The State Fair of West Virginia (SFWV) reserves to its Board of Directors the final and absolute right to interpret these rules and regula ons and arbitrarily se le and determine all ma ers in regard thereto and to add to or amend them as they may deem advisable. 2. Upon the discovery of an aberrant act or unseemly behavior (including the consump on of alcoholic spirits) on the part of any exhibitor in the barn and in the public view, the Board of Directors, if such act is proved to their sa sfac on, reserves the right to withhold the payment of any prizes awarded, to prohibit any such party or par es from exhibi ng for one or more years, to publish the names of any such person or persons as may be deemed expedient, and to award a prize or prizes so withheld as though such exhibitor or exhibitors had not exhibited. 3. Adver sements by means of posters, prints, handbills, etc. on buildings, trees, posts or on other places on the grounds will NOT be permi ed, nor will anyone be permi ed to distribute any adver sing except from inside of booth and not in the aisles in front of same. 4. Exhibits brought to the Fairgrounds without having previously been entered at the Fair Office on the Fairgrounds will not be accepted. 5. Personal cooking equipment, i.e. refrigerators, hot plates and grills, etc. will NOT be permi ed in the barn area. Please confine these items to the camp grounds/camping area. 6. All exhibitors who do not keep tack and/or stall space free of debris will be penalized! This includes cleaning stall space before leaving! 7. Any entry form NOT completely and correctly filled out WILL BE RETURNED TO SENDER. 8. All grooming chutes, grooming stands, and/or any addi onal equipment must be paid for through the entry dept. We strongly encourage exhibitors to support these ini a ves and refrain from ea ng and/or keeping food in the livestock areas. Hand washing facili es are located in the Fair Street and Ca le Barn restrooms, and portable hand‐washing sta ons located in the livestock areas. Addi onally, you will find hand sani zer located in high traffic areas. 2. For the convenience of exhibitors, an entry blank is placed on the website. Intending exhibitors should type or print the department, class and sec on in which they wish to enter their ar cle or animal, using the exact number in the Exhibitor’s Guide. Only one (1) person may list his or her ar cles on an entry blank. If addi onal entry blanks are needed, copies may be made or call the Compe ve Exhibits Department at 304‐645‐1090. You may also visit the Fair’s website at www.statefairofwv.com, for more copies. 3. The same ar cle or animal cannot compete for the premium of two (2) or more classes, except when otherwise stated in the notes of the department. 4. No entry will be accepted unless accompanied by entry fee, in cases where fees are applicable. In case of cancella on, fees will not be refunded. WEST VIRGINIA FAIRS, FESTIVALS AND PUREBRED CONSIGNMENT SALES HEALTH REQUIREMENTS—2016 THE FINAL DISPOSITION OF ALL ENTRIES SHALL BE MADE BY A WVDA ANIMAL HEALTH INSPECTOR OR IN THEIR ABSENCE, A LOCAL FAIR OFFICIAL. This is an official interpreta on of regula ons promulgated under the authority of Chapter 19, Ar cle 9 of the State Code of West Virginia. This applies to fairs, fes vals and shows. 1. All livestock imported into the State of West Virginia for fairs, fes vals, and shows shall be accompanied by an Official Cer ficate of Veterinary Inspec on approved by the livestock health official of the State of origin. A copy of the approved Cer ficate of Veterinary Inspec on shall be forwarded to the Director of the Animal Health Division, West Virginia Department of Agriculture, Capitol Building, Charleston, West Virginia 25305, and should be in his possession (5) five days prior to the arrival of livestock. 2. Official Cer ficate of Veterinary Inspec ons (CVI) is good for 30 days. All out of state ca le must have official iden fica on listed on the health cer ficate. Any animal showing signs of a poten al infec ous or contagious disease will not be allowed to par cipate in the event. Note: Ca le and goats from other states with disease outbreaks may be required to secure a special permit from the Director of Animal Health Division, West Virginia Department of Agriculture, Charleston, West Virginia 25305, phone number (304) 558‐2214, before being admi ed into West Virginia. If the animal is to be sold other than for slaughter, purebred consignment rules apply. ALL LIVESTOCK MUST MEET THE STATE OF DESTINATION HEALTH REQUIREMENTS AS TO MOVEMENT OF ANIMALS. SOME VARIATION IS FOUND IN HEALTH REQUIREMENTS AMONG