Carried MANAGERrS REPORT (1) The Manager reported that he had reached agreement with Ban Holdings Ltd. regarding the proposed resubdivision and road exchange on 120 A. Street north o f 96th Avenue, and they are willling to proceed to undertake the following: 113 Y (a) Building the road to the same standard as that portion which is already constructed to the North. (b) Instal sanitary sewer to serve the properties on the East side of the road and South of the turnaround, (c) Extend water main to serve said properties. (d) Construct good gravel sidewalk through to 96th Avenue from the South end of cul de sac to connect with 96th Avenue, It was RES.NO.255Y 2. Carried The Manager presented a report from the Public Safety Administrator regarding the premises of the P.K. Building Supplies at 18981 - 88th Avenue. It was reported that the property is zoned C-3 and the use is non-cor;forming, and, therefore, none of the fencing requiremenys under a C-2 zonemmay be applied. The fence surrounding the present building on the east side of Harvie Road is in good repair, and the auxiliary yard on the west side of Harvie Road extending to 189th Street is presently being constructed. The Public Safety Administrator also reported on all the fifteen lumber yards operating in the Municipality. Building Supply Ltd. be required to keep materials on his own psoperty. -Carried 490 (3) The Manager stated that he had received a letter from Tom Goode Construction Ltd. requesting financial assistance in connection with the extension of sanitary sewers to serve a proposeddsubdivision at Old Yale Road and 133rd Street. Carried The Manager stated that the cost to the Corporation will be approximately $100.00 to continue the 'flu immunization program for Municipal staff for this year. Carried The Manager stated that changes had been requested by the property owner involved under paving by-law No. 2425, and in order to make these changes, a sitting o f the Court of Revision is required. It was Moved by Alderman Van der Zalm Seconded by Alderman Dunster That a Court of Revision be held on August 26th at 1:30 p.m. t o deal with By-law No. 2425. Carried The Manager had received advice from the Collector that the Assessment Commissioner had authorized a reduction in the assessment of Lot 12, Block 92, Port Mann Plan 2546, Roll No, 4000-11044. This will reduce the 1968 taxes from $130.39 to $88.19. It was RES.NO.262Y Moved by Alderman Wallace Seconded by Alderman Ardiel That the Treasurer be authorized to issue a cheque payable to the Corporation in the amount o f $48.20 to effect this reduction. .Carried U (7) RES.NO.263Y The Manager reported that there is considerable work to be completed by the Corporation at each of the four swimming pools. (13) The Assistant Manager reported that a request had been received from Mr. Walter De La Mare, the Plumbing Inspector, to attend a session in Ottawa to assist in formulating a national plumbing code. Mr. De La Mare is to be reimbursed by the Government for all expenses incurred, other than for meals. Pursuant to Section 601 (1) dif the Municipal Act, I wish to advise in regard to the following work resolved to be undertaken as a local improvement. -bUBJECT - The work consists o f altering the grade of and paving to a width of 12' with necessary storm sewer, curb and gutter, west half of 145th Street from 109th Avenue to 110th Avenue and north half of 109th Avenue from 145th Street to west for 130 feet. The lifetime of the work is estimated to be 10 years. The cost of the work is estimated to be: $8,500.00. The share o r portion of the cost which should be borne by the parcels of land which abut o r which aye deemed to abut on the work, is: $2,503.70. The following RBsolution was submitted by the Save the Beaches Association for the endorsement of Council, and it was Moved by Alderman Wallace Seconded by Alderman Dunster WHEREAS it appears that the proposed route of the railway to Roberts Bank throubh Matsqui, Langley, Surrey and Delta will cause serious inuonvenience and create serious hazards to many areas of the Lower Mainaand without compensating economic benefit and WHEREAS the proposed rail route around Boundary Bay will despoil British Co1umbia)s last large potential beach and park area, previously considered reserved for recreation and conservation by the promises o f the Minister o f Recreation and WHEREAS many public bodies and organizations, as well as thousands of citizens, are opposed to the proposed raute, including the Lower Mainland Regional Planning Board, the Fraser Regional Park Authority, the Regional Parks Advisory Board, the Surrey Regional Chamber of Commerce, the Delta Parks and Recreltibn Commission and many others and WHEREAS the danger of having a railway operating adjacent to a beach area has been demonstrated by numerous tragedies over the years at White Rock and WHEREAS alternative routes are available f o r the railway to Roberts Bank which will cause much less disruption of agricultural, residential and recreational areas and have much lesser advdrse effect on thousands o f lower mainland residents and visitors THKREFORE BE I$ RESOLVED that The Corporation of Surrey hereby request thepremier of British Columbia and his cabinet to reconsider the decision in this matter and seek a solution which will craate an economic, social and aesthetic development to the benefit of all the citizens o f British Columbia. Rutledge, of 5448 - 148th Street, in which he objected to' the Corporation,allowing the Air Cadets of Surrey to 144 A. Street to Municipal move a building.from 5478 property adjacent to his land without ensuring that the group has sufficient funds to repair and maintain the building. Carried RES.NO.291Y Mr. Rutledge then stated that the Public Safety Administrator had advised him that a citizen would be required to post a $10,000.00 bond and would be given six months to repair windows, roof, walls and install septic tank and foundation, and in other ways make the building operational. RES.NO.293Y U The reports of the Boundary Health Unit and the Public Safety Administrator were received in connection with the Zion Lutheran Kindergarten at 5950 - 179th Street, advising that the premises have been inspected and found to be suitable for forty children. It was Moved by Alderman Patterson Seconded by Alderman Van der Zalm That the reports be received and the Kindergarten be approved f o r the forty children. Carried A letter was received from C. J. Ingram of 10220 Semiahmoo Road requesting Council approval that he pay the average rate for water consumption during the period of April 1st to June 30th, 1968, rather than the amount of $117.18, according to the water consumption. He stated that the average account for a three month period during 1967 was $17.52. They are now endeavouring t o locate the leak in the water main and have it repaired.
