responsibility
In general the experience
perience was not very positive.
The e-scooter was used on urban routes where the
distances were smaller. However in many
situations, the driver had to take the e-scooter
e
with him along the street, starting and stopping for
very short distances. This caused the battery to
loose its autonomy very fast, forcing the driver to
return to the services on foot,, since he could not
charge the battery anywhere else.

Another
negative factor is that due

batteries, the e-scooter

The introduction of an escooter allowed the company
to:
- replace some services by

- increase their services
while respecting the initial
concept (ecologic deliveries).
Regarding the e-cargo-bike,
the experience has been very
positive. The electric support
of the cargo bike provides
more efficient deliveries,
reliability and confort.
The introduction of an escooter improved the image of
the restaurant. Moreover, with
the introduction of an e-scooter

Disadvantages /
weaknesses
Continued use
of e-bikes/e-scooters
in pilot companies
Initially, the e-scooter
was used in deliveries to
the outskirts of Lisbon.
However, the low
autonomy of the battery
along with high recharge
periods was not feasible.
The main disadvantages
were high recharge time
(3 to 6 hours), high
purchase cost, and few
safe parking spots in the
city.
They will continue to use
e-cargo-bike in the
future.
Since the pilot started
tarted less

no weaknesses to report
yet.

Less polluting than cars
Low energy consumption
Low maintenance
More efficient and faster delivery compared to vans in the city center
Offering a new service to customers - increasing the competitiveness and
attractiveness of the existing offer
Promotion of company - great way to achieve market enlargement
Sustainability
o Lack of adequate charging stations
o Limited use because of limited range
which decreases in hilly areas – not
suitable for every part of the
urban/rural area
o Negative attitude of employees towards
the use of e-bikes/e-scooters
o Technical problems, malfunctions (e.g.
batteries, flat tires, broken pedals, etc.)
o The low autonomy and long period of
battery recharge that do not allow
deliveries in the outskirts of the city or
over longer distances in rural area
o Weather conditions (bad conditions in
using in winter time)
o Weight of e-bike/e-scooter
5 CONCLUSIONS : Proposed Improvements
EXPERIENCE WITH THE U
USE OF E-BIKES/E-SCOOTERS
PROPOSED IMPROVEMENTS :
o
o
o
o
o
o
o
o
Manufacturers
anufacturers should provide a second battery in case of rapid discharge.
Purchase cost of the e-bike
bike is considered too high compared to
o the cost of a regular scooter.
One pilot company recommends
ecommends more subsidies for e
e-bike purchase.
E-bike is too heavy
avy and requires some time for adapt
adaptation by users.
Local authorities can speed up adoption of E
E-bikes by providing subsidies for employment for daily
transport to work.
It would be good to modify the e
e-bike
bike for the transportation of food and to equip it with a thermo
container to keep food warm.
Refrigeration should also be available
The bike could be redesigned to transport bigger items of furniture

6 SUMMARY
The use of e-bikes and e-scooters by pilot companies has, in most cases, elicited a
positive response, as evidenced by the results. Because of the numerous benefits,

The electric vehicles tested by pilot companies were:
o

o
o
e-bicycles (in most cases),
e-tricycles
e-scooters
e-cargobikes.
The type of electric vehicle(s) tested was chosen based on the activities,
enterprises or services done by the various companies.
In most cases, the pilot companies were involved in the delivery of various goods,

better quality of provided services,
good feedback from clients,
promotion of pilot company.
Out of the 38 participating pilot companies testing e-bikes and e-scooters as a
means to carry out daily deliveries (materials, food and other services), 27
companies (71%) decided to continue using e-bikes and e-scooters in the future.
11 companies (29%) decided not to continue using e-bikes/e-scooters.
