Executive Non-Key Reason for report 1.1 To update Members on the relocation of the Community Learning Disability Team (CLDT) from Yeoman House which is within the London Borough of Bromley, to Queen Mary’s Hospital, Sidcup, which is in the London Borough of Bexley and to request Portfolio Holder agreement to the move. The proposed move retains the close links between the social care and clinical teams which are of benefit to service users. ________________________________________________________________________________ 2. RECOMMENDATIONS 2.1 The Care Services Policy Development and Scrutiny Committee is asked to note and comment on the proposed relocation of the CLDT to Queen Mary’s Hospital, Sidcup. 2.2 The Portfolio Holder for Care Services is asked to agree the relocation of Council staff from Yeoman House to Queen Mary’s Hospital Sidcup, subject to the final agreement on the lease for the accommodation at Queen Mary’s. 1 Impact on Vulnerable Adults and Children 1. COMMENTARY 3.1 Clinical and social care staff in the learning disability service has been co-located for a number of years, since 2013 at Yeoman House in Penge. The clinical service is commissioned by Bromley Clinical Commissioning Group (BCCG) and the clinical staff are employed by Oxleas NHS Foundation Trust. The social care service is provided by the Council and staff are employed by London Borough of Bromley. Co-location has brought many benefits in terms of joint management arrangements and closer working between professionals. It also enables the service provided at the front line to be more integrated for service users. 3.2 The current lease at Yeoman House comes to an end in August 2018 and both teams will have to move at that point. Oxleas have advised that they intend for their clinical staff team to move to Queen Mary’s in Sidcup at the end of April 2017. The team will be accommodated in purpose-built accommodation on the Queen Mary’s hospital site which provides both ground floor clinical space and office space. 3.3 This will enable Oxleas to concentrate the provision of clinical services for all people with learning disabilities, including those in wheelchairs, on one site beside the clinical staff base rather than providing clinics in multiple temporary locations around the borough as is currently the case. 3.4 There is no impact on service users from the proposed move of the Council staff as service users are visited at home and do not have to attend the social care offices. Oxleas have separately consulted with service users who may be impacted by the move of the clinical staff and service but are confident that they can mitigate any adverse impact on individuals. Oxleas identified that a higher proportion of service users live closer to Queen Mary’s Hospital site than Yeoman House. Clinicians will continue to work with individuals to ensure there is a plan for each service user in accessing the services on the new site, and where service users are disadvantaged by the move Oxleas will continue to offer appointments in users’ homes or in other Oxleas premises. 3.5 Oxleas reported the proposed move to the Health Scrutiny Sub Committee in November 2015. Members noted the proposal and the Portfolio Holder advised that the decision on the move of the social care staff was pending agreement on the lease at Queen Mary’s. This is now nearing completion and officers are confident that the lease will be in place by the end of April. Staff will not move until the lease is in place. 3.6 The Council’s staff have been consulted on the proposed move and no formal responses were received. 3.7 Contracts of employment for Council staff require them to work at such place of employment in the Council’s service as required, although this would normally be within the borough boundaries. In this respect where staff are relocated to a different part of the borough excess fares are not payable. The location of Queen Mary’s Hospital is approximately 100 yards from the boundary of Bromley and Bexley boroughs as a result of which it is not proposed to pay excess fares for staff should they transfer to Queen Mary’s Hospital, Sidcup apart from in the circumstances outlined below. 3.8 Necessary excess travel expenses are payable to Bromley employees only from the Bromley boundary to the workplace. As the workplace is on the Borough boundary payment cannot be claimed for travel to the workplace. Where employees attend a first journey for work within Bromley they will not be able to claim the cost of that journey if it is less than the cost of travel to work. Where it is more than the cost of travel to work, they may claim the difference in the cost. 3.9 Should the move take place staff would be entitled to free parking at Queen Mary’s Hospital. 3 4. IMPACT ON VULNERABLE ADULTS AND CHILDREN 4.1 There is no change to service provision of social care services to these user groups; services will continue as normal. 5. FINANCIAL IMPLICATIONS 5.1 The cost of Yeoman House until August 2018, when the current lease runs out, and the ongoing costs of the accommodation at Queen Mary’s from August 2018 will be covered by existing revenue budgets. 5.2 There is a one off cost of £45k for the double running which it is proposed to fund from the Social Care Capital Grant which is allocated in the Council’s capital programme (currently £2.7m). The grant is provided to support the reform of social care services. This proposal supports and facilitates greater integration of learning disability health and social care services and so complies with the grant conditions. 6. PERSONNEL IMPLICATIONS 6.1 As stated in the report the staff affected by the move from Yeoman House to Queen Mary’s Hospital were consulted. This consultation ended in August 2016 and no formal responses were received. The report explains the contractual arrangements for staff that they are required to work at such place of employment in the Council’s service, although this would normally be within the borough boundaries. As Queen Mary’s hospital is 100yards from the boundary of the borough staff will not be allowed to claim an additional cost of travel.
