The financial statements for fiscal year ended June 30, 2014 went before the Board and the
statements were approved on September 11, 2014.
In reviewing the financial results of the fiscal year 2013/2014, it was noted that there was $5.83
million in unrestricted surplus as of June 30, 2014. The majority of the $5.83 million surplus was as
a result of the following:

Strike savings for May and June 2014 ($3.3 million)
May holdback allocation ($0.7 million)
International tuition ($0.6 million)
Student transportation savings ($0.5 million)
Benefits savings ($0.3 million)
Utilities savings ($0.2 million)
In a separate report, the first quarter results are indicating a shortfall for the current year 2014/2015
in the amount of $1.78 million. In addition, there is a large budget shortfall forecast for 2015/2016,
estimated at $27 million.
In light of the budget shortfall forecast for this year and next, it is recommended that the Board
apply the 2013/2014 unrestricted operating surplus towards the forecasted operating shortfalls for
2014/2015 and 2015/2016. It should be noted that there is no funds available in the Local Capital
Reserve. The projected funding shortfalls for 2014/2015 and 2015/2016 will be updated in February
2015.
Recommendation
IT IS RECOMMENDED that the Board appropriate the unrestricted operating surplus for 2013/2014
(in the amount of $5.83 million) as follows:

Firstly to offset the 2014/2015 projected operating shortfall, currently estimated to be in the
amount of $1.78 million; and
the remainder to assist in offsetting the 2015/2016 projected operating budget shortfall.

School Fund Balances
Schools receive funding from two major sources:
• Annual "Flexible Budgets" — These are funds allocated from the VSB
Operating Fund to schools. This funding is based on a general per student
allocation plus additional allocations for furniture and equipment replacement,
field trip EOC, library resources, program support and other items. The total
Flexible Budget allocated to schools is in the range of $6 — 7 million per year.
•
"School Generated Funds" — These are funds that individual schools generate
from permissible school fees, charitable donations and various forms of
fundraising.
In 2005, the Board established guidelines with respect to the appropriate level of school
fund balances. These guidelines vary by elementary versus secondary school, as well
as by school size (see Attachment A). At that time, the Board also approved a policy
that flexible budgets would be reduced for individual schools which exceeded the
guidelines as follows:
• 10% reduction if exceed guidelines by 50% or greater;
• 20% reduction if exceed guidelines by 100% or greater; and
• 30% reduction if exceed guidelines by 200% or greater.
Attachment B provides a summary of the school fund balances (school generated funds
and 2013/2014 flexible budget carry-forwards) as at August 31, 2014. School generated
fund balances total $6.41 million and flexible budget carry-forwards total $1.49 million.
Of the school generated fund balance of $6.41 million as at August 31, 2014, $4.70
million is held by schools in restricted accounts for special purposes (e.g. playgrounds,
field trips, sports and arts programs).

Owing to the job action late in 2013/2014, a number of schools found it difficult to
complete their spending plans and accordingly experienced higher school fund
balances. As indicated in Attachment B, only one school (Tupper Secondary) exceeded
VBE guidelines as at August 31, 2014. Tupper Secondary has filed a plan with the
district outlining their plan to spend their school fund balance.
Recommendation
IT IS RECOMMENDED that the Board receive this report and agree to not reduce the
2014/2015 flexible budgets for Tupper Secondary as a result of exceeding the School
Fund Balance Guidelines.

First Quarter Financial Report
In April 2014, the Board of Trustees approved the 2014/2015 Preliminary Budget, based
on preliminary estimates of enrolment, funding and other revenue and expenditure
factors. This report provides the first quarter update, as summarized in Attachment A,
including changes to funding, enrollment, and expenditure known or projected to date.
An estimated deficit of $1.78 million is currently projected for 2014/2015 which is mainly
attributable to the net loss of not running summer school, higher than projected utilities
costs partially offset by the positive impact of the September 2014 enrolment count.
Below is a summary of the major changes which result in the projected operating fund
deficit for 2014/2015.

Summer School
Due to the teacher's strike, the Vancouver School Board made a decision to not run
summer school programs, including the international visitors program. The net impact to
the budget of not running these programs is a deficit of $1.44 million. As this negative
impact is a result of the breakdown in collective bargaining between the Province and
the BCTF, the district had requested that the net revenue loss be offset against the
strike savings recouped by the Province. The Province has indicated that they do not
intend on reimbursing districts for these lost net revenues.
Net Impact of September Enrolment
The 2014/2015 Preliminary Budget projected that regular school aged enrolment would
decrease by an estimated 850 FTEs.
As outlined on Attachment B, the actual enrolment for regular school-aged students as
at October 24, 2014 only decreased by 755 students which is 95 FTE students higher
than anticipated in the 2014/2015 Preliminary Budget. As at October 24, 2014,
distributed learning students are 156 FTE lower than anticipated in the Preliminary
Budget. Adult education students are 111 FTE lower than anticipated in the Preliminary
Budget. International students are projected to be 92 FTE greater than anticipated in
the Preliminary Budget. Both special education students and ELL students are greater
than budgeted. Aboriginal students are tracking lower than budgeted.

