Angers will host the 2017 World Electronics Forum.
# The World Electronics Forum in Angers, France - October 2017
Next October, and with the presence of local decision makers, global players in the electronics industry will come together in Angers to discuss the objectives they want to set for their
industry and the issues they are faced with, just as they did a few weeks ago in Singapore.
Over the last few years, France has been recognized for its technological dynamism.
At CES, “French Tech” highlights the strength of France’s startups, and the French
electronics industry maintains its position as a worldwide producer of excellence in
the electronics sector.
In these few words, I would like to express my deepest and warmest thanks to the WEF
board for having chosen Angers as their flagship city this year.
I will say a few words for Gary Shapiro more particularly, CTA President and CEO. I was honored to meet him in the Anjou area a year ago. He has helped us through the application
process with a lot of determination. The Angers population is grateful to him today.
Hosting the WEF is something exceptional for Angers and we will grab this opportunity with
enthusiasm.
During three days, the core of the world electronics industry will be in our city. The forum
will have a significant impact on the economy and media coverage of our region whose development also depends on such renowned international events.
The WEF will allow us to anchor Angers even more deeply in the European and global economy of electronics and smart devices, two state-of-the-art industries.
For the past few years, France has enjoyed a solid reputation for its technology boom. At
CES, La French Tech showcases the dynamism of French startups as well as the high level of
excellence and added value of the French electronics industry.
Cradle of the French electronics industry, the Angers metropolitan area is at the heart of
this unique ecosystem in Europe. The 2017 WEF confirms this reality and encourages us to
surpass ourselves in terms of innovation. Because our future, your future, is in the making in
Angers.

The World Electronics
Forum (WEF) brings
together between 100
and 200 high level
decision makers of
electronics industry
associations to
discuss economic
growth, talk about
the future and do
business together.
In October 2017,
Angers will host the
22nd annual meeting
of the WEF. The 21st
meeting took place
in Singapore from
30 November to
2 December 2016.
It is the first time
that the annual WEF
meeting is hosted in
Europe.
On the occasion of
this world forum,
a special week
dedicated to IoT will
be organized in the
Angers metropolitan
area.
The WEF already
brings together electronics associations
from many different
countries such as
the USA, Singapore,
Taiwan, Vietnam, China, Japan, Australia…
“The French West”, where Angers is located, has the greatest concentration of electronics manufacturing facilities, representing 50,000 jobs (25% of the French jobs
in electronics industry). Birthplace of the French electronics industry in the 1960’s,
the Greater Angers is still at the center of this unique electronics ecosystem in Europe. Moreover, the European electronics market is the second largest market for
the entire electronics industry.
Recognized as an extraordinary ecosystem for IoT by France’s national “French Tech”
initiative, the City of Angers is now the meeting place for connecting the creativity
of startups with the electronics industry. Angers will be the next international reference point for IoT manufacturing.
That why, the City of Angers, will host the 2017 World Electronics Forum (WEF)
on October 2017 in conjunction with a week dedicated to the IoT gathering technical conferences, visits of companies and exhibitions.
The World Electronics Forum is a voluntary gathering of CEO’s and Directors of
electronics industry associations worldwide. Founded in 1995, WEF meets annually
to discuss major topics of common interest to the various associations, exchange
information on services and data and strengthen relations between associations for
the benefit of their industries. WEF federations collaborate on different research initiatives throughout the year. Many of them are producers and supporters of events
for industrial companies around the world. Joining WEF and participating in meetings is free of charge.
Attendants will enjoy many benefits including access to industry research, opportunities to collaborate with other WEF associations on various initiatives and will have
an extraordinary occasion for networking !
This exceptional event gathering Angers-based electronics companies, and investors and CEOs from the world’s largest companies will hopefully be a catalyst to
create business links and interesting opportunities. It will help Angers gain (or regain) a long-lasting reputation in the European electronics industry and IoT sector.

Angers French Tech
The Angers French Tech strategy to fulfill one ambition : to become a landmark
in the field of # IoT & # Manufacturing

La French Tech is a government program involving all those
working within or for French startups in France or abroad. They are
entrepreneurs, investors, engineers, designers, developers, large
companies, associations, media, government agencies, and research
institutes, .all of whom have a common goal of promoting the growth
of IT startups, locally and internationally.
Since its early days, Angers French Tech has developed a plan to be a landmark in the
domain of # IoT & # Manufacturing. To do so, collective concrete actions are being implemented:
The # IoT & # Manufacturing thematic network is present nationwide and includes
16 members. The goal is to create a common roadmap on France’s strategic orientations
regarding the Internet Of Things, smart devices, electronic and computer hardware, 3D
printing and robots/drones and to enhance the French know-how and expertise in this
market. French Tech’s thematic networks aim to identify and promote French golden nuggets through a comprehensive approach.
# An industrial assistance and acceleration program aimed at startups and innovative SMEs that is adapted to their needs for industrialization from project structuring
to market access, including internationalization of the end product/service when required.
Accredited within the # IoT & # Manufacturing network, the core of our action revolves around industrial acceleration. It can be detailed as follows:
This initiative is supported by the whole community of economic and academic stakeholders in Angers, with the aim of co-founding and sustaining an ecosystem able to identify,
host and assist startups as well as high growth companies.

