Welcome to the 2016 edition of the Norfolk County Fair and Horse Show. As
President, it is my honour to welcome you and extend my sincere gratitude for your
participation in the Norfolk County Fair.
This year marks the 176th anniversary of the Norfolk County Agricultural Society
– a milestone that we don’t take lightly. All across the province – and nation –
smaller fairs and ag societies are ceasing to operate for a number of reasons. We
consider ourselves extremely lucky to be able to put on this great event each year,
and that really is only possible with your support. It truly is overwhelming. With your
competitive entries into our fair, you will join over 14,000 others that choose to
exhibit or compete at the Fair because like you, they think it’s fun; it’s tradition; it’s
a great competition and for a host of other reasons.
When NCAS originally launched 176 years ago its purpose was to promote
agriculture and showcase new and exciting technologies, enhancements and
trends in farming. It was an opportunity for local area farmers to come together to
show off their work, talk and learn from other like-minded people and to connect
with one another in new ways. To this day, these things remain at the forefront of
what we do year after year at the Norfolk County Fair and Horse Show and we’re
proud of that.
This year we’ve brought back the old favourites, Bandaloni, the famous one man
band; spectacular monster trucks, demo derbies, amazing food vendors and great
commercial exhibits and we hope you enjoy each of them. We’ve also created a
very exciting new Grandstand show, The 5 Counties Local Truck Pull which is sure
to be a great time on Tuesday night. This year the Board is putting a greater focus
on a major fundraiser for the society – our Truck Draw. Please, while you’re here,
make a point to pick up your tickets for a chance to win a BRAND NEW Chevrolet
Silverado. Fundraisers like this and our 50/50 draw are vital to our survival and
your participation is truly appreciated.
I hope you come back again and again over the seven days of the Fair, explore
every corner of our 46 acres and all 13 buildings. Discover all aspects of the great
annual tradition of the Norfolk County Fair and Horse Show – we know you won’t

GENERAL RULES AND REGULATIONS
(See also Special Division Rules)
1. All competitions listed in the prize lists are open to competitors of the world,
except where otherwise stated.
2. Each exhibitor must pay an Exhibitor’s Fee, except those entering
competition in the Junior Department.
3. The Exhibitor’s Fee is $5.00 per Year. The Exhibitor Fee entitles each
member to make as many entries as he or she may desire, subject to an
entry fee where required, or where entries are limited for that division.
THE OFFICE IS INSTRUCTED TO COLLECT ALL FEES WHEN ACCEPTING ENTRIES.
FAILURE TO FORWARD YOUR ENTRY FEES WILL MEAN YOUR ENTRY IS NOT
ACCEPTED. UNLESS ENTRY FEE IS DEDUCTED FROM SPECIFIC CLASSES.
4. Entries must be made to the Fair office, except where noted, on the
forms provided, as follows:
Horses - Closing date, 5 p.m., Saturday, September 24th, 2016.
5. Certificates of pedigree of all animals shown in purebred classes
duly registered in the recognized Standard Herd or Breed Book must
accompany animals exhibited and be made available WHEN REQUESTED
by an official.
6. Decision of Judge or Judges shall be final as to awarding of prizes, no
appeal will be considered.
7. Protests on any grounds must be made in writing on the same day in which
the protested action was taken and given to the Equine Canada Steward.
All protests must be accompanied by a deposit of $100.00 which will be
forfeited if the protest is not sustained.
8. No person shall be allowed to drive or ride recklessly on the grounds under
a penalty of immediate removal from the exhibition grounds. No person
shall be permitted to sit in aisles, block entrances, or, to enter the show ring,
except officials.
9. While the Directors will take every reasonable precaution to ensure the
safety of the articles and animals sent to the exhibition, the owners
themselves must take the risk of exhibition; and should an article or
animal be accidently injured, lost, damaged, destroyed or stolen, the
Directors will render all the assistance in their power towards its recovery.
THE SOCIETY WILL NOT MAKE ANY PAYMENT OF THE VALUE THEREOF.
10. The Norfolk County Agricultural Society reserves all rights to its grounds and
may restrict or prohibit admittance to the grounds to any person or group
of persons without giving reason of such action and further the Society
may refuse the privilege of exhibiting to any individual without disclosing
the reasons for such refusal and further, all members, exhibitors and others
must place animals, cars, trucks and exhibits as instructed by the officials
or remove same from the grounds.
11. All Horses shall be free of disease and accompanied by a certificate of
Health or Vaccination if applicable or be subject to Veterinarian Inspection.
ENTRIES
12. EXHIBITORS WILL PLEASE BE CAREFUL TO STATE THE DIVISON AND
CLASS IN WHICH THEY INTEND EACH HORSE TO COMPETE AND SIGN
THEIR NAMES. Entries must be made on the forms provided, which may be
requested from the Fair office or on our website www.norfolkcountyfair.com.
This rule also applies to Junior Fair exhibitors. The office is open on the
Fairgrounds through the year for information or completion of entries.

