Applicable Market and Other Charges for Licensed Electricity Retailers A. S/No. Market Charges Market Charges Description of Charge 1. Uniform Singapore Energy Price (“USEP”) The USEP is the uniform price of energy that is determined in the Wholesale Electricity Market (“WEM”). It is the weighted-average of the nodal prices at all off-take nodes in each half hour. 2. Energy Market Company (“EMC”) & Power System Operator (“PSO”) Fees These fees recover the approved costs for EMC and PSO to operate the WEM and the power system in each fiscal year, respectively. These fees are levied on both generation companies (“gencos”) and retailers based on per MWh generated or consumed. For NMPRs, the EMC and PSO fees will be included in the Retail Settlement Uplift Charge which is an item of the Market Support Service Charges (refer to the Other Charges table below). 3. Hourly Energy Uplift Charges (“HEUC”) This charge reconciles any differences between total amount received from retailers and total amount paid to gencos for energy, reserve and regulation products. It is usually a negative value, i.e. a return to wholesale market purchasers. 4. Monthly Energy Uplift Charge (“MEUC”) At the end of each calendar month, EMC calculates the MEUC for the following calendar month and recovers it from the load on the basis of withdrawal quantity in MWh. This charge, levied on retailers, covers the following potential payments and receipts each month: cost of procuring contracted ancillary services (e.g. black-start services) and related costs, compensation claims and financial penalties, and estimated monthly energy uplift shortfall to be recovered in the following calendar month. 5. Allocated Regulation Price (“AFP”) The cost of purchasing regulation products from the market is co-shared by retailers and gencos. The AFP is determined for retailers based on their consumption (metered withdrawal quantities), and for gencos based on their injected energy quantity, up to 5 MWh per settlement period. Other Charges Description of Charge Market Support Service Refer to the Schedule of MSS Charges here for more information. (“MSS”) Charges a. If you are a MPR, you will pay the MSS charges listed under the column of “buying from a retailer” on behalf of your customers. You will settle directly, on a daily basis, with EMC for wholesale electricity market purchases. Billing Agent SPS b. If you are a NMPR, you will pay the MSS charges under the column of “buying from the wholesale electricity market through SPS” on behalf of your customers. You will settle the MSS charges with SPS on a monthly basis. 2. Vesting Contract Credits/Debits Vesting Contracts are bilateral contracts between the gencos and SPS (who is the Market Support Services Licensee or MSSL) for the purpose of controlling market power. The MSSL passes on the vesting contract credits/debits to the retailers, the non-contestable consumers and those contestable consumers who purchase electricity from the pool. Retailers may or may not pass on the vesting contract credits/debits to their customers depending on the commercial arrangement made between the retailers and their respective customers.