# Angers French Tech,
a structure to guide and accelerate industrial projects
Angers French Tech is the local thematic entity of the national French Tech initiative whose
goal is to support IT startups across the country. Being well-known for its electronics industry and expertise in the matter, Angers’ integration within the French Tech # IoT &
# Manufacturing network came naturally.
While securing its first and foremost missions within La French
Tech, Angers stands out for its ability to accelerate, at the
industrialization stage, the development of IoT projects launched by
startups and innovative SMEs.

1. To help projects reach maturity in order to pass on to the industrialization
process rapidly.
2. To accelerate industrialization by moving the product from prototype
stage to first production in a record-breaking time and to accelerate fullsize experiment.
3. To produce by connecting projects with the industrial sector in Western

IoT Project holders will find all of these competencies in Angers
and more particularly at The WISE’Factory.

The Angers area has long been home to electronics companies who have developed their
expertise over time. This is how a new generation of innovative businesses adapted to the
new rules of global electronics and IoT development has popped up in this region of France.
Today, Angers ’electronic industry makes up an outstanding industrial fabric combining
knowledge and know-how in electronics. The area can boast of having major assets such
as startups, large companies, an electronic cluster called We Network, the City of Smart
Devices (IoT City), as well as higher education and research institutes.
Angers offers a wide range of opportunities in different fields from the study to the invention, manufacturing, testing, and marketing of products, machines, software and
global solutions.

Angers was proud to host Gary Shapiro, CEO of Las Vegas Consumer Electronics Show,
on two occasions. In 2015, he came to Angers to learn about The City of Smart Devices
(IoT City), which was back then at its early stage.
In 2016, before the CES Unveiled Paris showcase, Gary Shapiro came to Angers a second
time, accompanied by the whole CTA* decision committee in order to have a closer look at
the development of the WISE’Factory, which is the “totem” building of Angers French Tech.

The WISE’Factory,
the “totem” building of Angers French Tech
Since its very beginning, the Angers French Tech dynamics has been embodied by its ‘totem’ building called the WISE’Factory. It encompasses the Angers French Tech mission, the
City of Smart Devices (IoT City), the cluster We Network, one co-working space, meeting
rooms, a village of digital companies, event spaces… The WISE’Factory gathers energies, talented people, financial resources, and dynamism to boost technology. It will soon spread
out over 8000 square meters!
# The Angers French Tech
‘External relations and Communications’ agency
Based in the WISE’Factory building since its inauguration and since Angers got the “French
Tech city” label, the City of Smart Devices (IoT City)’ mission is to initiate business relationships, partnerships and events linked to the French Tech brand and to promote Angers’ French Tech image locally, nationally and above all internationally. The “External relations’ agency is in charge of creating links with electronics associations, entrepreneurs, and
French Tech hubs across the world (entrepreneurial ecosystems).
These hubs are structured so as to to accelerate the growth of startups and SMEs and to
reinforce the attractiveness of the French Tech with entrepreneurs and investors worldwide. The idea is to identify, federate and promote, under a common banner that is Angers French Tech, the major players of the IoT and Manufacturing ecosystem in France and
abroad through events or partnerships.

As the IoT hub in Western France, the WISE’Factory covers
the wide range of activities linked to IoT. It spreads out over
8000 square meters of office space for the design, prototyping,
manufacturing, testing, acceleration, communication and
marketing of smart devices. It also offers privileged access to the
industrial ecosystem in Western France.