13. PREMIUMS
In the event of rain or inclement weather so affecting the gate receipts, as
to leave the holding of the Fair a financial loss after the Government rain
insurance has been taken into account, the Society reserves the right to
pay all premiums, awards or purses at a rate of the dollar sufficient to make
good the loss. Prize winnings will be mailed out by the fair board office by
October 31st, 2016.
14. Where no entry fee is stated, 15% of prize winnings will be deducted.
15. Any person who shall use any contemptuous or abusive language to any
judge or officer, shall forfeit his/her right to any premiums to which he/she
might otherwise be entitled and shall be excluded from exhibition for one
year thereafter. Judges or Officers are particularly requested to immediately
report any breach of this rule.
All donated prizes offered at this Fair, if not competed for, shall become the
property of the Society.
JUDGES, ETC.
Judges are expected to report at the Fair office on the grounds at least
one-half hour before judging commences. They will make themselves known
to one of the office staff, who will introduce them to the Competition Chair
of the division and they will be supplied with the equipment and supplies
necessary for judging.
All Registration papers must be available prior to show time. Ineligible
animals and those not positively identified may NOT show

EQUINE CANADA
STATEMENT OF PRINCIPLE
Equine Canada, supports adherence to humane treatment of horses in all
competitions under its jurisdiction.
Equine Canada is committed to:
·
Upholding the welfare of horses, regardless of value, as a primary
consideration in all activities.
·
Requiring that horses be treated with kindness, respect, and the
compassion that they deserve, and that they never be subjected to
mistreatment.
·
Ensuring that owners, trainers, exhibitors, and their agents use
responsible care in the handling, treatment and transportation of their
horses as well as horses placed in their care for any purpose.
·
Providing for the continuous well-being of horses by encouraging
routine inspection and consultation with health care professionals
and competition officials to achieve the highest possible standards of
nutrition, health, comfort, sanitation and safety as a matter of standard
operating procedure.
·
Continuing to support scientific studies on equine health and welfare.
·
Increasing education in training and horsemanship practices.
·
Requiring owners, trainers, and exhibitors to know and follow their
sanctioning organization’s rules and to work within industry regulations
in all equestrian competitions.
·
Reviewing, revising and developing competition rules and regulations
that protect the welfare of horses.
The standard by which conduct or treatment will be measured is that which a
reasonable person, informed and experienced in generally accepted equine
training and exhibition procedures, would determine to be neither cruel,
abusive or inhumane.
The Norfolk County Fair & Horse Show competition is a recognized
member competition of Equine Canada.
ANY EXHIBITOR WHO FAILS TO NAME HORSE
ENTERED WILL NOT RECEIVE CREDIT BY BREED
ASSOCIATION FOR POINTS OR PLACINGS.

