IMPORTANT INFORMATION/NEWS:
There WILL NOT be an informational meeting held by the Dane County 4-H Horse &
Pony Committee this year.
There will only be ONE safety Clinic held so please plan accordingly. The safety clinic
is MANDATORY for ANY Horse Project member that has NOT previously attended.
The safety clinic will be held Saturday, March 18th, 2017 9am – 11am @ 5201 Fen Oak
Dr. Madison 53718. You do not need to register for this meeting. Please bring your
education card with you.

Dane County 4-H Horse and Pony Education Committee Info Sheet
The purpose of the Dane County 4-H Horse and Pony Education Committee is to provide education about
horses, horseless horse, hippology and safety for all Dane County Horse and Pony project members. The Dane
County 4-H Horse and Pony Education Committee is also responsible for setting the educational requirements
needed to be eligible to show your horse at Dane County Fair and providing clinics in order to obtain the
requirements needed.
The Arlington Tack Sale which is our major fundraiser that pays for the clinics provided to ALL enrolled horse
and pony project members. We also collect and submit entries for the Wisconsin State 4-H Horse Expo held in
September for those who qualify at Dane County Fair. We DO NOT set the guidelines/rules for the Horse &
Pony project at Dane County Fair.
Our main form of communication is done through the Horse and Pony Express – A newsletter published by the
Dane County 4-H Horse and Pony Education Committee and e-mail blasts sent through the 4-H office. This
information is emailed to all enrolled horse and pony project members.
Educational Requirements to participate at Dane County Fair:
Horse and Pony project members planning to show at Dane County Fair are required to have 6 education hours
for grades 3-8 and four hours for grades 9-13. See education form for education requirements specific to grade
13. One hour MUST be with your project horse/pony at a Dane County 4-H Horse and Pony Education Committee
approved clinic. The safety clinic MUST be attended once prior to showing at Dane county Fair. If you have
previously attended the safety clinic, you are not required to do so again.
Clinic dates are not set until after the first of each year. Watch the 4-H calendar and/or Horse & Pony Express
for details. Be sure to sign up for the clinic(s) you would like to attend with your horse as soon as possible. Signup instructions will be in the Horse & Pony Express. Clinics may be audited by ANY horse and pony project
member, not just those planning to show at Dane County Fair.

Remember these rules and guidelines when attending a H&P sponsored clinic at Alliant Energy Center:
Horses:
1. A current coggins report is required and a copy must be left with the clinic coordinator.
2. Clean all manure from near your trailer and walkway prior to leaving.
3. Horses may not be unattended if tied at your trailer.
4. Only the horse and/or pony registered for the clinic may be on grounds.
5. Keep horses off grassed areas.
6. Training aids are not recommended when attending a clinic. The clinician may excuse a participant if unsafe
training aids are used.
7. The clinician or H&P Education Committee member may excuse a participant if their horse or pony is unsafe
or unmanageable.
Youth Participants and Adults:
1. Youth 14 years and younger must be accompanied by a parent, legal guardian or responsible adult.
2. Contact the clinic coordinator prior to the clinic if you are registered and cannot attend. If a youth registered
for a clinic does not show up and has not contacted the clinic coordinator they will have double the hours of the
clinic deducted from their educational hour total.
3. SEI approved helmets are required for riders, in-hand handlers and arena helpers.
4. Youth are expected to wear appropriate clothing including boots with heel and long pants if riding western
and breeches or jodhpurs if riding hunt, saddle seat or dressage. In-hand handlers and helpers are also
required to wear long pants and closed toe shoes/boots.
5. Bring your education form, fill out the necessary info and have the clinician or H&P Education Committee
member sign it after the clinic ends.
6. Youth are to be respectful to clinicians at all times—disrespect will not be tolerated. H&P Education
Committee members may excuse a youth for disrespectful or disruptive behavior.
7. Please be on time, tacked up and ready to enter the ring at the start of your clinic. Contact the clinic
coordinator if you become delayed.
8. Auditors are welcome. All auditors need to sign in and have the clinician or H+P Education Committee
member sign your education form.
General:
1. Print and bring the parking pass found at uwex.edu/dane4hyouth/4-hprojects/horse-pony/ to avoid parking
fees.
2. Please enter the Main gate off Rimrock Road and use the parking lot north of the Pavilions.