THE SEVERAL STATES. The final disposi on of all entries shall be made by a WVDA Animal Health Inspector or in their absence, a local fair official. Official ID is a requirement for interstate movement for ca le. Ques ons regarding health requirements should be made to the Director of Animal Health , (304) 558‐2214 5 HEALTH REQUIREMENTS FOR CATTLE All out‐of‐state ca le must be accompanied by an Official CVI with Official Iden fica on listed. Tuberculosis in Ca le Ca le to be exhibited at West Virginia fairs, fes vals and shows must meet one of the following requirements From West Virginia No test is required, if herd is not under quaran ne for tuberculosis. From Other States 1. From Bovine Tuberculosis Free State No test required. Interstate CVI is required. All out of state ca le must have official iden fica on listed on health cer ficate 2. From other than Bovine Tuberculosis Free State: A. If origina ng from an accredited TB Free herd ‐ no test required, or B. If herd origin has had a complete nega ve herd test within 12 months ‐ no test required, or C. All other bovine require a nega ve TB test within 60 days of show. D. Nursing calves may be shown on dam’s nega ve CVI. All out of state ca le must have official iden fica on listed on health cer ficate. Brucellosis in Ca le Ca le to be exhibited at West Virginia fairs, fes vals and shows must meet one of the following requirements From West Virginia No test is required, if herd is not under quaran ne for Brucellosis. From Other States 1. From Brucellosis Free State ‐No test required. Interstate CVI is required. 2. From other than Brucellosis Free State: A. Official Brucellosis vaccinates under 24 months (beef) and 20 months (dairy) of age from herd not under brucellosis restric ons ‐ No test required, or B. Origina ng from a Cer fied Brucellosis Free Herd ‐ No test required, or C. Complete herd test within one (1) year before show ‐ No test required, or D. A nega ve Brucellosis test within 30 days. Leptospirosis ‐ Ca le Recommended: Vaccina ons for L. canicola, L. icterhaemorrhagiae, L. hardjo, L. Pomona, and L. grippotyphosa, are to be seriously considered. HEALTH REQUIREMENTS FOR GOATS All out‐of‐state goats must be accompanied by an Official CVI good for 30 days. USDA regula on states that you must have an official Scrapie ID and the ID # must be listed on the CVI. TB AND BRUCELLOSIS REQUIREMENTS FOR GOATS (No test required) NOTE: Goats from other states with disease outbreak may be required to secure a special permit from the Director of Animal Division, West Virginia Department of Agriculture, Charleston, West Virginia 25305, Phone: 304‐558‐2214, before being admi ed into West Virginia. SCRAPIE REQUIREMENTS FOR GOATS The following animals will need ID (ear tags or ta oos): ‐ All sheep and goats for exhibi on require scrapie tags or ta oos. ‐ All animals must be tagged prior to leaving the farm. HEALTH REQUIREMENTS FOR SWINE All out‐of‐state swine must be accompanied by an official CVI good for 30 days. Effec ve Immediately, all swine entering WV need to have the following statement on the CVI or Health Cer ficate: “To the best of my knowledge, swine represented on this cer ficate have not originated from a premises known to be affected by Porcine Epidemic Diar‐
rhea (PEDv), and have not been exposed to PEDv within the last 30 days.” From West Virginia Any swine born in West Virginia, and have never le the state, will no longer require pseudorabies tes ng prior to being shown at any fair or fes val in West Virginia. From Other States All swine must be accompanied by a Cer ficate of Veterinary Inspec on for entry into West Virginia. Swine from a pseudorabies‐free state need no tes ng. HEALTH REQUIREMENTS FOR SHEEP All out‐of‐state sheep must be accompanied by an Official CVI good for 30 days. USDA regula ons states that you must have an official Scrapie ID and the ID# must be listed on the CVI. In order to properly inspect market lambs, they must be skin clipped prior to their arrival at the fair. A West Virginia Department of Agriculture inspector will be sta oned at the unloading dock to inspect them as they come off the trucks 7 between the hours of 10 a.m. to 9 p.m. Health requirements for sheep con nued … Any animal showing signs of an infec ous or contagious disease will not be able to stay within the fairgrounds. Any shipment containing an infected animal commingled with other animals will result in the en re shipment being rejected. Lambs showing evidence of club lamb fungus will be WVDA inspected and may be asked to leave the fairgrounds. Animal Health Officials of the West Virginia Department of Agriculture reserve the right to examine any animal consigned and exclude animals from the show or sale that exhibits sign of disease. 