We welcomed the team of Goetz and Nushaj, PLLC as our new prosecuting attorneys. We are fortunate to have our newest intern, Christina Root, on site to assist with everyday work and special events. We were able to purchase new machines or equipment for City Hall, DPW, Fire Department and Police Department. SeeClickFix on the City of Clawson website allows resident postings of situations that require city staff attention. Our new BS and A accounting software will soon allow additional online payment of permits. We began the process to update our master plan. I am looking forward to changes on Rochester Road that will separate pedestrians from the traffic area. The sidewalk program is under review. When the program began, the outcome was to complete sidewalk repair throughout the city in ten years. We were wrong. It’s taken longer and been more costly than originally planned. Our Parks and Recreation Department began an Arbor Day Coloring Contest promoting our Tree City USA status. The Farmers Market at Clawson City Park completed another successful year. In 2017, the Market will open May 22 and continue weekly through September. We are currently seeking vendors for the 2017 market. Thanks for living and working in Clawson! Drop Box There is a drop box available for payments and ballots in the south entrance vestibule of City Hall below the police/fire telephone. To avoid penalties or late charges, payments must be received BEFORE closing on the date the bill is due. When a due date falls on a weekend or a city-designated holiday, payment will be accepted without penalty before close of the next business day. Payment of Water Bills Payments may be “direct debited” from your savings or checking account. Authorization forms can be picked up at the Treasurer’s Office at City Hall or online at cityofclawson.com. Water bill payments can also be made online through the city’s website. Winter Taxes These will be mailed out on December 1 and are due by February 14. Payments may be made online at cityofclawson.com. Dog Licenses All dogs over the age of four months require a license in Clawson. In order to purchase a license, a valid rabies certificate must be presented. Dogs are required to wear the license at all times. Fourth Tuesday - Sept-May at City Hall 7:30pm 5 City Information Recommendations to Control Rodent Population We have reports of rodent sightings in Clawson and we have some items that will help keep them from nesting on your property. These are recommendations that you can follow to make sure rats are not stopping on your property to find a food source, or worse yet, digging holes to live and reproduce on your property: ■ Place trash bags that are stored outside in cans and make sure that your garbage cans are closed securely with a lid at ALL times to keep rats out. ■ Make sure that your trash is taken to the curb every week, so that it is not overflowing or sitting in one place for an extended period of time. ■ Do not leave pet food in dishes or bowls outside overnight. ■ Promptly clean up pet feces each day. ■ If you have a vegetable garden, pick your ripe vegetables as soon as possible and do not leave spoiled vegetables on the ground. ■ Bird feeders attract rats because they love bird seed. If you choose to feed the birds, use a proper feeder and please keep them at least 4 feet above ground and use spill-proof feeders preferably on a pole rather than a tree branch. ■ Try to dump any contained rain water from toys, pots, or lawn items to prevent a water source. ■ Keep grass, weeds, and vegetation controlled around the base of foundations for easier inspection. ■ Avoid any materials stacked or piled directly on the ground which is attractive to rats. ■ Do not leave trash can lids on the ground. ■ Maintain any wood or brush piles at a minimum of 18 inches off the ground. ■ Maintain compost piles at 18 inches above ground or use an enclosed compost bin. ■ Remove old sheds or dog houses. ■ Seal any openings in garages or homes to prevent rats from entering. Rats only need ½ inch opening to get into a home or garage. ■ Seal holes and cracks in cement porch foundations and watch for burrows around cement slabs and outside structures such as sheds and around and under decks. If you see rats on or around your property, please call Barbara Chambers at (248) 435-4500 ext. 113. She has been trained to identify burrows or nests and she can make suggestions to get rid of the rats. The City also utilizes the services of Abell Pest Control to safely eliminate the rats and Barb can give you their information for a review and consultation if rats are present on your property. Abell uses products that are safe for other animals and are designed not to hurt pets or children. Using other unauthorized products or poisons can cause illness or death to other animals and this is why we are encouraging you to work with the City to eliminate this problem. 