Dressage Clinic

Registration must be received via email by April 20, 2017. Auditors do not need to pre-register.
The purpose of this clinic is to help riders improve their dressage riding skills. Each rider will “Ride A Test” for the level
of test they will compete in. The horse and rider will ride the test and be judged by Dee. She will discuss the test results
with each rider, answer questions, and work on a few items. The rider will receive the score sheet with comments.
About the Clinician: A Wisconsin native, Dee Packard earned a BS in Equestrian Science at William Woods College in
Missouri. She spent the next 23 years in Colorado training, teaching and managing. She has worked with several breeds
in several disciplines including hunters, jumpers and reining horses. Her passion is dressage. In 2014 she completed the
requirements for the USDF Silver medal having earned the USDF Bronze in 2010. Her philosophy is helping riders
develop confidence and harmony with their horses and uses the classical principles of dressage to achieve this goal.

The purpose of this clinic is to help handlers improve their Showmanship skills.
Emphasis will be on learning quarters, with additional tips for setting up your
horse, pivots, getting your horse to trot and more.
About the clinician: Dana has over 30+ years of experience in the horse industry, specializing in
the AQHA & APHA All Around Pleasure Horse - with clients showing on a local and national level.
She has 16 years of judging experience as a carded judge with WHC, WI State 4-H, POAC and WIHA
(2011 WSHC Judge of the Year). All of this makes her a well-rounded instructor. She teaches horse
owners how to communicate effectively with their horses.
This is a pre-registration clinic: If you need to cancel from the clinic, you must contact

The purpose of this clinic is to help riders improve their hunt seat riding skills. Emphasis will be on using
proper use of hands, legs, and seat.
About the Clinician: Anita Franscali owns and operates Wingait Farms, a Morgan training barn located in
Mazomanie. Wingait Farms has produced and trained national and world champion Morgan horses since 1989.
Anita grew up with horses in Parkville, MO, competing with quarter and paint horses in 4-H shows and barrel
racing at local rodeos, where she was eventually crowned Rodeo Queen in 1979. After her rodeo career ended,
Anita began working with Morgan horses at Kohler Stables helping to train horses to become champions in the
show ring. Anita has years of experience working with a variety of horses and disciplines, from western to
saddle seat.

Clinician: Edie grew up riding and acquired her first pony after months of begging when she was ten years old. He
taught her everything about “natural” riding. She got her first young horse, “Kiddo,” when she was twelve. He was a
wonderful Anglo-Arabian gelding who took her through the next 30+ years, including the formation of a mounted police
unit with the University of Wisconsin Police Department in 1988. Edie made the first physical arrest with the assistance of
an equine "partner" in the City of Madison in 1989 when she and Kiddo chased down a suspect who had escaped from
foot officers at a Badger Football Game. Edie continued to lead and administer the UW Mounted Police for over 18 years,
riding three different mounts. She became the first certified mounted police instructor in Wisconsin in 1996 and went on
to instruct mounted police and civilians in numerous clinics until her departure from law enforcement in 2006. Edie
founded the Wisconsin Mounted Police in the 1990's in an effort to develop State-wide standardized training and
cooperation between Wisconsin mounted units. She assisted in the formation of several other mounted units in Wisconsin
and in other out-of-State cities by sharing her policies, procedures, and professional training standards and advice. She
led the Wisconsin Mounted Police in demonstrations and clinics at the Midwest Horse Fair from 1994-2006. After 23
years of dedicated law enforcement service, Edie and her current mount "HotShot" left law enforcement for greener
pastures.
Trail in-hand obstacle session is for young horses and/or inexperienced handlers who need to develop confidence and
skill working through and around obstacles on the ground. Participants who have never worked through obstacles on the
ground with their animal should start in this session and not under saddle. Focus is to develop more confidence and skills
to improve forward, lateral and backing movements from the ground.
Beginner “Under Saddle” – horse/riders who have not shown in trail class before or are 1st or 2nd year project members
with no trail experience. Horse/riders will work on developing skills such as forward, lateral, and backing movements
through and around obstacles. The focus will be on improving confidence as a team while practicing common obstacles
such as a bridge, gate, over poles, backing through poles and other obstacles while under saddle. This session would be
appropriate for walk/trot participants.
Intermediate “Under Saddle” – horse/riders who have shown in trail before and who practice trail obstacles at home,
and/or placed pink or white at the fair should enter this session. Horse/riders should already be capable of forward, lateral,
and backing movements through and around obstacles.
Advanced “Under Saddle” – horse/riders who have shown in trail class before, and who regularly practice using trail
obstacles at home, and/or placed red or blue at the fair. Participants must already have mastered side passing, turn on
forehand & turn on the haunches. In this session participants will work on completing a pattern which requires more
difficult forward, lateral and backing movements through and around obstacles.