Entry Deadline 2016
Entries for all events to be in the Fair Board Office, 172 South Drive,
Simcoe, on or before Saturday, September 24th, 2016 except where noted
for a particular division.
Unless an entry fee for the Division is stated 15% of prize winnings will be
deducted in lieu of an entry fee.
ALL FEES FOR ENTRY MUST BE PAID PRIOR TO THE ACCEPTANCE OF THE
ENTRY FORM BY THE SOCIETY.
An Exhibitor’s Fee of $5.00 is required from all exhibitors competing in
Divisions.
Horses not entered at the horse show office prior to the start of a
competition will not be recognized on the field.
PASS POLICY FOR COMPETITIVE EXHIBITORS
TO QUALIFY EXHIBITOR FEES AND ALL ENTRY FEES MUST BE PAID.
IN 2016 COMPETITIVE EXHIBITORS WILL RECEIVE A ONE DAYPASS
TO THE FAIR.
LIVESTOCK & HORSE competitive exhibitors will be mailed their pass
when entry form and fees are received in the office.
As has always been the policy of the Fair, Livestock Truck, Driver and
1 passenger will be admitted to the Fair FREE. ALL others must have
a pass or pay. If anyone requires more passes, they must contact the
Competition Chair of their department and arrange it.
Where a premium per entry in a Class is shown, no premium will be paid to
entries placing for prize money. Proof of liability insurance for $1,000,000.00
must accompany entry.
NOTE:
A. No advance entry fee is charged. Entries close September 24th, 2016.
BUT
LATE ENTRIES RECEIVED AFTER SEPTEMBER 24th, 2016. FOR THE
HORSE SHOW MAY BE MADE FOR A $25.00 LATE FEE IN ADDITION TO
THE REGULAR 15% DEDUCTED ENTRY FEE.
POSTMARK MUST INDICATE ENTRY MAILED IN SUFFICIENT TIME TO
REACH FAIR BOARD OFFICE BY CLOSING DATES.

In lieu of entry fee, 15% of prize winnings will be deducted and $5.00
Exhibitor Fee.
No animal shall be shown in any class or race if it has been administered
in any manner a forbidden substance. A forbidden substance is any
stimulant, depressant, tranquilizer or local anesthetic which might affect its
performance. Also prohibited, are any drugs, regardless of how harmless or
innocuous they might be, which by their very nature might mask or screen the
presence of a forbidden substance.
Regulations of the Various Breed Associations shall apply. Animals are
subject to examination by a licensed Veterinarian. Whether an animal is in
competition or not, refusal to submit to an examination or to co-operate with
the Veterinarian shall be reported to the Breed Association or governing body.

All competitors requesting accommodation for horses will be charged as
follows:
Stall Fee (per day per horse, on show days)............................... $5.00
Lay Over Stall Fee (non show days)...... $25 total for 4 or more horses
............................................................... $20 total for 3 or less horses
Stalls must be requested on stall sheet but numbers not guaranteed,
depending on size of show and the fee will be deducted from prize winnings.
Exhibitors please check deduction of stalls at Horse Office during show.
STRAW:
CHARGE $5.00 PER BALE (request on stall sheet)
HOURS AVAILABLE FROM STORAGE ARE ON STALL SHEET
All entrants shall be attired in an outfit suitable to the class. Safety hats to
be worn properly fastened, when part of dress required. All types of head
gear shall be worn throughout each competition. Points may be deducted
for their loss.
All colts to be shown on halter and tied while on grounds. Team or pair and
single horses to be shown to a four-wheel vehicle unless otherwise stated.
Manageable stallions may compete in any class except that for lady drivers
and juniors. (See Equine Canada Rule Book, Chapter IV, Part I, Section 18.)
NOTE: The management insists that all events be run on time according to
program. All horses must report when called. Exhibitors are requested to
have their entries ready at the time stated. The management will accept
no responsibility for any exhibitor being late for their classes.

.To be shown in a suitable line bridle. To have long mane and tail or

short docked tail. To be shown at the walk and/or trot both ways of the
ring. It is preferred that the exhibitor keep the pony or horse between
themselves and the boards while walking or trotting. In the line up the
exhibitor is to keep the pony or horse between themselves and the
judges at all times. It is preferred that the Junior Exhibitor keep two
hands on the lines while walking or trotting the horse or pony. Use of
crop or whip is preferred as is wearing gloves. To be judged on manners,
quality and performance of the animal and handler’s ability; 75% for
the exhibitor’s ability and 25% for the overall presentation of the entry.
Suitable exhibitor attire includes: dress shirt, dress pants and dark