8 Judges and Judging 1. An appeal of the decision of the judges for the open show only may be made to the SFWV Execu ve Commi ee. However, no appeal will be considered unless such appeal be made to the manager in wri ng, accompanied by a forfeit of $100.00 to be retained by the SFWV in case the decision of the judges is sustained by the Commi ee. The decision of the Commi ee shall be final and binding. Any appeal considered must be filed within six (6) hours a er judging. 2. Each livestock exhibitor is required to wear his/her entry iden fica on number while in the judging ring. 3. Any a empt to influence or in midate a judge, or any a empt whatsoever to decide and obtain a premium by misrepresenta on, shall be reported at once to the Fair Manager, who shall order that such exhibitor be excluded from compe on at this exhibi on and any premium that may have been awarded him shall be forfeited. This rule includes unethically fi ed ca le. 4. No exhibitor shall act as judge in the department in which he or she exhibits. 5. If any disrespect is shown to judges by an exhibitor, or members or their family or their agent, they shall forfeit all awards received and the Superintendent shall make a report of same to the Fair Manager. Stalls and Stall Assignments 6. Tampering with and/or changing barn space assigned by the department Superintendents is strictly prohibited. Stall space WILL BE adjusted according to the number of animals you bring. 7. Exhibitors will be required to keep their stall and space in a clean condi on by removing any filth or li er, and placing it in the designated space where the sanita on department of the SFWV may get it with ease. Those who do not follow will be penalized. 8. All grooming chutes and/or grooming stands must be registered with the fair on the official entry form. Grooming chutes are allowed in TACK SPACE ONLY. State Fair of West Virginia Code of Ethics To maintain a high degree of confidence in the livestock show, the State Fair of West Virginia reserves the right to disqualify any animals that have been fi ed in an unethical manner. Unethical fi ng shall include any injec on of gas, solid or liquid under the skin or any man‐made ar cle a ached to the body to alter the normal conforma on. It shall also include any cu ng or tearing of the hide or underneath the hide or removal of ssue in an a empt to alter the shape of the animal. It shall also include a empts to disrupt or change normal dental development as well as the dyeing or coloring of individuals which alters their natural colora on. Any a empts to change the degree of firmness of any individual shall be considered unethical. 9 IAFE Code of Ethics The State Fair of West Virginia has also adopted the Interna onal Associa on of Fairs and Exposi ons (IAFE) Na onal Code of Show Ring Ethics, and its accompanying “Exhibitor Entry Statement” which is included on the livestock entry form and which livestock exhibitors are required to sign. IAFE (Interna onal Associa on of Fairs and Exposi ons) Code of Show Ring Ethics Exhibitors of animals at livestock shows shall at all mes deport themselves with honesty and good sportsmanship. Their conduct in this compe ve environ‐
ment shall always reflect the highest standards of honor and dignity to promote the advancement of agriculture educa on. This code applies to junior, as well as open class exhibitors who compete in the structured classes of compe on. This code applies to all livestock offered in any event at a livestock show. In addi on to the “IAFE Code of Show Ring Ethics,” fairs and livestock shows may have rules and regula ons which they imposed on the local, county, state, and provincial and na onal levels. All youth leaders working with junior exhibitors are under an affirma ve responsibility to do more than avoid improper conduct or ques onable acts. Their moral values must be so certain and posi ve that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fi ers, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auc on proceeds and shall be prohibited from future exhibi on in accordance with the rules adopted by the respec ve fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from compe on at all livestock shows in the United States and Canada. The following is a list of guidelines for all exhibitors and all livestock in compe ve events: 1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership and age of all animals entered. Misrepresenta on of ownership, age, or any facts rela ng thereto is prohibited. 