Driving Clinic

Clinician: Joan Harms has been a judge for the Wisconsin Horse Council since the first judges
meeting in 1979. She has been judging for a number of breed shows including Friesians, Andalusians
and Lusitanos, IBHA, POAC, AMHA, ASHA, CBC, GVHS, along with open and 4-H shows. Joan has
shown in many disciplines all of her life including pleasure driving and combined driving clinics. Joan
owns Copper Bit Ranch and not only teaches riding but also helps people and their horses how to
drive. She enjoys offering her services in clinics and seminars…”we need to continue teaching our
youth today to be better horsemen tomorrow.”
Clinic Objective: Joan will stress correct and safe putting too cart techniques, explain ring etiquette
including the salute, passing and changing direction and practice change of gaits (walk, slow trot,
working trot and extended trot). She will introduce drivers to correct safety protocols and how to
navigate an obstacle course.
Both sessions will start with ground driving before putting to cart for those who are interested in cart
driving.
Drivers are required to have an experienced adult or older youth accompany them in order to help
harness and put to cart. Both youth and groom must have an SEI approved helmet, boots with a heel
and long pants to enter the ring. Drivers in 8th grade and below are required to have an adult or older
youth ride in the cart unless their equine is 38in or less at the withers.

Practice Makes Perfect – Mock Horseshow Clinic

Auditors do not need to pre-register and should bring a lawn chair.
The purpose of this clinic is to learn and improve horsemanship skills in a hands-on mock show environment.
Participants do not have to wear show cloths but are expected to dress appropriately for the class (boots, long
pants or breeches & SEI helmet) and use proper tack. Each participant will receive specific feedback to focus
on for future skill building. Participants are also encouraged to ask questions in each class.

whether training for competition or fun at home. She has lots of experience working with children of all
ages
Clinic Objective: This clinic is for handlers and/or horses that have “limited” experience in the show
ring or with a young or inexperienced horse. Clinician will cover basic ground working skills, riding
skills, and working in group situations. Maximum participants per session desired will be 15
horse/riders.
Saturday, June 3, 2017: Clinic will be from 9am – 11am and be held on the grounds of the Alliant
Energy Center. Please have your horse tacked up and rider ready to go 10 minutes before the class
starts.

Clinician: For over 30 years Gary Gibson has been professionally training, showing, judging, and providing
lessons and clinics to clients and 4H groups in the Tri-State area. He started training part-time in the early 80's
and after leaving corporate America turned full-time in 1996. He has worked with various breeds of horses,
training them for the show pen or pleasure riding. He has trained and shown winners on the local and national
level in halter, pleasure and trail. In 2000, he and his wife, Lori, opened Gibson Training Center in Albany, WI.

year project members with limited western riding class experience. Horse/riders will work on developing

Groundwork to Saddle Clinic

The purpose of this clinic is to help riders establish and improve horsemanship skills in a hands on clinic. Groundwork is
an important part of the relationship and partnership you build with your horse. Learning to communicate with your
horse is one of the keys to that partnership. Groundwork is the perfect place to begin the conversation that will build to
a greater understanding for horse and human. It allows the human to learn the body language, appropriate use of
energy and queues that will translate to the saddle and the horse can learn the appropriate response to pressure which
is also called respect. Wouldn’t it be great if the only things our horses didn’t do were the things they didn’t know how
to do? Groundwork is where the magic begins.
About the Clinician: Robert is a retired firefighter and paramedic from a career department in Wisconsin after 23 years
of service. He is a Parelli Professional and has taught and assisted with clinics across the country. Robert has held clinics
with several 4H groups in the State and believes the future of good horsemanship lies with the youth. Every year,
Robert spends time with senior instructors to continue learning the art of horsemanship for his horses, his students and
himself. With his open and inviting approach to teaching, Robert empowers his students to want to learn about their
horse and themselves.
Clinic Objective: Help riders improve the art of communication with their horse through groundwork. Activities will
include simulations, proper use of tools, and learning to use energy. Students will learn practical skills to protect their
space, how to teach connections with their horse and what that connection looks like. In the saddle students will learn
how to create relaxation in their horse, and simple skills to practice at home that can have profound effects in their
riding ability, safety and enjoyment for years to come. The goal is to have students leave with a better understanding of
how horses learn, how to be safe, and begin to create excellence all while maintaining their principles.
Two Sessions are offered, limited to 4 riders per session.