# We Network cluster
We Network cluster (West Electronics and Applications Network) brings together stakeholders in electronics and users coming from all industries. As a network facilitator and project
developer in Research, Training and Innovation, We Network uses its multidisciplinary expertise and knowledge of the electronics design and manufacturing ecosystem in Western
France.
Thanks to its expertise in mechanics, computer science and electronics, We Network gives
advice, trains and coaches, in a neutral way, companies willing to innovate by adding intelligence to their products or production processes.
It is from the WISE’Factory that We Network will steer “WISE”, the entity in charge of the
development strategy for smart systems in Western France. The initiative will be conducted
in collaboration with players in Research and Training as well as businesses based in Pays
de la Loire.
Headquartered in Angers, We Network gathers 167 members (companies, higher education
institutions, research laboratories, clusters, financial institutions and government agencies).
We Network is present on 2 axes:
# The design and production of smart systems (smart devices, smart sensors and
smart power).
# The City of Smart Devices (IoT City):
number one industrial accelerator in France
This is a factory of a new kind, led by a consortium of 18 companies*, including Eolane (majority shareholder). The City of Smart Devices (IoT City) is an industrial accelerator whose
role is to meet the needs of project holders and innovative companies specialized in the
Internet of Things.
The originality and strength of this concept lies in the concentration, in one single space, of
a whole set of required competencies to make smart devices ranging from hardware and
software, plastics industries, to mechanics and design. This one location structure enables
the transformation of concepts into prototypes, even the production of pre-series, within
just a few months.
As an accelerator of industrial innovations, the City of Smart Devices (IoT City) promotes the
development of smart devices designed by startups, SMEs, Mid Cap companies and large
corporations at every stage of the process. To cope with international competition and the
acceleration of production cycles, successful innovation requires the pooling of know-how
from design to integration through industrialization.
But there is more: through partnerships with the ecosystem, companies will also be guided
in their economic structuring and given contacts with retailers and investors.
By gathering all the required expertise and providing French Tech companies with long
term perspectives, the City of Smart Devices (IoT City) has one ambition: to make the ‘made
in France’ digital excellence shine abroad.

# In 2018, the village of entrepreneurs
Angers Loire Métropole is planning on remodeling vacant spaces covering 1500 square meters. The place will be entirely devoted to startups or enterprises linked to the development
of smart solutions. There will be new businesses coming out of incubators whose activities
will revolve around the City of Smart Devices (IoT City), partners with the City of Smart
Devices (IoT City) or suppliers to the City of Smart Devices (IoT City), consulting companies
providing advice and assistance…

The transformation of this space will rely on the existing industrial architecture and will be
made up of modules.
Qowisio
The IoT network operator, created in Angers in 2009, has built a national proprietary Low Power Wide Area (LPWA) network and wants to sell a three-in-one package –
object/ connectivity/ application - at an affordable price. The company, present in 29
countries, has already developed 60 objects, sensors and technological bricks to cover
many usages in logistics, housing or public works. In 2016, it confirmed its international
development through the creation of a branch in Austin, which is a sister city to Angers.
In order to deploy its national network, the company raised €10 million in 2015. Qowisio
moved its production unit into the WISE’Factory.
# Attractiveness and Events
The WISE’Factory is a place buzzing with activity where stakeholders from different environments create networks and synergy. The attractiveness of the place relies more particularly on its specificity in terms of smart devices, its ability to promote companies and
startups working in this market, including those hosted at the Factory, and the support
brought by the Angers French Tech agency regarding networking and communication.
Within a year, the WISE’Factory has built a reputation for being a point of convergence not
only for IoT stakeholders but also for a number of economic and academic players in France
and abroad (China, Japan, The USA, Canada, Israel…).
VE-Hotech
Founded in 2008 by former Philips managers, the VE-hotech brand provides innovative
home solutions that combine computing and electronics technologies for the general
public. VE-hotech aims to be the market leader in the design of electronic products
destined for the general public and tailored for domestic use. The company launched in
2011 a specific range designed for professionals, small enterprises and freelancers.
SNOC
The company designs, manufactures and sells connected devices based on the needs
of large industrial firms and the general public. Thanks to its transversal expertise, the
startup offers comprehensive approaches at different levels from sensors, mechanics,
embedded power or ambient energy, user interface to product lifespan.
The company simplifies implementation processes by providing Telecom solutions and
turnkey cloud services.
Creative Corner
It is specialized in the creation and production of videos. Creative Corner uses the latest
audiovisual technologies, including drones, to produce content.
Hubert Chevalier
Hubert Chevalier has signed a partnership agreement with The City of Smart Devices
(IoT City). It specializes in product design, mechanics and plastics processing. The startup provides its expertise to smart devices project holders.
The Wise Factory: a key location for events

Because it has several modular office spaces (conference rooms, meeting rooms, showroom),
technology equipment and an easy access location, the place is the ideal venue for public
or private events.
Being both a place hosting startups and an event venue, the Wise Factory promotes
the Internet of Things sector across companies and industries. In 2016, over 80
events and delegations have taken place at the Wise Factory.

The Gary Shapiro Tech Hall (inaugurated on 24th October 2016) is available for big events
such as conventions, product launches, forums, colloquia, corporate events…