2. Owners, exhibitors, fi ers, trainers, or absolutely responsible persons shall provide animal health cer ficates from licensed veterinarians upon request by fair or livestock show officials. 3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock shows. 4. Animals shall be presented to show events where they will enter the food chain free of violate drugs residues. The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fi er, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in tes ng. Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regula ons and rules. 10 Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regula ons and rules affect the animal’s performance or appearance at the event. If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medica on, this shall be the prima facie evidence such substance has been administered to the animal internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance tested by the laboratory to which it is sent is the one taken from the animal in ques on, its integrity is preserved and all procedures of said collec on and preserva on, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in ques on and correctly reflects the condi on of the animal at the me the sample was taken with the burden on the owner, exhibitor, fi er, trainer, or absolutely responsible person to prove otherwise. At any me a er an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medica ons from the sole purpose of protec ng the health of the animal shall be administered by a licensed veterinarian. 5. Any surgical procedure or injec on of any foreign substance or drug or the external applica on of any substance (irritant, counterirritant, or similar substance) which could affect the animal’s performance or alter its natural contour, conforma on or appearance, except external applica ons of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protec ng the health of the animal, is prohibited. 6. The use of showing and/or handling prac ces or devices such as striking animals to cause swelling, using electric contrivance, or other similar prac ces are not acceptable and are prohibited. 7. Direct cri cism or interference with the judge, fair or livestock show management, or other exhibitors, breed representa ves or show officials before, during or a er the compe ve event is prohibited. In the furtherance of the official duty, all judges, fair and livestock show management or other show officials shall be treated with courtesy, coopera on and respect and no person shall direct abusive or threatening conduct toward them. 8. No owner, exhibitor, fi er, trainer or absolutely responsible person shall conspire with another person or persons to inten onally violate this code if ethics or knowingly contribute or cooperate with another person or persons either by affirma ve ac on or inac on to violate this code of ethics. Viola on of this rule shall subject such individual to disciplinary ac on. 11 9. The applica on of this code of ethic provides for absolute responsibility for an animal‘s condi on by an owner, exhibitor, fi er, trainer or par cipant whether or not he or she was actually instrumental in or had actual knowledge if the treatment of the animal in contraven on of this code of ethics. 10. The act of entering an animal is the giving of consent by the owner, exhibitor, fi er, trainer or absolutely responsible person to have disciplinary ac on taken by the fair or livestock show for viola on of this Code of Show Ring Ethics and any other rules of compe on of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary ac on taken by the fair or livestock show may be published with the name of the violator or violators in any publica on or the Interna onal Associa on of Fairs and Exposi ons, including Fairs and Exposi ons and any special no ces to members. 11. The act of enter an animal in a fair or livestock show is the giving of verifica on by the owner, exhibitor, fi er, trainer or absolutely responsible person that he or she has read the IAFE Code of Show Ring Ethics and understands the consequences of and penal es provided for ac ons prohibited by the code. It is further a consent than any ac on which contravenes these rules and is also in viola on of federal, state or provincial statues, regula ons or rules ma be released to appropriate law enforcement authori es with jurisdic on over such infrac ons. State Fair of West Virginia Endowment Fund “Tradi ons your treasure, a legacy to cherish!” The State Fair of West Virginia invites you to support its endowment fund, to ensure long‐term funding for three key areas of the fair: Scholarships: The State