Projected Utilities Deficit
The current year to date is showing higher utilities costs, due to higher costs of natural
gas partially offset by some savings in electricity.
Net Strike Savings
Savings with respect to teachers allocated for international students ($0.50 million) were
not included in the strike savings report filed with the Ministry. However, the Ministry has
also indicated we will not be reimbursed for the estimated $0.24 million in revenue
foregone during the strike for cafeterias, print services and facility rentals. This results in
a net impact of $0.26 million in savings.
Lease Revenue
Leasing revenue is projected to be lower than anticipated due to the delay in leasing out
the 4th floor of the Education Centre ($0.20 million) and paying rent for one month in
2014/2015 for the Main Street Education Centre ($0.05 million).
Closure of Roberts Adult Education Centre and Moving Fraser Portables
The costs for closing the Roberts Adult Education Centre and moving portables from
L'Ecole Bilingue to Fraser Elementary were not budgeted and are estimated to be $0.25
million.
Parking at School Sites
On September 29th, the Board approved charging for parking at all VBE sites and set
the date of implementation as September 2015. This initiative was initially to be
implemented this September and will result in a loss to the budget of $225,000.
However, upon implementation in 2015, it is projected that the net gain to the
2015/2016 budget will be $340,000.
Overall, the deficit for the first quarter is currently projected at $1.78 million. There are
preliminary indications that additional funding could be realized in 2014/2015 as a result
of confirmation of funding for 2013/2014 graduated adults. The amount is uncertain at
this time, but it is in the range of $0.5 million - $0.8 million. Further information is
forthcoming and we will provide an update on this amount in the Q2 Financial Report.
CommunityLink
Due to the large surplus in the fund at the end of 2011/2012, the Board was provided
quarterly updates to monitor the status of the CommunityLink budget. Since then,
CommunityLink has had a balanced budget and is currently tracking to be balanced this
year as well. Therefore, we will not be providing separate projections on the quarterly
financial updates. If this situation changes, we will bring that to the Board's attention.
Further, CommunityLink will continue to be reported on budget submissions to the
Ministry, along with other special purpose funds in February and June.

(9) Higher than projected costs for utilities of $335,773, unbudgeted costs for moving portables from L'Ecole Bilinuge to Fraser
Elementary of $123,292, and additional month of rent for Main Street Education Centre of $47,888, offset by support staff
savings during the September teacher's strike of $178,766.

Statement of Financial Information for the Period July 1, 2013 to June 30, 2014
Attached is a copy of the Statement of Financial Information Report for the Vancouver Board of
Education for 2013/2014.
In accordance with the Financial Information Act (the "Act'), each school board is required to
prepare a report of financial information for each fiscal year. The Act, together with the related
regulation and directive, prescribes the information that is required to be included in the report.
The major schedules included in the report are as follows:

a Schedule of Remuneration and Expenses that lists all payments made to trustees and to
those employees with remuneration exceeding $75,000; and
a Schedule of Suppliers of Goods and Services that lists total payments made to suppliers in
excess of $25,000 during the year.
Section 6 of the Financial Information Regulation defines remuneration to include any form of
salary, wages, taxable benefits, payment into trust or any form of income deferral paid by the
Board to an employee, but does not include anything payable under a severance agreement.
Remuneration for individual employees can include payouts for vacation, gratuity and
compensatory time not taken, in addition to regular salary. Remuneration also includes taxable
benefits for mileage reimbursement or vehicle allowances for employees who regularly use their
personal vehicle for VBE business and the employer-paid portion of deferred savings plan
contributions and provincial medical insurance premiums.
Expenses are defined to include travel expenses, memberships, tuition, relocation expenses,
registration fees and similar amounts paid directly to an employee, or to a third party on behalf of
an employee.
Payments made for the provision of goods and services include all payments made from operating,
special purpose and capital funds for the supply of goods and services.

A significant portion of the supplier payments represents contributions to pension and employee
benefit plans and contractors for capital projects. Payments for both employer and employee
contributions to statutory and employee benefit.plans are included. Payments to the Canada
Revenue Agency for employee income tax withholdings are not included as they are not
considered to be a payment for the supply of goods and services.

The Financial Statements contained in this Statement of Financial Information under the Financial
Information Act have been prepared by management in accordance with Canadian Generally
Accepted Accounting Principles and the integrity and objectivity of these statements are