This show will be a CASH IN-CASH OUT show. Exhibitors must pay by cash,
no cheques and the payback will be given out the same day of the show.
All entries must be paid in full to the entry booth before competing.
Exhibitor must purchase Norfolk County Fair Exhibitor fee which is
applied on the entry form.
Entries must be made at LEAST TWO CLASSES PRIOR TO THE ONE
ENTERING as the staff needs an appropriate amount of time to be able
to have paybacks ready for each class.
NO REFUNDS for scratched classes.
HELMETS: In timed events, all youth 18 years and under are required
to wear helmets. In performance events, all youth 18 years and under,
helmets are optional but strongly recommended. Any rider, who chooses
to wear a helmet in any other event, will not be discriminated against.
WESTERN HORSE ASSOCIATION RULES WILL APPLY TO THE SHOW
management/judge has the right to change a particular class entry
requirement if it helps more exhibitors get involved and try something
new. For example, Walk Jog Trail, All ages can be altered upon show
management and judge’s discretion.
* As always, there will be Heavy Horse activity on the track with the Horse
Pulls, so please use caution when exhibiting your horse.
Prize Money:
All of the entry fee for class 1 to 29, except 3 Lead-Line and class 12 WalkJog 12 & under, plus $50 per class added by Norfolk County Fair and its
sponsors will be put in the jackpot payout. More entries per class means
more payout per class.

1. Junior Showmanship
Ponies to be shown in either English bridle, line bridle or western show
halter with a chain. It is preferred that the handler keep two hands on
the reins/lead while walking or trotting their pony/horse. To be judged
75% on the handlers’ ability to present the pony/horse, 20% on the
pony/horses temperament and willingness to respond & 5% to overall
impression. Suitable attire required.
2. Junior Rider – HELMETS MANDATORY
To be shown in either English or western tack. Entries will be asked
to walk & trot/jog. At the judge’s discretion, individual work may be
required. Pony/horse must stand quietly & rein back when asked. To be
judged 50% on rider ability & 30% on the pony/horses temperament
and willingness to respond. 20% on overall impression.
3. Junior Driver
To be shown to a suitable 2 or 4 wheeled vehicle. Fine, pleasure or draft
harness acceptable. Must show both ways of the ring at the walk &
regular trot, stand quietly & back when asked. To be judged on manners
& performance of the pony & drivers ability. 50% driver, 50% pony.
Headers are permitted but may not handle the pony.
4. Costume Class
In this fun class, ponies/horse can be shown under saddle with or
without a header or simply on a lead line. The “Costume Theme” is
to include both pony/horse and rider/handler. To be judged 75%
on overall costume, presentation and originality. 15% on the rider’s/
handlers ability to present the animal, 10% on the pony/horse
temperament and willingness to respond to the handler/rider.

A. When multi-horse hitches are composed of horses other than those
owned by the named entrant, the split of prize money is the

PLAYING FIELD:
Open to all draft breeds, all ages, all genders. The exhibit is subject to show
approval.
Clydesdale/ Shires will show and be judged as one breed with the exception
of Olds Agricultural Society Fair and Calgary Stampede. At these two shows,
the Clydesdale and Shire breeds will be judged separately.
POINT ALLOCATION SYSTEM:
Breed Level: Championship classes per gender earn points.
Grand Champion Stallion (Mares) (Geldings) - 3 points each gender.
Reserve Champion Stallion (Mares) (Geldings) - 2 points each gender.
Supreme Level: These points are awarded from championship class winners.
For example, 2 Stallions (champion and reserve), 2 Mares, (champion
and reserve) and 2 Geldings (champion and reserve) are eligible for
Supreme, Reserve Supreme and Honourable Mention for the breed. The
Supreme moves on to the Ultimate level.

THE TRI FAIR DRAFT HORSE CHALLENGE
This is a participation based incentive program sponsored by Paisley Fair,
Norfolk County Fair and Rockton Fair. Each Fair will contribute towards the
year end prize; awards to be presented at alternating fairs.
Points to be earned throughout the year in the class chosen by the
representatives from each fair. A different class will be featured each year.
1st – 10 points, 2nd – 8 points, 3rd – 6 points, 4th – 4 points, 5th - 2 points
with each other entry receiving 1 point.
Points will carry over to the next fair and a presentation of the top 3 will
be held at the end of each rotation. (2015 Rockton, 2016 Norfolk, 2017

Ties to be decided by a coin toss.
The last fair in the series will have 2 classes count for points to accommodate
the rotation of the Championship presentation.