6 Winter 2016-2017 Youth Activities Clawson Youth Wresting Acting Out Kids Community Theatre Wrestling builds character and self-confidence. It’s a great foundation for developing a strong work ethic and life skills such as: self-discipline, motivation, sportsmanship, fitness and nutrition. The program is for boys and girls 5 years through 8th grade. No experience is necessary. Wrestlers are paired according to weight, age and level of experience, with a Novice division for all first year kids. Practice will start Tuesday, Nov. 15 with competitive tournaments beginning on December 8. Tournaments are held on Sundays by established clubs hosting at their local high schools. Tournaments are not mandatory. You can participate in one tournament or all of them. The cost associated with CYWC is $140 payable to Clawson Youth Wrestling. This fee will cover MYWAY membership, team singlet and t-shirt. In addition to the signup fee, each tournament they participant in there will be a fee of $12 -15 due at the time of weigh in. Transportation Available for Clawson Residents Our regular boundaries are Long Lake Road to the north, 11 Mile Road to the south, Ryan Road to the east and Southfield Road to the west. The extended boundaries are for medical appointments only and include South Boulevard to the north, Nine Mile Road to the south, Van Dyke Avenue to the east and Telegraph Road to the west. When traveling in the extended boundaries, there is a $5 fee. Scheduling hours are from 8am to 12:30pm Monday through Thursday Transportation hours from 8am to 2:30pm Monday through Thursday and from 8am to noon on Friday SHARP (Senior Home Assistance Repair Program) Our program started in 2008 and we have had a great group of volunteers who have helped seniors with over 500 small projects in their homes. Volunteers are background-checked and trained in the process that SHARP uses to help seniors in our community. This is a wonderful program and if you are interested in learning more about it, please contact Kathy Leenhouts at (248) 589-0334. This program helps Clawson residents 60 and older or those with disabilities with home repair. The work is done by volunteers. Though the labor is free, supplies must be paid for. Along with all the fun that winter brings, so come the hazards of cold weather. Snow and ice that accumulates on the sidewalks causes undue hardships on our seniors, students and neighbors who regularly use these pathways for recreation, fitness and convenience. The D.P.W. snow removal procedure is to start plowing after four or more inches of snowfall. When plowing the residential streets, the city is divided into five areas, which are plowed simultaneously, according to availability and equipment. Section 66-2: Removal of snow and ice from sidewalks required: ■ The occupant or owner of any premises, or the owner of any unoccupied premises, is required to keep the width of the sidewalk in front of or adjacent to such premises cleared from snow and ice to facilitate safe pedestrian use. Where there are no sidewalks, the occupant or owner shall clear a path free from snow and ice where a sidewalk would otherwise be, to facilitate safe pedestrian use. Whenever any snow or ice has fallen or accumulated to the depth of one inch or more, it shall be cleared within 24 hours after it has fallen or accumulated. DO NOT PARK YOUR VEHICLE IN THE STREET UNTIL THE ROADWAY HAS BEEN CLEARED. Given the nature of the varied and sometimes rapidly changing climatic conditions that impact our city, the following is a prioritized list of our snow removal plan, based on past experience and allotted resources: 1: Major streets and intersections 2: Fire route 3: Residential area streets 4: Dead-end streets and cul-de-sacs Don’t forget! PLACING SNOW IN THE STREET IS ILLEGAL! The uniform traffic code states, “A person shall not deposit, or cause to be deposited, snow, ice or slush on any roadway or highway.” Barring any unforeseen or unusual circumstances, such as major incapacitating blizzards, all four priorities should be maintained simultaneously and kept open at all times. Though when this is not possible, city workers will concentrate all available resources on higher priority areas. Trash Pick-up Brush, Shrub, Log and Stump Removal ■ Trash pickup will be ON SCHEDULE for Wednesday, December 28 and Wednesday, January 4. ■ Branches smaller than two inches in diameter and shrubs with roots removed should be put out with yard waste—cut into lengths of four to four-and-a-half feet and bundled with twine. Bundles cannot weigh more than 50 pounds. Please set bundles with ends cut ends at curb. Both smaller branches and branches with thorns must be cut up and placed in yard waste bags or in marked yard waste containers (35 gallon maximum). You may pickup yard waste stickers at D.P.W. or City Hall during office hours. ■ Garbage cans or bags are not to be places at the curb earlier than 6pm on the day preceding your collection. ■ Christmas trees will be picked-up curbside on Wednesdays from January 4 until January 18. Trees must be bare, without any decorations or bags. ■ Please note: Christmas trees may also be taken to the SOCRRA facility at no charge. Yard Waste Policy The Michigan Department of Environmental Quality (MDEQ) takes a very active role in enforcing the ban on the disposal of yard waste (compost) into landfills. As a result the City of Clawson and the Department of Public Works will only accept yard waste materials during the compost season. Compost collection will end on Wednesday, December 14 2017 compost collection will begin Wednesday, April 5 Residents who wish to dispose of yard waste material after the collection season ends may drop off such materials at the SOCRRA location on Coolidge Highway in Royal Oak. Winter 2016-2017 ■ Branches larger than two inches in diameter must be disposed of privately. ■ Stumps and logs must be disposed of privately. ■ Logs, stumps, branches and dirt may be brought to the SOCRRA transfer station for a fee.