Fair of West Virginia Scholarship program rewards outstanding youth who have exhibited livestock or non‐livestock projects at a previous State Fair. Since 1992, the State Fair and many business partners have provided over $100,000 in scholarships to youth par cipants. Youth Educa onal Enrichment Programs: Your gi will enable the State Fair to provide enhanced learning opportuni es for West Virginia youth. Enrichment programs occur no only during the week of the Fair, but throughout the year via school‐based partnerships in educa on programs. These programs are designed to improved the apprecia on for and understanding of agriculture through hands‐on classroom ac vi es. Agricultural Premiums & Compe ve Exhibit Premiums: Through the years, hundreds of West Virginians have par cipated in State Fair compe ons. The thrill of victory and the sorrow of defeat are important life lessons. It is impera ve that tomorrow’s youth have the same opportuni es. For some, the defining moment was winning their first blue ribbon and for others it is spending their first prize winnings. For more informa on, call 304‐645‐1090 or visit www.statefairofwv.com 12 RESOLUTION WHEREAS, it is the inten on and desire of the SFWV to promote and ensure the humane treatment of all animals exhibited or used in connec on with the State Fair; and WHEREAS, it is the desire of the SFWV to establish the procedure by which any and all concerts for the manner in which animals are exhibited or used at the State Fair, including but not limited to concerns with regard to their food, water and shelter requirements, may be thoroughly, promptly and properly evaluated and addressed; it is RESOLVED, that the SFWV adopt the following procedure. 1. Any individual voicing a complaint with regard to the treatment of any ani‐
mal on the grounds shall be referred to he main office and state the nature of the complaint in wri ng. 2. The nature of the complaint shall be made known to a member of the SFWV Execu ve Commi ee as soon as possible and, in any event, within 24 hours. 3. Within 24 hours at least one (1) member of the SFWV Execu ve Commi ee shall make a physical inspec on of the condi ons giving rise to the complaint. In the event that in the opinion of the member of the commi ee there is an immediate danger to the health and safety of the animal, that individual is empowered to take such steps as he or she deems to be reasonable and necessary to protect the health, welfare and safety of such animal, and shall immediately convene the remainder of the Execu ve Commi ee. If, in the opinion of the inves ga ng member, there is now immediate danger to the health, welfare and safety of such animal or animals, then the full Execu ve Commi ee shall be convened as soon as reasonably possible. 4. The SFWV Execu ve Commi ee shall take such steps as are necessary to properly and thoroughly review the complaint, including but not limited to conferring with a veterinarian if it is deemed appropriate, and shall respond to the complaint in wri ng within 30 days. PREMIUMS 1. Premiums will not be awarded simply because the animal or ar cle is the best of its kind exhibited. The judge must consider it worthy of a premium upon its intrinsic merit or may refuse to award a premium of any kind. 2. In any class where there is no compe on, the judge must sign a statement that the animal or ar cle is worthy of first place money; otherwise, a blue ribbon will be awarded but only second money will be paid. 3. PREMIUMS WILL BE PAID ACCORDING TO THE RECORDS TURN IN TO THE FAIR MANAGER’S OFFICE BY THE SUPERINTENDENTS AND NOT BY RIBBONS PRESENTED. 4. CHECKS NOT CASHED WITHIN 90 DAYS OF RECEIVING WILL BE VOIDED AND WILL NOT BE REPRINTED. Note: If you entered in 2015, but did not show, you will need to contact the Compe ve Exhibits Department to make arrangements for your 13 creden als. PARKING Open Livestock Exhibitors will be issued one (1) complimentary parking pass per exhibitor for the days his/her livestock are required to be on grounds. Junior Livestock Exhibitors will be issued ONE COMPLIMENTARY PARKING PASS PER FAMILY for the days his/her livestock are required to be on grounds. Due to limited parking, it is first come, first serve. ADMISSION POLICY Livestock Exhibitors will be issued five (5) complimentary ckets per entrant. If livestock are required to be on grounds more than five (5) days, addi onal ckets will be issued. If more ckets are needed, please see our advanced cket op ons. Other ckets needed must be purchased from the box office or www.statefairofwv.com. Other ckets will not be available for purchase through the entry department.
